3. APPROVAL OF AGENDA
The City Commission may remove any item from or add any item to the regular agenda or approve the
agenda without changes
A. Approve the January 27, 2026 regular City Commission agenda
4. CONSENT AGENDA
The purpose of the consent agenda is to expedite business by grouping non-controversial items together to
be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the
public may ask that any item(s) on the consent agenda be removed and placed as the last item under new
business to receive full discussion. Such requests will be automatically respected.
A. Approve the December 9, 2025 regular meeting minutes as presented
B. Approve the December 12, 2025 special meeting minutes as presented
C. Approve the January 13, 2026 regular meeting minutes as presented
D. Approve the special liquor license application for Boyne Thunder and the Food Truck Rally for
submission to the state with the understanding a portion of this event does take place within the Boyne
City Social District area.
E. Approve the resolution authorizing the City of Boyne City to share assessing and tax information with
Charlevoix County for inclusion in the new parcel information and mapping website
F. Accept the Mayor’s recommendation and appoint Ryan Velzy to the Planning Commission for a partial
term, ending 5/31/2026
G. Approve the reappointment of Sarah Niederpruem and the appointment of Kristine Brehm to the Boyne
City Main Street Board for terms ending January 31, 2030

A. Planning and Zoning Contract Work
Consideration to approve to enter into an as-needed consulting arrangement, at the discretion of the
City Manager, with Scott McPherson to provide Planning and Zoning consulting services for the City at
a rate of $75.00 per hour with a two-hour minimum per consultation, plus IRS mileage reimbursement.
B. Clean Water State Revolving Fund (CWSRF) Project No. 5890-01 WWTP Contract 2 – Request for
Change Order No. 5
Consideration to approve Change Order No. 5 to the contract with Grand Traverse Construction in an
amount not to exceed $53,528.51, and authorize the City Manager and City Clerk/Treasurer to execute
the necessary documents.
C. Park Benches Purchase Recommendation
Consideration to approve the purchase from Landscape Forms for six (6) park benches in an amount
not to exceed $19,189.60 and authorize the City Manager or City Clerk/Treasurer to execute the
necessary documents.
D. Department of Public Works, and Water and Sewer Department Vehicles Purchase Request
1) Consideration to approve the purchase of one (1) 2026 Ford F-250 Pick-Up Truck for the
Department of Public Works from Bob Mathers Ford of Boyne City, Michigan, in an amount not to
exceed $48,897.60, in accordance with the attached quotation, and authorize the City Manager or
City Clerk/Treasurer to execute all necessary documents related to this purchase.
2) Consideration to approve the purchase of one (1) 2026 Ford F-250 Pick-Up Truck for the Water and
Sewer Department from Bob Mathers Ford of Boyne City, Michigan, in an amount not to exceed
$48,897.60, in accordance with the attached quotation, and authorize the City Manager to execute
all necessary documents related to this purchase.
E. City Manager Evaluation Process – Recommendation to Schedule a Work Session
Consideration to schedule a work session in the near future to begin the process of reviewing and
developing a City Manager evaluation process, ensuring the framework is established well in advance
of any future evaluation cycle.
