Braintree Board of Health Meeting Held Via Zoom Thursday, April 15, 2021, 7:00 p.m. IN ATTENDANCE: Dr. Arthur Bregoli, Chairman Dr. Philip Nedelman, Vice Chairman Juliana Melchionda, Clerk ALSO PRESENT: Marybeth McGrath, Director of ML & I Dr. Bregoli called the meeting to order at 7:00 p.m. by roll call vote: Dr. Bregoli-yes; Dr. Nedelman-yes; Ms. Melchionda-yes Introduction of Juliana Melchionda, New Board of Health Member: The Board members welcomed their newest member, Juliana Melchionda, a Braintree resident and registered nurse. Approval of Meeting Minutes: March 11, 2021 Motion By: Dr. Nedelman to approve the meeting minutes of March 11, 2021. Second By: Dr. Bregoli Unanimously Voted by roll call: Dr. Nedelman-yes; Dr. Bregoli-yes List of Complaints: The Board reviewed a list of complaints received from March 8-April 9, 2021. Ms. McGrath stated that the majority of complaints received continue to be COVID-19 related. They have also received some trash complaints. New Business: Request for Variance of Lifeguard Provision, Turtle Crossing Condominiums, 501 Commerce Drive Susan Ebersole, Property Manager, was present before the Board via Zoom. Ms. McGrath stated this is a request to continue their variance to not have a lifeguard on duty Monday through Friday when pool activity is low. They will continue to have a lifeguard present on weekends and holidays. Braintree Board of Health, April 15, 2021 Page 2 of 3 Ms. Ebersole stated this has worked out well in the past. She and her staff monitor the pool, which is right outside her office, to ensure all rules are enforced. They have COVID related procedures in place. She stated residents have a fob to swipe into the locked pool area. Motion By: Dr. Nedelman to approve the request for variance of lifeguard provision, Turtle Crossing Condominiums, 501 Commerce Drive Second By: Ms. Melchionda Unanimously Voted by roll call: Dr. Nedelman-yes; Dr. Bregoli-yes; Ms. Melchionda-yes Request for Keeping of Animals Permit Joan Hutcheon, 84 Hollis Avenue (9 chickens) Joan Hutcheon was present before the Board via Zoom. Ms. McGrath stated the applicant has provided a plot plan. There are two potential locations for the coop, one near the shed in the backyard, and the other in the side yard. Each location is 10 feet from the rear and side property lines. There are two abutters to the property with no objections received. Ms. Hutcheon stated she has not yet purchased the coop, but the chickens will not be running free, they will have a run attached to the coop and the waste will be composted. Motion By: Ms. Melchionda to approve the request for up to 9 chickens, 84 Hollis Avenue Second By: Dr. Nedelman Unanimously Voted by roll call: Dr. Nedelman-yes; Dr. Bregoli-yes; Ms. Melchionda-yes Informational: Ms. McGrath stated effective March 1 Governor Baker stopped distributing the COVID-19 vaccine to local health departments. They will be having their last second vaccine clinic this weekend. She stated to date the town has had a total of 136 deaths from COVID-19. The cumulative total cases is over 4, 400. Ms. McGrath announced that the annual rabies clinic will be held on Saturday, May 8 from 8:00 a.m. to noon at the Town Hall auditorium. Norfolk County Mosquito Control will be conducting its annual aerial helicopter application of BTI granules in large wetland areas in the coming weeks. They will also conduct ground application spraying between dusk and midnight on Thursday evenings in various locations of the town throughout the summer.
