O’Brien, Member Braintree, Massachusetts 02184 Timothy Carey, Member Thomas Whalen, Member MINUTES September 5, 2018 A meeting of the Committee of Ways & Means was held in the Johnson Chambers, Braintree Town Hall, on Wednesday, September 5, 2018 at 6:45p.m. Councilor Bowes was in the Chair. Shannon Hume, Vice-Chairman conducted the roll call. Present: Thomas Bowes, Chairman Shannon Hume, Vice-Chairman Stephen O’Brien, Member Thomas Whalen, Member Not Present Timothy Carey, Member arrived @6:50pm Also Present: Joe Reynolds, Chief of Staff Nicole Taub, Town Solicitor Christopher Griffin, Assistant to the Mayor Jean Healey, Friends of Braintree Military flag Susan Cimino, Clerk of the Council arrived @6:50pm The meeting was opened with the pledge of allegiance to the flag followed by a moment of silence for all those serving in our armed services, past and present. Approval of Minutes • August 14, 2018 Motion: by Councilor Hume to Approve Minutes of August 14, 2018 Second: by Councilor Whalen Vote: For (3 – Bowes, Hume, Whalen), Against (0), Absent (1-Carey), Abstain (1 – O’Brien) New Business • 18 051 Mayor: Create Revolving Account: Friends of Braintree Military or take up any action relative thereto Councilor Bowes, Chairman for Committee of Ways & Means read the memo from the Mayor’s office. Some issues were discussed on what type of account this would be and if Town Council would need to approve each transaction. Chief of Staff, Joe Reynolds stated he will get the answers and return to the Committee at their next meeting. September 5, 2018 Ways & Means Committee 1 of 2  Motion by Councilor O’Brien to TABLE Order 18 051. That the Veterans Services Office, in accordance with the provisions of MGL Chapter 44, Section 53A and Section 3.100.110 of the Town General Ordinances, be authorized to establish a gift account; to accept grants, gifts, or bequests of funds that are to be placed in said account; and to expend such funds at its discretion, for the purpose of purchasing and distributing Town of Braintree flags as part of the "Friends of Braintree Military" program, and for any purposes associated with the administration and promotion of said program. As provided by Section 3.100.110, the Veterans Services Office may expend up to $5,000 annually from the funds in this gift account for these purposes, and any expenditure in excess of $5,000 annually shall require the prior approval of the Mayor. Motion: by Councilor O’Brien to TABLE Order 18 051 Second: by Councilor Hume Vote: For (5 – Bowes, Carey, Hume, O’Brien, Whalen), Against (0), Absent (0), Abstain (0) • 18 053 Mayor: Appointment – Town Solicitor – Nicole Taub or take up any action relative thereto Councilor Bowes, Chairman for Committee of Ways & Means welcomed the new Town Solicitor. Motion read by Councilor Hume: To approve the appointment of Nicole Taub as Town Solicitor, in accordance with section 3-3 of the Braintree Town Charter. Motion: by Councilor Hume to recommend favorable action to the full Council on Order 18 053 Second: by Councilor O’Brien Vote: For (5 – Bowes, Carey, Hume, O’Brien, Whalen), Against (0), Absent (0), Abstain (0) Old Business • None It was unanimously voted to adjourn the meeting at 7:03p.m. Respectfully submitted, Susan M.
