houses and about the follow-up on the email. No other comments made.

complaints.

RESOLUTION 2025-01
Resolution to Pay Certain Monthly Expenditures to Avoid Penalties
WHEREAS, some vendors' payment schedules do not align with the Village of
Breedsville Board's monthly meeting dates. The meeting date changed to the Second
Tuesday of the month.
NOW, THEREFORE, BE IT RESOLVED Village of Breedsville hereby acknowledges
that vendors may be issued payments prior to regular board meetings to avoid
penalties. Some of these are as follows: Consumers Energy- Electric/Gas - MEC -
Phone, internet, Department of Treasury - State Withholdings, Capital One - Menards,
Van Buren Road Commission - Contracted Road Work, Reminder/Herald-Palladium -
Advertising, Engineering Co's Projects, Post Office - Postage. In all cases, invoices will
be provided at the regular meeting for review and approval of all warrants issued
against the Village of Breedsville for current monthly expenses.
FURTHER, be it resolved that this resolution shall be entered upon the journals of the Board of
Trustees of the Village of Breedsville. approval of all warrants issued against the Village of

RESOLUTION 2025-2
Setting Salaries Wages for 2025-2026
WHEREAS, it is recommended the Village of Breedsville Board set salaries and wages
for the 2023-2024 fiscal year, and any project work by the trustee will be paid at a rate
of $15.00 an hour, not to exceed 16 hours in a month, and
NOW, THEREFORE, BE IT RESOLVED that the Village of Breedsville hereby sets the
following salaries and wages for the 2025-2026 fiscal year.
President $95.00 x 12 = $1,400.00 Quarterly $285.00 before taxes
Trustee's $50.00 x 12 = $600.00 Quarterly $150.00 before taxes
Clerk $3,500.00 Quarterly $875.00 before taxes
Any trustee working on a Village Project is $15.00 per hour up to 4 hours, not more than
8 hours per week.
Special meetings (4 extra Meetings a year) President $200.00 before taxes Trustees
$380.00 before taxes
FURTHER, be it resolved that this resolution shall be entered upon the journals of the Board of
Trustees of the Village of Breedsville.

RESOLUTION 2025-04
RESOLUTION TO ADOPT THE BUDGET OF THE VILLAGE OF BREEDSVILLE
FOR THE FISCAL YEAR APRIL 01, 2025 - MARCH 31, 2026
AND TO MAKE APPROPRIATIONS THEREFORE
WHEREAS, the Village of Breedsville requires, that the Village President submit
a budget with his recommendations to the Village Trustees; that a public hearing be
held on the said budget proposal; that the Village Council by resolution adopt a budget
for the ensuing fiscal year, making an appropriation of the money needed, therefore,
and designating the sum to be raised by taxation; and
WHEREAS, the Village President has submitted said budget and
recommendations along with the proposed tax millage to be levied, and a public hearing
has been held thereon
WHEREAS, In addition to the levy of a Village Income Tax in accordance with the
State's Uniform Income Tax, the sum of $24,095.73 be raised by taxation by the levy of
5.79990 mills for operations on the assessed value of all real and personal property in
the
Village of Breedsville as Follows: General Operation 5.79990 mills
.$24,095.00 In Summary form by major categories of the activities as
outlined in the budget document as annexed for each of the following funds: General
Fund, Major Road Fund, Local Road Fund, That a budget compared with actual
expenditures on a periodic basis throughout the budget year and the budget is
amended as necessary to prevent the expenditure of funds in excess of the budgeted
amount and finally.
NOW, THEREFORE, BE IT RESOLVED, as provided in the Village of
Breedsville, and in conformity to public Act 621 of 1978, the Uniform Budgeting and
Accounting Act, that the budgets attached hereto and made a part hereof by reference
are hereby considered and adopted, to be administered on activity level as the budgets
of the Village of Breedsville to cover the operations and expenditures for the fiscal year
April 01, 2025, to March 31, 2026.
FURTHER, At a Regular meeting of the Village of Breedsville on Tuesday, March
11, 2025, at 7:00 pm at the Village of Breedsville Hall, Breedsville, MI. Trustee
_________ Moved for RES 2023-04 the adoption of the following resolution. Then a
motion was supported by Trustee __________
FURTHER, be it resolved that this resolution shall be entered upon the journals
of the Board of Trustees of the Village of Breedsville.

Resolution Adopting the General Law Village Act (1895 PA 3), and the Village
Policies and Procedures
WHEREAS, the Village of Breedsville, County of Van Buren, State of Michigan Adopts
the General Law Village Act (1895 PA 3) and The Village Policy and Procedures.
WHEREAS, the Village of Breedsville, County of Van Buren, State of Michigan after
reviewing the General Law Village Act (1895 PA 3) is needed to Govern the Village
board members and, does hereby Accept the General Law Village Act (1895 PA 3);
and, The Village Policy and Procedures, and.
NOW, THEREFORE, BE IT RESOLVED that The Village of Breedsville, County of Van
Buren, State of Michigan hereby. Adopts the General Law Village Act (1895 PA 3) and
The Village Policies and Procedures.
FURTHER, be it resolved that this resolution shall be entered upon the journals of the
Board of Trustees of the Village of Breedsville.

RESOLUTION 2025-05
A RESOLUTION DETERMINING AND DECLARING WHEN VILLAGE TAXES WILL
BE RETURNED TO THE COUNTY TREASURER
WHEREAS, Public Act 86 of 2020 establishes procedures by which a general law
village is authorized to collect delinquent taxes,
WHEREAS, The Village Council of the Village of Breedsville has considered tax
collection methods for delinquent taxes as provided in PA 86 of 2020,
WHEREAS, PA 86 of 2020 requires the Village to declare by resolution that village
taxes will be returned to the county treasurer on the same date that county taxes are
returned delinquent for collection if the village wishes to collect such taxes,
NOW, THEREFORE, BE IT RESOLVED the Village of Breedsville has determined that
the village taxes will be returned to the county treasurer on the same date that county
taxes are returned delinquent for collection.
BE IT FURTHER RESOLVED THAT; this Resolution shall remain effective until
revoked by the Village pursuant to PA 86 of 2020.
BE IT FURTHER RESOLVED THAT; a copy of this Resolution shall be served on the
County of Van Buren as required by PA 86 of 2020
RESOLUTION DECLARED ADOPTED, I hereby certify the foregoing constitutes a true
and complete copy of a resolution adopted by the Village Council of the Village of
Breedsville, County of Van Buren, Michigan, at a Regular Meeting held on March 11,
2025
