Approved by roll call with Vice Mayor Clark, Council Member Morlan Council Member Olano in favor. Council Member Harrison against. PUBLIC INPUT / COMMENTS : COMMENT: Jose Guandique , Utah Avenue His neighbor has dogs which he doesn’t clean up his dog’s feces, which does not allow his family to enjoy their outdoor space. He also is concerned about speeding from both directions on Utah Avenue and 40th Street, stop signs are ignored. RESPONSE: COMMENT : Miliana Guandique , Utah Avenue She came to the Town Hall to tell Ms. Nichols, this is a problem that has been ongoing for years. He has 3 dogs and the environment is disgusting. Lived here for 15 years. RESPONSE: Mayor request that the Town go over and take a look at Utah Avenue, Council Member Olano suggest that possibly this is over the capacity of Code Enforcement Officer and perhaps it is time to get County involved. Vice Mayor Clark would like to have the town provide the homeowners with the codes of the Town of Brentwood as well as the County. Council Member Morlan Suggest Brentwood Police Department go with Codes to speak with resident before Animal Control is contacted. COMMENT : Ron Bretemps , Uphsur Street 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Noticed we are looking for a new Xerox Machine, Town Administrator clarified that it’s not a new Xerox Machine. He wanted to offer his aid in this search. He is concerned that we are looking to purchase computers. He states that there is a resident who can come in and give the town a comprehensive plan on what to keep and what to scrap. He is also concerned about the Mutual Aid agreement. He is wondering why we would take aid from a Town that is so far away, makes more sense to start with Towns closer to us. As far as the speed camera contract he hopes to see demonstration and meetings in which residents can come in and see. Mr. Bretemps would also like to bring to the attention of the Town a tree in town property needs to be cut down in address will be given after the meeting. Lastly he would like to see the committees meet again. RESPONSE: Thank you for bringing this to our attention COMMENT : Jose Hernandez 40 th Street (Translated by Council Member Olano) Resident has a comment about the Code Enforcement Officer and if the rules are applied fairly. He sees many problems with properties and has observed that it may not be an even application of the rules and regulations. He wonders if anything can be done so that in the future it may be applied fairly across the board. He is also concerned with what can be done about people living in abandoned home, such as people that have staying on an abandoned home on 40th Street. He believes the Code Enforcement should deal with this. He lives on 40th Street between Volta and Utah Street. RESPONSE: Council Member Olano lets him know he can write a complaint so we can look into the event more closely. MINUTES Council Minutes July 8, 2015 Vice Mayor Clark would like to note on record that minutes can be changes even after they are approved as needed Motion to approve the Council Meeting July 8, 2015 by Council Member Morlan, Seconded by Vice Mayor Clark. Approved by voice vote all in favor. POLICE CHIEF REPORT National Night Out - Was very successful, and we were able to stay under budget. Currant Vacancy Status - One individual is going through background check. The other candidate who we were pleased with got a promotion and is no longer looking for employment. Mutual Aid Agreement - An Edmonston officer came over to help when we had an incident, LGIT supports this agreement and more Mutual Aid Agreements are encouraged. The Chief of Cottage City is also in the process of speaking to the Town of Brentwood. We would only have our police officers going to Edmonton in case of emergencies. Motion will be made under old business. Speed Cameras - Our last contract was with OptoTraffic and signed in 2009 at this point you paid depending on the amount of tickets given. Now you can pay a flat rate which is more beneficial to the Town. We are looking at the potential to have red light cameras. There are at least 4 companies that might benefit the town in order to get the best price and best equipment. Suggest 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting we also tell OptoTraffic we will not be renewing the contract. Council Member Olano is concerned about leaving OptoTraffic Chief states that he is looking for the best for the Town. Also would like to invite the public to an event September 20, 2015 at the African American Museum on Route 1 in North Brentwood. TREASURER REPORT Cash as of June 30 2015 please see attached report Total cash on hand is $1,456,514.87 Cash disbursement minus B&J Auto ($728.00) Equals $6,402.34 Vice Mayor had questions about the amount for LGIT. If it is