CALL TO ORDER AND PLEDGE OF ALLEGIANCE 2. ROLL CALL 3. CONSENT AGENDA The purpose of the consent agenda is to expedite business by grouping non-controversial items together to be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item(s) on the consent agenda be removed and placed as the last item under new business to receive full discussion. Such requests will be automatically respected. A. Approve the August 13, 2024 regular meeting minutes as presented B. Designate Mayor Tim Nemecek as Boyne City’s official voting delegate for the MML’s 2024 annual Business Meeting and City Manager Michael Cain as the alternate. 4. CITIZEN COMMENTS (non-agenda items, 5 minutes) 5. CORRESPONDENCE A. Charlevoix Conservation District – 75 Year Report B. 50 Year Fluoride Award – July 31, 2024 6. CITY MANAGER’S REPORT 7. REPORTS OF OFFICERS, BOARDS AND STANDING COMMITTEES A. July 2024 Financial Statements An Equal Opportunity Provider and Employer Hometown Feel, Small Town Appeal 8. OLD BUSINESS A. Printer/Copier Replacement Update Consider the recommendation from Executive Assistant Jennifer Eads to reconsider and authorize the City Manager and staff to facilitate and execute a contract with Ricoh for option six, Ricoh IM C451 for: • A one-time cash purchase of $5,746.00 for the machine, and • 0.0058 per sheet for black and 0.0400 per sheet for color, for consumables and maintenance (excludes paper) for a monthly fee of approximately $290.76 or an annual fee of approximately $3,489.12. 9. NEW BUSINESS A. Marina Bid Recommendation Consider the preliminary recommendation from City Manager Michael Cain to award Marina contract 2 to Flotation Docking Systems in the amount of $683,021.45 and authorize staff to execute the necessary documents. B. Zoning Ordinance Map Amendment – First Reading Consider the recommendation from Planning Director Scott McPherson to schedule a second reading of the proposed zoning map amendment for the City Commission agenda on or after October 8, 2024. C. Housing Priorities - Housing Sites Next Steps D. River Mouth Lift Station Pump #3 Replacement Consider the recommendation from Director of Public Works and Utilities Doug Varney to approve the purchase of a Vaughan Chopper pump from JGM Valve Corp for an amount not-to-exceed $20,900, with installation being done by HTSS LLC in an amount not-to-exceed $12,490 for the replacement of pump three at the River Mouth pump station and authorize the City Manager to execute the necessary documents. E. Tax Appeal Appraiser Hire Consider the recommendation from City Manager Michael Cain to approve entering into the proposed agreement with Colliers of Grand Rapids for tax appraisal services at a cost of $5,500 plus $350 per hour for necessary additional services. F. Clean Water State Revolving Fund (CWSRF) – Update Consider the recommendation from City Manager Michael Cain to review the materials provided and determine the appropriate next steps. G. Closed Session Request Consider the requests from City Attorney Matt Cross and Bond Counsel Pat McGow to go into closed sessions for the purpose of attorney client privilege discussion pursuant to Section 8(h) of the Open Meetings Act (MCL 15.268(1)(h)) to discuss material protected by the attorney client privilege, which is exempt from disclosure under the Freedom of Information Act (MCL 15.243(1)(g)). 10. GOOD OF THE ORDER 11. ANNOUNCEMENTS • The Boyne City Municipal Airport will be closed starting Saturday, August 31st at 12pm until Sunday, September 1st at 8pm for the Annual Drag Race Fundraiser event. • City Hall will be closed on Monday, September 2, 2024 in observance of Labor Day • The next regular City Commission meeting is scheduled for September 10, 2024 at 7:00 p.m. • City-wide Fall Household Rubbish Collection Day is scheduled for Saturday, September 21st. Pick-up will begin at 7am. 12.
