Mr. Marcovitch –Executive Director of Anacostia Heritage Trail
Dues sent out by the Anacostia Heritage, dues base on population. Grant Cycle Program is changing to
bike tourism, May 2nd Bostwick Heritage in the Town of Bladensburg Festival and Bike Rally May 3 at
10am beginning in Magruda Park, College Park. The bike rally will be biking around the trail and
registration includes lunch.
When you have programs in your community please send me the information so we can try to get them
in our calendar.
Introduce the New Officer
New Police Officer Terita McCoy comes from Prince Georges Police Academy.

Wanted to thank people for shoveling her snow, especially Murphy and Young.

COMMENT: Juliana Barne t, Mount Rainer
Education enthusiast in the town and has been working on a project know as the 3rd grade novelist
project with Thomas Stone. This was published and based in our community, working to write a second
book. She is asking for support from the parents who benefit from this work but also from the town.

Would like to add the information from Anacostia Trail Heritage to the newsletter. However on another
note wants to know if we can get information about the Tax Yield out to residents. Suggest that residents
get the account information from the treasurer if they come in to pick up and that the town have an
executive meeting before the transition.

Question about the line transaction but will email. Believes that it firehouse project is a worthy project but
worried about putting the money away of $400,000.00

Mike Lightfield Proposal for CPA services
Contacted by Auditor to offer the assistance to bring accounting records up to date. Accounting process
for an audit is that just a process. He opened the floor for questions about the audit or his proposal.
Council Member Victor Olano asked what Software he would use. Mr. Lightfield would use the town
software. He specializes in Municipalities and non-profits; he would bring to the table the accounting
background and get thing in place as well as policies, so that things continue moving forward. Goal
would be to get the town in the right footing. Estimates 50 hours but might change, however that is that
goal. Council Member Jennifer Murphy asked “when you come into town monthly how long does that

take you?” Mr. Lightfield responded that it depends on the size of the Town but usually takes about 5-7
hours.
Treasurer- states that Lindsey and Associates has already provided some items and have been paid as
well as doing some herself, so we services offered really have to be through about.
TREASURERS REPORT:
- PY 34 Status
Policy creating has been worked on with the Mayor
- Accounts Payable Schedule
Request the approval in the amount of $10,00.84.
Council Member Murphy has a question about the spending on staples. Treasurer has asked the
Town Administrator to check with the Clerks to see where we are spending. Would like to break it
down for the various departments.
Motion to accept Account Payable Schedule and pay $10,000.84 by Vice Mayor Jennifer Kravassi.
Seconded by Council Member Jason Barnett. Approved.
- Cash on Hand-
Holding Steady at $43,069.00, which is sitting in the General Budge.
- Revenue and Expenditures
Had a surge of revenue having more than $125,802.00 in revenue, with expenditure of
$87,616.00. General Movement Miscellanies has been cut but will be moved to pay for the credit
card.
- Resolution for Dedication Town Center Account:
Resolution to create separate account for the Town Center bank account with SunTrust.
Treasurer opened the table for resident questions. Moved money from General funds for
$60,000.00 and from Public Safety $200,000.00. With a total of $449,200.69 since money was
already present account that is being dedicated.
Council Member Murphy doesn’t want to make the money that is already in the account part of the
dedication. Also states that some changes to the wording need to be made. Treasurer reminds
council that we need to have a specific amount covered so please consider leaving the money in
the count.
Fire House Committee Input- Is eager to see the process continue and hopes to see this council
begin the process.
Nina Young- suggests approving what you appropriated and placing it in for the next budget.
Move to table till April 3rd meeting to be reviewed and forwarded to attorney by CM Murphy, seconded
by VM Kravassi. Approved
- Accounting System and Audit Services
Project Schedule was handed out; Treasurer is hoping that on by Friday we will have all the
materials to be sent to Lindsay and Associates for audit.
Moved to have the treasurer request another audit extension for at least 30 days by Council Member
Jennifer Murphy, seconded by Vice Mayor Jennifer Kravassi. Approved

Correction of grammar and small businesses requirements where suggested by the attorney; after
we receive the contract from the Attorney it will be reviewed and passed.

Code Enforcement : Read by Town Administrator
One formal objection to the Town Businesses License fees being handled by the attorney.

Police Department Report
Has purchase order of the new officers uniform. Changing venders and saving about $700.00
Chief interviews have begun and March 24th there will be a second round for three of the five
originally interviewed.
Received 25 application submitted and where reviewed and brought down to the five that where
interviews last week.
Motion to accept Police Department Report Report by Council Member Jennifer Murphy, seconded by
Vice Mayor Kravassi. Approved
Town Administrator Rep ort
Invitation to the town for the Swearing-In on March 27, 2015 of the Town Administrator
Request that George Denny be approved to come back on an hourly bases till transition is fully
done
Motion to approve that Mr. Denny is hired on an hourly rate for a month until April 30th to come out of the
Town Administrators Line item by Council Member Jennifer Murphy, seconded by Jennifer Kravassi.

1. Edition workstation in order to digitize and place online for streaming will alleviate the
DVDs walking away, Adobe Creative Cloud, Television software to stream the meetings
and archive the meetings; Approximately $5,000.00
2. High Definition Cameras $14,750.00 –possibly the money can be gotten from the
Comcast Franchise Agreement

Motion to purchase the computer set up, of workstation, wiring, and system set up not to exceed

Meeting Procedures
Thank you for attending this public meeting. Listed below are the Town Council's procedures.
Presiding Officer
The Presiding Officer of the Council is responsible for conducting the meeting. When present and participating, the Mayor shall serve
as presiding officer. When the Mayor is not present or if the mayor abstains from participation on a matter, the Vice Mayor shall serve
as the presiding officer. If neither the Mayor nor the Vice Mayor is able to serve, the remaining Council Members may designate a
Member of the Council to preside over the meeting.
Publics Participation in Town Council Meetings
(1) In accordance with the terms of the Maryland Open Meetings Act all meetings of the Town Council shall be open to the
public unless the Council is in Executive Session or State law otherwise allows a meeting to be closed.
(2) At the Town Council's discretion, the Council may permit a person to address the Council concerning an item on the
agenda or to present a subject for the Council's consideration during the Public Comment period.
(3) Persons wishing to make public comments shall abide by the following rules:
(a) When recognized by the Presiding Officer, the speaker should approach the podium, state his/her name
and address for the record, and, if speaking on behalf of an organization or other group, identify the group
represented.
(b) Only one person may address the Council at any one time.
(c) Speakers must limit presentations to matters within the Town's subject matter jurisdiction.
(d) Speakers should address all remarks to the Town Council as a whole, not to individual members or to the
audience.
(e) Speakers should limit their presentations to no more than three (3) minutes each. There shall be no
substitutions or pooling of speakers.
(f) The Presiding Officer may encourage speakers to not merely repeat views expressed by others.
(g) Once all comments have been heard, Council will begin their discussion on the item.
(h) Any point during the meeting, the Town Council may opt to limit the number of speakers on a particular topic
or topics not yet reached.
(i) In compliance with the Open Meetings Act, the Council shall not deliberate or vote on a matter not
appearing on the agenda (non-agenda items), except for purposes of presenting statements of current fact
or policy or for determining whether the matter should appear on a future Agenda.
(j) Engaging in verbal comments intended to insult or slander anyone may be cause for termination of
speaking privileges and/or removal from the Council Chambers.
