4. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. Approve the September 9, 2025 regular meeting minutes as presented
B. Proclaim the month of October 2025 as “Domestic Abuse Awareness Month” in the City of Boyne City
C. Authorize the City Clerk/Treasurer or Deputy Clerk to approve the Local Governing Body Resolution for
Charitable Gaming Licenses for Boyne Area Gymnastics, Inc.
D. Appoint Brian Van Horn to the Parks and Recreation Commission to fill the vacancy for a term ending
December 31, 2027

A. Credit Card Policy and Resolution Approval
Consider the recommendation from Jessica Puroll, City Clerk/Treasurer to approve the City of Boyne
City Credit Card Use Policy CP-01 as presented, and further approve the accompanying Resolution to
Authorize the Commercial Credit Card Account Agreement. Be it further resolved that the City
Clerk/Treasurer or Deputy Treasurer is authorized to execute all necessary documents on behalf of the
City related to the establishment and administration of the commercial credit card account.
B. Change Order 2 for Contract 1 of CWSRF
Consider the recommendation from Doug Varney, Director of Public Works and Utilities to approve
Change Order 2 to Contract 1 of the CWSRF project to increase the CWSRF Contract 1 by
$599,598.90 and to extend the Substantial and Final Completion dates to June 30, 2026 and August
31, 2026 respectively and the authorize the City Manager and or City Clerk/Treasurer to execute the
necessary documents.
C. Updates for CWSRF Contract 1 & 2 and Department of Public Works and Utilities
Verbal updates from Doug Varney, Director of Public Works and Utilities
D. Fall Tree Planting for City ROW Contract Recommendation
Consider the recommendation from Doug Varney, Director of Public Works and Utilities to approve a
purchase order contract with Robinson’s Landscaping & Nursery for the 2025/2026 Tree Planting in an
amount not-to-exceed $19,000.00 based on average price and selections to be determined. Further, I
would recommend the City Manager execute the documents.
E. FAA Tree Compliance Project – Additional Work Proposal
Consider the recommendation from John Matthews, City Manager to approve the proposal from All
Aspects Forestry, LLC in the amount of $10,000.00 for the removal of additional trees as part of the
FAA Tree Compliance Project, and to authorize the City Manager and/or City Clerk/Treasurer to
execute the necessary documentation.
F. Marina Seasonal Slips – Update
Review the informational memo from Jennifer Eads, Executive Assistant
G. Crack Sealing on Main Runway – Boyne City Airport
Consider the recommendation from John Matthews, City Manager to approve the quote from Wolverine
Sealcoating, LLC to clean and fill the cracks on the main runway in an amount not to exceed $13,500,
and authorize the City Manager and/or City Clerk/Treasurer to execute the necessary documentation.
H. Water Main Break Report
Consider the recommendation from Doug Varney, Director of Public Works and Utilities to appoint
Matt’s Underground as the Contractor of Record for water and sewer main emergency repairs and
authorize the City Manager and/or City Clerk/Treasurer to execute the necessary documentation.
