Approval of Agenda:
Council Member Tonya Harrison motion to approve the agenda
Vice Mayor Jeffrey Clark second Council Member Regina Morlan want to add the
Treasurer’s position as a permanent part-time position. Mayor Rocio Treminio-Lopez we are
removing the Treasurer’s payable and cash reports. All in favor to the changes in the agenda?
All voted yes.
Presentation from Evelyn Kelly with MML:
H.E.A.L Cities and Towns Designation. MML and the Institute for Public Health Innovation
with H.E.A.L which is Healthy Eating Active Living. For 3 years we have work with Government
Agencies to promote healthy living. This campaign has 27 Cities and Towns in Maryland, twelve
of those are in PG County. I would like to provide you all with the information to help you become
a member of the campaign as well. In Maryland children 6-11 obesity has increased 4 fold fold
1970-2002. In PG County alone the adult obesity rate is 71%, 48% for children. That is the
second highest rate in the State of Maryland. A lot of work can be done in the environment. We
need to create healthy options. We can help by

Council Member Regina Morlan motion to approve the agenda Council Member Victor
Orlano second Town Administrator C. Reginald Bagley wants to add minutes from June 3,
2015 to the agenda. All in favor to approve the agenda-all yes-approved.
Mayor Rocio Treminio-Lopez minutes? Council Member Regina Morlan I want to table the
minutes since the Town Clerk is not here and there are corrections needs and some information
is missing, also I want to include the Executive minutes Mayor Rocio Treminio-Lopez all in
favor of tabling the minutes-all yes.
Public Comment:
Laura Rogers- Perry Street-2 complaints-very upset that the tree at the 3700 block of Perry Street
was taken down, only the limb needed to be cut down. That tree provided shade for 2 houses and
2 yards as well as the street. Second, the tree was taken down without a public vote. I would
have had something to say about that tree being cut down. You should have had a Special
meeting or an emergency meeting. That is against the Charter.
Mayor Rocio Treminio-Lopez Council reports?
Council Member Regina Morlan I am hoping to hear about MML Conference from those who
attended, the residents demand that. Special Events Committee selected Annette Stubs as their
Chair Person. We are meeting weekly to discuss International Day. We are doing a school supply
drive, please drop off supplies or call the school and find out what supplies are needed. I
attended a couples meeting this week in regards to the Firehouse Town renovation, and there will
be information coming to the Council next week from the architect in reference to the cost
adjustments.
Vice Mayor Jeffrey Clark I appreciate the resident talking about the Charter. I think all decisions
should be made in meetings, not by electronic vote. I hope this doesn’t happen again. This could
lead to fear of the Council from the residents. We have an application from the County to get new
(free) tress. We can discuss on September 2, 2015 about where to plant short growing trees, and
tall trees where there are no overhead wires. Public Works will discuss the RFP for the Windom
Road Sidewalk Project. I am happy we are having Council reports.
Mayor Rocio Treminio-Lopez Saturday we had Clean Water Awareness Day (9/15/15), I was
able to visit different sites and was able to see some committee gardens, which was good
because we are probably going to have one here in Brentwood. There will be a follow up soon
and we will have to schedule the presentation. I also attended the Latino Festival of Maryland
which was held in Baltimore, and the County Executive gave me a plaque for the first Latina
Mayor in Maryland. About the tree I just wanted to say we do everything for the best interest of
the Town. It is not fair say we only had an electronic vote. I was out of town and couldn’t be here
if we had a meeting.

