Presentation of the Boyne City FYE 2025 Financial Report from CPA Joe Verlin of Gabridge and Company
4. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. Approve the November 6, 2025, special meeting minutes as presented.
B. Approve the November 11, 2025, regular meeting minutes as presented.
C. Approve by resolution to adopt the annual exemption option provided under Public Act 152 of 2011 for
the 2026 plan year.
D. Approve the purchase with USA Bluebook for a Hach AS950 Refrigerated Sampler in the amount of
$8,059, including shipping, and authorize the City Manager and/or City Clerk/Treasurer to execute the
required documents.
E. Approve to formally declare a vacancy on the Parks and Recreation Commission, effective December
31, 2025, resulting from the resignation of Ed Rebman.

A. Michigan DNR Trust Fund Grant – Open Space Project Agreement
Consideration to approve the $138,000 local match for the MDNR Trust Fund Grant, accept the
Development Project Agreement for Project No. TF24-0090, and authorize the City Manager or City
Clerk/Treasurer to execute all necessary documents.
B. Field of Dreams – Directional Boring for Electrical Service Installation
Consideration to approve a contract with Freedom Utilities in the amount of $8,000 to install conduit via
directional boring at the three required locations to allow Consumers Energy to complete the previously
approved electrical service installation for the Field of Dreams, and authorize the City Manager and/or
City Clerk Treasurer to execute the necessary documents.
C. Adoption of the Parks and Recreation Plan 2025-2030
Consideration to approve to the adoption of the City of Boyne City Parks and Recreation Plan, 2025 –
2030, as presented.
D. City Commission Liaison Appointments
Consideration to approve the Mayoral recommendation to appoint Bridget Foltz to the Planning
Commission for a term that ends no longer than their Commission term.
Consideration to approve the Mayoral recommendation to appoint Bob Farrell as the Main Street Board
member with a term that ends no longer than their City Commission term.
E. 2026 City Commission Meeting Schedule / FYE 2026 Budget Schedule
Consideration that the City Commission approve its regular meeting schedule for 2026 the 2nd Tuesday
of each month at 7:00 p.m. and the 4th Tuesday of each month except December at 12:00 p.m. with all
meetings to be held at Boyne City City Hall, 319 North Lake Street in Boyne City MI and also approve
the FYE 2026 Tentative Budget Schedule as presented.

Consideration that the City Commission approve its regular meeting schedule for 2026 the 2nd Tuesday
of each month at 7:00 p.m. and the 4th Tuesday of each month except December at 12:00 p.m. and the
month of May holding the 12:00 p.m. meeting on Thursday, May 28, 2025 with all meetings to be held
at Boyne City City Hall, 319 North Lake Street in Boyne City MI and also approve the FYE 2026
Tentative Budget Schedule as presented.
F. Newly Elected Commissioners Training
Consideration to approve to authorize the City Clerk/Treasurer to schedule the Michigan Municipal
League Newly Elected Officials Training on either January 12th or January 20th, either in an in-person or
virtual format, based on the Commissions preference.

• The next regular City Commission meeting is scheduled for December 9, 2025, at 12:00 p.m.
• City administrative offices will be closed Thursday, November 27th, and Friday, November 28th in
observance of the Thanksgiving Holiday.
