The Agenda was approved with the addition of: Add: New Business removal of tree at 4105 38th Street Add: Halloween Celebration date and activities Add: MML Fall conference Approved by voice vote all in favor. PRESENTATIONS Lisa Lincoln- Prince George ’s Green Ms. Lincoln would like to thank Brentwood for the support on Brentwood Water Awareness Day. PGG would like to propose the Town participates in a landscaping fair that will happen in November in which several landscaping businesses come to Town Hall with the permission of the Mayor and Council. The event would focus on rain barrels and tree planting. Prince George’s County Office of the Environment of the environment has agreed to help coordinate the event and PGG currently is suggesting dates are November 3rd or 5th. The event would also involve inviting the Port Towns and Gateway Arts District Towns. There would be no cost but the opening of the building in the evening. Council Member Olano would like an outline plan so they can approve and get a better idea. 1  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Berhane Yohannes- Xerox Mr. Yohannes, our account executive with Xerox, gave a briefing on the proposal distributed. Currently we are in a five-year lease, which is coming to an end. PUBLIC INPUT / COMMENTS : COMMENT : Ann Wells , Allison Street Has questions about something that was said. Wonders from the budget how much has gone to the Police Department, what grants has the Police Department has obtained, and when they will break even financially. Other concerns raised about the properties that are being developed and who will be maintaining them. Lastly the town looks unkempt. What is the schedule for street cleaning? She states that this used to be in the Newsletter and has not been included in some years. Expressed concern about some hedges that have grown 2 inches outside of the fence. Last thing to consider that on Allison Street between 38th Street and 39th Place the parking is very hard to find. There are number of homes that are rented and homeowners do not let them use the driveway. Suggest they could be a one-way street to eliminate the parking issue. Response: Thank you COMMENT : Tracy Tucker, 41 st Street Ms. Tucker addressed parking issues on 41st Street due to businesses around her house. Due to her disability she is not able to deal with parking on the street and is requesting a handicap signage in front of her house. Parking in the driveway is difficult since the driveway gets blocked and the step on from her driveway makes it impossible. Response: Mayor wonders what the next step would be and asks that we paint a blue line to indicate the disability parking. This item will get voted on tonight. COMMENT : Ron Bretemps, Upshur Street After listening to the Xerox proposal he agrees with the Xerox representative. He is curious as to why the voice mail was on at 4:30pm and did not receive a voice mail back, as well as a voice mail two weeks ago about a flickering light. Noticed that coming in on 38th Street from Bladensburg/Cottage City our Welcome to Brentwood sign has been covered by foliage. Noticed there is a lot of foot traffic and parking on Rhode Island Avenue across from the Fire House on Friday and Saturday Nights. Concerned about the safety and what could be going on. Public Works committee met and has suggestions about the Windom Road Project. They think that we should begin work with 37th and 38th Street. There also seems to be much street decay and suggest we use the rest of the money to resolve these issues. Trip hazards are liability cases waiting to happen and suggest we fix them. Response: Thank you MINUTES Council Meeting June 3, 2015 Council Hearing August 5, 2015 Council Meeting August 5, 2015 Council Meeting August 19, 2015 Tabled all minutes 2  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting COUNCIL REPORTS Council Member Morlan - Community and Special Events committee is working hard on International Day. There is a need for vendors, and there are openings for Miss Brentwood for girls ages 6-16. Attended meeting with Department of Housing and Community development for PY42, a meeting about Route1 with Deni Taveras, and had the District 47 picnic. Attended ATHA meeting yesterday discussing the mini grants. Council Member Olano - Nothing to report, will report under business association Vice Mayor - Green Team was going through the Sustainable MD Towns and we will have that on the agenda for one of the upcoming meetings, in order to vote on becoming sustainable by a specific date. Green Team is in the process of negotiating the rate for the compost bins. They are suggesting that we might let residents buy a second bin for $26.00 around next spring. Tree committee has discussed which tree should be bought, for the town. Public Works- has been some concerns about the RFP for Windom Road sidewalk. There were some questions about the curve replacement that do not seem to be necessary. Council Member Harrison - Wants to thank the staff that was present for the District 47 picnic, Council Member Harrison also attended the Route 1 meeting and is interested in learning more. She has suggested they have more work sessions as a council. Cable meeting –plans to come to the council to talk about phasing of live streaming, upgrade of cameras, and content scheduler in a future meeting. Mayor Treminio-Lopez -Also attended the meeting with Dani Taveras about Route 1 and attended the District 47 picnic. Tomorrow she will be attending a delegation in Carlos Rosario for ESL and Computer Literacy. She is also working to get vendors for International Day. Hispanic Committee- Last week the Town had the Hispanic Committee meeting, complaints parking came out of this meeting. POLICE CHIEF REPORT Stats for the month of August were read Motion to receive the Police Chief Report report by Vice Mayor second by Council Member Olano. Approved by voice vote Motion for council to approve the promotion of Sgt. Bragg. From sergeant to Lt. as described by the Chief, motion made by Vice Mayor, seconded by Council Member Olano. Approved by voice vote CODE ENFORCEMENT Report presented was from August 12-31st, Mrs. Nichols will be checking on the two comments made by the residents tonight about Pepco and shrubbery growth around Town. Concerned about citations on pet owners due to animals that are being neglected and let loose. Mrs. Nichols mentions that if animal control won’t take the dogs then Code Enforcement will continue to ticket the pet owner. 