I had a camper removed from a property at the end of a visual, one or two camps there or the zoning ordinance does not allow that only by the board's approval. I spoke with the Robert guy at 187 W. Main St.and he is working on cleaning up his property and will put license plates on the vehicles. Zoning: I wrote a citation for the person living in a travel trailer at 196 West Howard St. Ask him to remove the blight on his property of the cars in the junk. Show the Village proof of ownership of that property, land, contract, or rental. Zoning: As the owner of 192 W. Page 16 of 22 Village of Breedsville 82 E Main St. PO Box 152 Breedsville, MI 49027 (269) 427-9029 RESOLUTION 2023-09 Resolution - Policy & Use of Credit Cards WHEREAS, Public Act 266 of 1995 authorizes a government municipality to be a part of a credit card arrangement if the Village Board has adopted by resolution a written policy governing the control and use of credit cards, and WHEREAS, The Village of Breedsville deems it is in the best interest of the Village to make certain transactions by using credit cards as described in ACT, 266 of 1995 NOW, THEREFORE, BE IT RESOLVED, that the Village of Breedsville does hereby adopt and establish the following policy for the use of credit cards for the purchase of goods and services for the official business of the Village of Breedsville: Purpose: The purpose of this Credit Card Policy is to establish guidelines for the use of Village of Breedsville credit cards by employees and elected officials of the Village of Breedsville, this policy is intended to ensure that credit cards are used only for business purposes and to minimize the risk of fraud, misuse, and unauthorized transactions. SCOPE: Village Elected Officials, and employees that use Township credit card POLICY/PROCEDURE The policy of the Village of Breedsville shall govern the use of township credit cards: 1. Village credit cards may be used only by an elected official or employee of the Village for the purchase of goods or services for the official business of the Village. All purchases made with a Village-issued credit card are subject to the Village Purchasing Policy. 2 . Village officers or employees who use a Village credit card, shall submit a copy of the vendor credit card slip to the Clerk. If no credit slip was obtained that described the transaction, the employee or elected official shall submit a signed voucher that shows the name of the vendor or entity from which the goods or services were purchased, the date and the amount of the transaction, the official business that required the transaction. The Clerk shall attach the credit slip or voucher to the credit card billing for payment. RES 2023-09 Page 17 of 22 3 . An elected official or employee who is issued a credit card is responsible for its protection and custody. If a credit card is lost or stolen, the clerk shall be notified and the issuing entity of the lost or stolen card shall be immediately notified to cancel the card. 4. An elected official or employee issued a credit card shall return the card to the Clerk upon the end of their term, or employment. 5. The Clerk shall maintain a list of all Village-owned credit cards. The list shall indicate the credit limits, issued and return dates if applicable , and an initial area. Cards issued for one-time purchases shall immediately be returned to the Clerk, however, if a card is issued for a period of time, the elected official or employee. shall initial the list indicating agreement that a card has been issued and that they have received and read a copy of this policy. The Clerk shall review each credit. card statement to ensure that the transaction complies with this policy. Any transactions that appear on the statement that are not documented with a credit. card slip or a signed voucher shall be immediately reported to the Village Board. 6. The Village Board shall not approve a payment to the entity issued the credit card until all transactions have been verified, including the approval of all transaction. invoices if issued. 7. The balance on all credit cards shall be paid monthly with normal check issuing methods, in order to avoid any interest charges. 8. Elected officials and employees who use a Village Credit card in a manner contrary to this policy shall be subject to the following disciplinary actions, as deemed. appropriate by the Village Board: verbal counseling; written reprimand; suspension. termination; reimbursement to the Village for unauthorized expenditures. FURTHER, be it resolved that this resolution shall be entered upon the journals of the Board of Trustees of the Village of Breedsville.