Council Member Tonya Harrison I want to talk about the Cable Committee. We are looking at
equipment trying to improve the quality of the meetings. Viewing the meetings from home
sometimes the picture is fuzzy and not clear. We want to revisit getting new equipment. We need
to do an inventory. I would like to get with the Communication Committee since we do about the
same thing and work together to improve our equipment. I am asking any residents that are
interested; we are having a Cable/Communication Committees meeting September 15, 2015 at
7pm. We also want to appoint Aneeka Harrison and Matt Carl, per the Charter they need to be
appointed. We are looking at having at least 5 residents appoints and other residents and
neighbors can come.
Mayor Rocio Treminio-Lopez we need a list of all the people in all the Committees. Some
people in these committees have disappeared. And we really need a new list of people.
Council Member Tonya Harrison I will provide you with that list. Residents we really do need
your help, we want your input and your ideas. So we can make our Town a better Town.
Vice Mayor Jeffrey Clark I want to print out color copies of the trees that are available.
Residents can get them, or come by the office and pick up a copy. We need residents to let us
know good spots to plant trees, where there are not pipes, underground pipes. Help select area
for the short growing trees. We needs the residents input so we know where to plant the trees
and the flowers and we can talk about the Windom Road Sidewalk Project.
Council Member Tonya Harrison In the past Committees had to do a written monthly report. I
think this is very important and needs to be done.
Chief of Police Robert Altoff Report Mutual Aid Agreement with Edmonston, I am waiting for a
response from Chief Walker, but things look good and we are moving forward. I want to apply for
a Body Camera Grant from LGIT, the grant covers half of all the costs. The deadline to apply is
August 28, 2015 and the grant is given out on September 17, 2015. I believe the body camera will
lead to more transparency, for the residents and also help the Officer in case of any charges. I
have provided all the quotes. The contract for Opto Traffic expires in December. I drafted a letter
for not renewing the contract. I am waiting for the Mayor and Council’s thoughts before I send that
letter. There is a new kind of speed camera. It is a hand held device. By law it has to be half mile
from a School Zone. There is no cost to the Town and I can set up a demonstration for the
Council if you like. I am working on a RFP. Tuesday August 25, 2015 at 7pm there is a
Neighborhood Watch Meeting. I attended the International Chiefs of Police and Department
Bureau of Justice Training last week in Baltimore. It was free. I learned a lot, and the training
was about Community Policing. I have scheduled an Evening with the Chief on Wednesday
September 23, 2015 at 7pm. In July we ran more calls than the County. We ran 183 calls and
the County ran 114. This shows we are getting out there and have Officers on the Street. Last
note I am supportive of my Police Clerk getting a new computer. Her computer software is from
2007.

Vice Mayor Jeffrey Clark motion to approve the draft letter that the Chief drafted to send to
Opto Traffic to disengage (discontinue) with the contract Council Member Regina Morlan
second. All in favor-all yes
Martha Nichols Code Enforcement Officer starting next month I will make a copy of all the
letters I send out so that the Council can review them. Martha read her report into the record.

Town Treasurer Shelley Gaylord Treasure’s report. Start with July’s ending balance,
Suntrust Bank $329, 024, PNC Bank $280,182.63, Suntrust Money Market $189,241.84, BB&T
Merchant Account $13,822.53, BB&T Speed Camera Account $557,378.84. Total cash on hand
as of the end of July $ 1,369,649.14. Note that the Veteran’s Fund is in the negative by $368.78.
Total Revenue $48,593.00, total expenditures $115,908.00. Loss for July of $66,315.00.
Seeking approval for the bills of $43,616.39. Note, I checked and no payments were ever paid out
the winners of the 2013 and 2014 Christmas Lights Contest. Each year there is a first, second
and third place winner. $90.00 Per year. Total for Contest both years $180.00
NOTE: during the Treasure’s report the Mayor and Council had a discussion on whether the staff
that drove to the MML Conference would get paid for their mileage. CM Morlan did not see any
notes on this in the minutes. VM Clark volunteered to review the video to find the motion.
The treasurer than revised her monthly bill request to $43,240.37.
Council Member Tonya Harrison during the Treasurer’s report, CM Harrison requested we
keep track of all vehicle maintenance and each vehicle have its own file.
Town Treasurer Shelley Gaylord new total for the bills $43,240.37, taking out the money for
staff mileage and the change in the legal fees. Shelley will confirm the correct amount for the legal
bills.

