1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

3. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. Approve the November 25, 2025 regular meeting minutes as presented.
B. Appoint Drake Wiseman and Erica Tosch to the Parks and Recreation Commission for four year terms
ending December 31, 2029, and appoint Mary Frances Paris to the Parks and Recreation Commission
to fill a vacancy with a term ending December 31, 2028.
C. Approve the reappointment of Michele Hewitt to the Board of Review for a three-year term expiring
January 1, 2029, and appoint Paula Herzog as an alternate member of the Board of Review for a three-
year term expiring January 1, 2029.
D. Approve the Commercial Use Permit request from Leon Jarema at the Boyne City Municipal Airport
E. Approve the 2026 Poverty Exemption Guidelines in compliance with MCL 211.7u, as presented.

A. Community Heart and Soul
Consideration to authorize the City Manager or the City Clerk/Treasurer to execute a contract with
Community Heart & Soul, with the contract to commence after April 30, 2026.
B. 2026 Charlevoix County Parks Millage Appropriation Recommendation
Consideration to adopt a resolution approving the submission of the following applications for project
funding through the 2026 Charlevoix County Parks Millage:
1. Erosion Control at Avalanche in the amount of $10,000
2. Hand Rail for steps at Tannery Park Beach in the amount of $2,500
3. Boat Launch Repairs in the amount of $10,000
4. Safety Top Cap Fence Guard for T-ball field fencing in the amount of $1,713
C. Police Department Drone Repair Authorization
Consideration to approve the expenditure of $6,458.10 for the repair of the Police Department drone by
Unmanned Vehicle Technologies, LLC.
D. Alignment of Ownership for Boyne City Theatre Property
Consideration to approve the transfer of the property deed for the Boyne City Theatre, commonly
known as 216 S. Lake Street, Boyne City, Michigan, parcel number 15-051-450-006-00, including the
rights under any easement agreement, lease agreement, or license agreement pertaining to said
property, from the City of Boyne City to the Boyne City Downtown Development Authority
(Boyne City Main Street) at no cost, in order to align legal ownership with the original funding source,
financial reporting, and intended operational responsibility, and authorize the City Manager or the City
Clerk/Treasurer to execute all documents necessary to complete the transfer.
E. Security Camera Upgrade – North Boyne Compost Site
Consideration to approve the purchase from Habitec Security for the upgrade of the security camera
system at the North Boyne Compost Site in an amount not to exceed $3,444.00, and authorize the City
Manager or City Clerk/Treasurer to execute the necessary documents.
F. City Charter Overview and Charter Revision Considerations
Consideration to adopt the resolution declaring its intent to initiate a general (full) revision of the City
Charter of the City of Boyne City and directing that the question of electing a Charter Commission be
submitted to the electors at the November 3, 2026 General Election.
G. Payment in Lieu of Taxes (PILOT) Distribution Process Update
H. Hayley Irrigation Update
Consideration to authorize the City Manager or the City Clerk/Treasurer to execute payment to Haley
Irrigation in the amount of $19,185.64 for Irrigation construction at the Boyne City Marina in June 2025.
