North Boyne Housing Project – Preliminary Selection of Bidders Consider the recommendation from City Clerk/Treasurer, Jessica Puroll to discuss the North Boyne Housing project and determine next steps. B. CWSRF Project 5890-01 Contract Update Director of Public Works and Utilities, Doug Varney to provide project update An Equal Opportunity Provider and Employer Hometown Feel, Small Town Appeal  C. City Manager Vacancy Continued Discussion D. Boyne City Marina Waitlist Consider the recommendation from Executive Assistant Jennifer Eads to review the provided marina waitlist materials and provide City staff with direction on next steps. E. Second Reading – Proposed Ordinance to Establish Penalties for Unauthorized Access Consider the recommendation from City Clerk/Treasurer, Jessica Puroll to approve the second reading of the amendment to Chapter 46, Solid Waste, Article II – Collection and Disposal, to formally regulate the use of the compost site established and maintained by the City of Boyne City for the disposal, composting, and recycling of yard waste, and approve the proposed ordinance to amend Chapter 46 as presented. F. Second Reading – Proposed Ordinance to Establish Board of Review Alternative Member Consider the recommendation from City Clerk/Treasurer, Jessica Puroll to approve the second reading of an amendment to Chapter 62, Taxation, Article I-IN General, to allow for the appointment of alternative members to the Board of Review, and approve the proposed ordinance to amend Chapter 62 as presented. G. Interim Airport Manager Proposal Continued Discussion Consider (1) appointment of Richard Wright as Interim Airport Manager of the Boyne City Municipal Airport N98 on an unpaid volunteer basis and approval of Richard Wright to complete the MDOT Office of Aeronautics License Application for Airport Manager; and (2) authorizing Assistant Airport Manager Leon Jarema to execute the MDOT License Agreement. 9. NEW BUSINESS A. Assessing Services Agreement - Renewal Consider the recommendation from City Clerk/Treasurer, Jessica Puroll to approve the proposed three- year agreement with Up North Assessing for assessing services and authorize the City Clerk/Treasurer to execute the necessary documents. B. Change Officers’ Retirement from Defined Contribution to Defined Benefit Consider the recommendation from Chief of Police, Kevin Spate to appoint Chief of Police, Kevin Spate or the City Clerk/Treasurer, Jessica Puroll as point of contact with MERS to open the Boyne City Police Officers FOP labor contract to change the current defined contribution retirement to the Defined benefit program as outlined on page 5, option 2, of the supplemental valuation report dated May 7, 2025 from MERS, and to execute the necessary documents. C. 2025 Gravel Road Dust Control Contract Award Recommendation Consider the recommendation from Director of Public Works and Utilities to award a purchase order contract for the 2025 Gravel Road Dust Control contract to D&J Bowen Dust Control for the unit price of 0.33 / gallon for an amount not-to-exceed $12,672 and to authorize the City Manager or City Clerk/Treasurer to execute the necessary documents. D. Single Axle – Heavy Duty Plow Truck Cab and Chassis Purchase Consider the recommendation from Director of Public Works and Utilities, Doug Varney to award a purchase order contract to Zaremba Equipment Incorporated of Gaylord Michigan for the purchase of an International HV 507 Series Single Axle – Heavy Duty Plow Truck in an amount not-to-exceed $113,566.20 (possibly $3,900 less if tariffs are not included) per the bid proposal dated 5/20/2025, and authorize the City Manager and or City Clerk/Treasurer execute the necessary documents.  E. Tree Removal for Safety Concerns at Veteran’s Park Consider the recommendation from Director of Public works and Utilities, Doug Varney to award a purchase order contract for the quoted price not-to-exceed $3,000 to All Aspects for the emergency removal of the willow tree that is now posing a risk, and to authorize the City Clerk/Treasurer to execute the necessary documents. F. Boyne City Marina – Project Scope Change Directive No. 3 Update Consider the recommendation from Executive Assistant, Jennifer Eads to review the included information on Project Scope Change Directive No. 3 and provide direction to City Administrative staff on next steps. G. Boyne City Marina – Irrigation Quote Consider the recommendation from Executive Assistant, Jennifer Eads to review the quote from Haley Irrigation in the amount of $16,750 and provide direction to City Administrative staff on next steps. 10.
