Actions taken w ere to have the Town Treasurer present and T own Administrator and Code Enforcement Officer present. There is an executive meeting tonight, tomorr ow Thursday and possibly Friday. APPROVAL OF AGENDA : Motion by Council Member Morlan to approve the agenda, second by Council Member Harrison. The Agenda was approved with the addition and removal of: Approved voice vote.  Add under new Business back to school supply drive  Deferment of Fire House Project PUBLIC INPUT / COMMENTS : Council Member Olano commented that we have a resident who has challenged the 3-minute rule. He states that it gets upsetting and is wondering what we can do. If what he claims is correct then we need to accept or put the correct rules. VM agrees that the person who is speaking needs to follow and now people have had a chance to review the rules. He also suggest we review the meeting rules. COMMENT: Ron Bretemps, Upshur Street 1  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Noticed there is no treasurer report for the second month in a row. He suggests the council makes sure the treasurer report is ready before the meeting. Citizen got upset and asked that the clerk shut of the timer. Wondering when we will begin having committee meetings. No one has been appointed and is wondering why there is so many items in the agenda and the basic things haven’t been done. Wondering why have the water bills gone up? RESPONSE: Thank you and please try to follow our rules. Vice Mayor Public works committee has been meeting. Vice Mayor asks that we print the report sent by the treasurer. Council Member Morlan mentions that people are patient as we get the Treasurer report. Vice Mayor would like the bills and cash report to be available. Council Member Harrison will look into finding out more information about the Green Pickup truck, when it was paid and what it sold for. MINUTES Council Minutes July 8, 2015 Motion to approve the Council Meeting July 8, 2015 by Council M Harrison, Seconded by Council Member Morlan. Failed with Council Member Olano and Vice Mayor Clark abstaining and Council Member Harrison, Council Member Morlan in favor TOWN CLERK Business Licenses - Most have been paid but a few have issues, that need to be addressed. Deposit - Deposit slips are provided Petty Cash - Is reinstated Motion to approve the Town Clerk’s Report by Council Member Morlan, seconded by Council Member Olano. Approved by Voice vote of those present CODE ENFORCEMENT Report Read by Town Administrator Motion to approve Code Enforcement Report by Council Member Olano, seconded by Harrison. Approved by voice vote by all in attendance POLICE CHIEF REPORT Status Vehicle- Fully Equipped National Night Out -Is under the understanding that there are additional funds, and only one change to the original budget submitted by the chief was moon bounce. There is a budget of $2,000.00 Motion to approve the budget of the National Night Out for $1000 from 5-4330, and $500 from 5-1246 by Council Member Harrison, seconded by Council member Morlan. Approved by voice vote all in attendance in favor. Crime Stats for June - 149 incidents – to which we responded to 47. Police Officer McCoy - Is being releases for solo duty in about a week. 2  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Mutual Aid Agreement - Will meet with Edmonston Chief to talk discuss details. Completion of Oral Boards - Currently in the background phase. Sgt. Bragg is in charge and has been told to move quickly. Neighborhood Watch- July 21 at 7 pm there will be a Neighborhood Watch group meeting in Town Hall. ComPlus - Council Member Morlan is wondering who will be presenting the report every month Motion to accept report by Council Member Harrison second by Council Member Harrison. Approved by voice vote with Council Member Olano away. TOWN ADMINISTRATOR REPORT PY34-Town began working on the self-evaluation questionnaire (504). It will be worked on Monday July 20, 2015 with Stuart Eisenberg and invites all who might be able to help. Open Space Grants - Provided a description of the Grants, and will have a conversation at later date about the designs that where originally made. Brentwood Clean Water Awareness Day - Saturday August 15th from 10am-3pm. Sidewalk Inventory Report - Town Administrator asked that we approve the payment of Mr. Wu. VM would like that all councils get a chance to read it and mention their level of satisfaction in order to approve payment. Motion to pay Mr. Wu $3,500 as contingent with receiving a full product by Council Member Morlan second by Council Member Olano. Approved by voice vote OLD BUSINESS Approval for Town Hall usage for Performance Arts Camp August 10-17, 2015 - Tabled until August 5 Police Clerk and Code Enforcement Computer Proposal- moved to be approved next meeting Vice Mayor would like to know the balance of lines from which the computers will be purchased from. 3  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Fire House – We do not need to set out a RFP since it is under the threshold. Tabled until August and would like to have invoices made for each phase. NEW BUSINESS Bartlett Park Use for Victor Ramirez on September 12, 2015 - Council would like to have this placed in the September Newsletter Motion to approve the use of the park for Victor Ramirez and the 47th district on September 12, 2015 by Council member Harrison Seconded by Council Member Olano. Approved by voice vote. Town Clerk excused by Vice Mayor Approval of Phase 1 and 2 for the Windom Road Project - Has been established as a high priority by the previous Council. Council Member who was concerned about the usage of line item 59-405. Vice Mayor would like the report of the spending of the money in line item 59-405 as well as the Expectations from the Maryland State Legislature. Motion to approve to accept the proposal from G&C proposal for Phase 1 for engineering services for a total of $9000 from Line item 4-2015 and additional funds taken by 59-405 as the Treasurer determines necessary by Council Member Olano, seconded by Council Member Harrison. Approved by roll call Vice Mayor Clark, Council member Morlan, Council Member Olano and Council Member Harrison in favor. Approval of G&C Consulting Proposal for Fire House Project - Tabled until August 5th Approval of Phase 1 for Fire House Project - Tabled until August 5th Tree committee flower plantation - Flowers planted by the green team committee will not provide cover for people to hide there, and would be there all year long blooming at different times of the year. Motion for the approval for the tree committee to plant flowers for a total of $250 from line item 5-7095 at the Sunoco located at 38th and Rhode Island Wall by Council Member Harrison, seconded by Council Member Olano. Motion to table the planting of flowers at 38th and Rhode Island Wall until clarification can be made on who owns the property on which the tree committee is planning to plant by Council Member Morlan, seconded by Council Member. Approved by voice vote all in favor Compost Bin purchase - The Green Team would like to purchase r40 compost bins. Council would like to make sure that money coming in for compost bins goes back to line item 5-1245 Motion to purchase 40 compost bin for $1040 from 5-1245 by Council Member Olano seconded by Council Member Harrison. Approved by voice vote all in favor 4  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Tonia Robinson Fence Variance - 3609 Webster Street Motion to have a hearing for a Fence Variance for Tonia Robinson on August 5th at Town Hall at 7pm and that notice be given in the newsletter as well as hand delivered to the neighboring residents by Council Member Morlan, seconded by Coucnil Member Harrison. Approved by voice vote all in favor Back to School - During the month of August we ask residents to bring in school supplies that will be sent to the two elementary schools for the students in Brentwood. A list will be provided by both elementary schools. Residents can also contribute cash. Motion that the council support the CSEC Back to School Supply Drive during the month of August by Council Member Morlan, seconded by Council Member Harrison. This event will heighten awareness of crime, drugs, and violence prevention efforts and to strengthen community partnerships with police. There will be games, food, music, information tables, a bike parade and a contest for best decorated bike. Water Awareness Day has been moved until August 15, 2015.