Council Member Regina Morlan questioned the amount for office supplies. The budget is
$3600.00, and we are at $5000.00.; asked the TA to look into this.
Town Administrator C. Reginald Bagley TA report. Turned in a report with 9 items on it. TA
did not read report into record. Highlighted a few things, in reference to the tree, the tree was
compromised at the truck. Town received 3 emails from the owner of the tree and she wanted it
removed. The Windom Road Project, Mr. Wu and I worked on a draft RFP. We need to make
contact with the owner. They are a Spanish speaking family. We need to develop an agreement
se we can move forward. Vice Mayor Clark wants to review the project with the Public Works
Committee. Fire House Project, CM Morlan and I had a meeting with Smith Architects and got a
historical view of the project and I plan to have a more detailed update by the next meeting.

Council Member Victor Orlano I need a chain of events that happened with the tree. I am
hearing protocol was not followed and in the future protocol must be followed.
Note: no motion made; there was a 12 minute discussion between the Mayor and Council and
Town Administrator about what happened with the tree.
Mayor Rocio Treminio-Lopez asked CM Morlan to read the 3 emails from the trees owner, Ms.
Barbara Becker-Perry Street into record.
Note: there was another 8 minutes of discussion about the tree before the Mayor requested a
motion based on the sake of time (9:40pm).
Council Member Tonya Harrison motion to accept the Town Administrator’s report. Council
Member Victor Orlano second-all in favor-all yes; VM Clark voted no.
Town Administrator C. Reginald Bagley turned in Clerk’s report since the Town Clerk is on
vacation.
Vice Mayor Jeffrey Clark motion to accept the Town Clerk’s report for $17,553.54 Council
Member Tonya Harrison second. All in favor-all voted yes. Council Member Victor Orlano
requested all the reports look the same.
Old Business:
Council Member Tonya Harrison motion to approve the Police computer from line item
# 5-4145 for $529.00, and the Code Enforcement computer from line item # 5-3050 for $755.71
Council Member Victor Orlano second. All in favor. All voted yes-VM Clark abstained.
Mayor Rocio Treminio-Lopez motion for the Tree Committee to plant flowers for $250.00?
Vice Mayor Jeffrey Clark wants to keep this tabled, waiting on more information.
Vice Mayor Jeffrey Clark motion to approve payment for the First, Second and Third place
winners of the 2013 & 2014 for total of $180.00 Christmas Holiday Lights Contest Council
Member Regina Morlan second (gave line item # 5-9205). All in favor. All voted yes.

Council Member Victor Orlano motion to table this invoice until further information is provided
from Mike Lightfield. Vice Mayor Jeffrey Clark second. All in favor to table. All voted yes.
Council Member Tonya Harrison motion to pass the Resolution 2015-08 Council Member
Victor Orlano second. Town Administrator reads Resolution 2015-08 into record.
Vice Mayor Jeffrey Clark motion to make an Amendment; change the word sex to gender and
add sexual orientation Council Member Victor Orlano second. All voted yes to the
Amendment. All voted yes to the Amended Resolution 2015-08.
Council Member Tonya Harrison motion to reimburse the State of $3553.75 for overpayment
of past SAPP Grant (from FY14), to come out of out FY15 budget. Line item #59-207
Vice Mayor Jeffrey Clark second. All in favor. All voted yes.
Council Member Regina Morlan motion to pay for tree removal and trimming at Perry Street
and 37th Place in the amount of $4250.00 from line item # 5-4010 Council Member Tonya
Harrison second. All in favor. All voted yes; VM Clark abstained.
New Business:
Vice Mayor Jeffrey Clark motion for the Council to approve having International Day on
Saturday October 10, 2015 from noon to 5pm for the budget amount of $2000.00 under line item
# 5-9220 Council Member Victor Orlano second. All in favor. All voted yes
Mayor Rocio Treminio-Lopez table hours of operation extension for Mi Patio.
Vice Mayor Jeffrey Clark motion to have a hearing on Wednesday September 16, 2015 at
7pm to hear about Mi Patio’s request to have an extension of their late hours Council Member
Regina Morlan second. All in favor. All voted yes.