annual, Treasurer responded that this is in fact an annual fee. Motion to approve the payment of the highlighted items except for the attorney fees, uniform cleaning and the car mileage reimbursement, by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote all in favor. Motion to receive the Treasurer report by Council Member Morlan, seconded Vice Mayor Clark. Approved by voice vote all in favor. TOWN ADMINISTRATOR REPORT Asks that written report stands, just notes that there are a couple of things that are in the FYI that is not in the public report and some information is sensitive. Vice Mayor is wondering about the activity with the open space grant and about getting things up in the website. Council Member Olano is going to present suggestion on to how the Town can improve contact with its residents. Vice Mayor would like to have a Street Inventory Report by Mr. Wu. Motion to accept made by Council Member Morlan seconded by Council Member Harrison. Approved by voice vote all in favor OLD BUSINESS Police Clerk and Code Enforcement Computers – Motion to table to the next meeting this by Council Member Morlan, seconded by Council Member Olano. Approved by voice vote by all in favor. Approval of Phase 1 for Fire House Project - New proposal was provided for only Phase 1 Motion to approve the proposal of Phase 1 for a total of $7,000.00 from G&C Consultants to begin the Fire House Work from Line item 5-9605 by Council Member Morlan, seconded by Vice Mayor Clark. 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Approved by roll call with Vice Mayor Clark, Council Member Morlan, Council Member Olano, and Mayor Treminio-Lopez all in favor and Council Member Harrison being against. Council Member Harrison objected to how this process is being handled, she does not believe this is the correct way to do things properly. She believes that this project should be competed out, since the whole contract is about $28,000 and is again the Government Procurement law as well as the Town’s Ordinance to compete out anything over $15,000.00. Tree committee flower plantation - tabled Tonia Robinson Fence Waver- 3609 Webster Street Motion to approve a fence waiver for Tonia Robinson of 3609 Webster Street effective as of this night August 5, 2015 vote by Vice Mayor Clark, seconded by Council Member Olano. Approved by roll call with Vice Mayor Clark and Council Member Harrison, Council Member Morlan, Council Member Olnao, and Mayor Treminio-Lopez all in favor. P.A.C. - Concerns about the before and aftercare that the program provides, also Council will like to see a sample of the waiver form. TA will be here to open the doors in the morning and will be here till late. Council Member Harrison has an issue that an assumption has been made by the camp director that we have approved. Advertising has happened as to the camp taking place at the Town Hall. This is a huge issue for Council Member Harrison. Since she was approached by the camp director thanking her for allowing them to use the space before the vote. Motion to approve the town hall usage from August 10-14 by P.A.C. camp by Council Member Olano, seconded by Vice Mayor Clark. Approved by roll call with Council Member Harrison against due to issue mentioned above, Vice Mayor Clark, Council Member Morlan, Council Member Olano and Mayor in favor. Holiday Lights - tabled Gateway Business Partnership - Mission and Vision read out loud. Forms handed out and will be discussed in the next meeting. Approval of Mutual Aid Agreement - Motion to approve the Mutual Aid Agreement between the Town of Brentwood and the Town of Edmonston by Council Member Olano seconded by Vice Mayor Clark. Approved by roll call with Council Member Morlan and Council Member Harrison against. Vice Mayor Clark, Council Member Olano and Mayor Treminio-Lopez in favor. Lindsey Audit Engagement Letter - Motion to approve the selection of Lindsey and Associates to do the FY 15 audit and the approval of the engagement letter by Vice Mayor Clark, seconded by Council Member Morlan. Approved by roll call with Vice Mayor Clark and Council Member Harrison, Council Member Morlan, Council Member Olnao, and Mayor Treminio-Lopez all in favor. Bates Contract Review - tabled until August 19, 2015 4 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Denchfield Proposal - given out to the council for review and people can ask questions to the TA or Council Member Morlan. No full consensus on the matter, will be tabled until August 19, 2015 Motion to table the rest of the agenda by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote all in favor. Motion to go into executive session to discuss personnel matter with just the council in attendance and well as the attorney and HR by phone by Council Member Harrison, seconded by Council Member Olano.