3  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to accept the Code Enforcement Report by Vice Mayor second by Council Member Harrison. Approved by voice vote TOWN CLERK REPORT Deposit Report total was $2030.00 for the month of August and presented by the Town Clerk Website Report provided to be read by the Council Motion to receive the Town Clerks Report by Council Member Morlan second by Council Member Olano. Approved by voice vote TOWN ADMINISTRATOR REPORT PY34 (CDBG) - Site visit went great. Town is 99% clear due to a form presented on that same day, we have not been able to apply for a number of years but it is a great accomplishment that we are now able to apply. Windom Road Sidewalk Pr oject Status - Article about this process is requested to go into the Newsletter by the Vice Mayor DNR Open Space Grants - Is moving along, and will be done shortly. Denchfield will be coming to plant next Thursday as a part pf the DNR Open Space Grant. The Vice Mayor would like some information about this Grant on the Newsletter. Landex Update- Mayor and Council well be meeting with Landex next September 30, 2015 to talk about the development of Landex in an executive meeting at 7:30pm to discuss issues relating to land transfers and possibility for some concessions. Council Member Harrison concerned about checks that had not been cut yet and sent out. Council Member Morlan is concerned that the Town is not kept up to standard. Motion to receive the Town Administrator Report made by Council Member Harrison, seconded by Council Member Olano. Approved by voice vote TOWN TREASURER REPORT Tabled OLD BUSINESS Mi Patio -Council Member Morlan feels that by giving Mi Patio until 2am we are rewarding Mi Patio for breaking the first agreement to close at 1:30am. Mayor would like to back this up and recalls closing time being 1:30am. She also asked the previous council and they confirmed that it was closing at 1:30am not last call. Mayor repeated the statement in Spanish to make sure nothing was lost in translation and no further communication issues arise. 4  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve Mi Patio operation hours to be extended to 2am. Last call for alcohol and beverages will be at 1:30am on Friday, Saturday, and Sunday to be revisited May 31, 2016, when the Liquor Board license expires. Motion approved with Council Member Harrison, Council Member Olano, and Vice Mayor in favor with Council Member Morlan against, and Mayor abstaining. Brentwood Business Association Update - The Town Clerk will call the Businesses to make sure they got the invitation and invite them verbally. Council will also work on inviting businesses. Windom Road Project - Changes have been suggested and the Council wishes to have the RFP reviewed and changed. Council Member Olano is concerned that the RFP will die as time moves on. Council Member Harrison disagrees since there are things that need to be done before approval of the RFP. Bates Contract - Vice Mayor suggests we renew for a year, and figure out how we can replace the recycle trash cans that have been taken by previous owners. Motion to approve the renewal of the Bates recycling contract for one year by Vice Mayor Clark seconded by Council Member Harrison. Approved by roll call with Council Member Harrison, Council Member Morlan, Council Member Olano, Vice Mayor Clark and Mayor Treminio-Lopez in favor. Communication Committee - Council Member Olano wants to have this committee created, Vice Mayor requested a resolution to solidify the committee. Motion to approve the creation of the Communication Committee as crafted by Council Member Olano, by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote Motion to appoint Victor Olano as chair of the Communication Committee Vice Mayor, seconded by Council Member Harrison. Approved by voice vote Accounting Services Invoice (Mike Lightfield) Motion to approve the Invoice of Mike Lightfield $2306.25 from line item 5-1010 for FY15 by Council Member Harrison, seconded by Vice Mayor Clark. Approved by roll call with Council Member Harrison, Council Member Morlan, Council Member Morlan, Vice Mayor Clark and Mayor Treminio-Lopez in favor. Waste Services RFP - concerned about RFP not being done on time. Vice Mayor suggest we table since we are currently month-to-month, and also request that the RFP has anything that says Recycling be removed. Tabled Mayor and Council Retreat - Mayor asked if anyone has worked on since this. Since no work was done item was tabled. Mayor and Council are encourage to email their ideas Tabled Xerox- Vice Mayor Clark wants to state on the record that this item should be in the New Business, and feels there was no opportunity to make decision. He would have wanted to have 5  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting multiple vendors and machine compare. Council Member Morlan would like to look at a couple of other options since it would go over $15,000.00. Motion to approve the Xerox Machine Upgrade by Council Member Olano, seconded by Council Member Harrison. Approved by roll call Council Member Harrison, Council Member Olano, and Mayor Treminio-Lopez in favor and Council Member Morlan and Vice Mayor Clark abstaining. Dumpster Variance - Vice Mayor Clark believes that we need to give a response to the business and decide. It can be tabled until the next meeting Tree Committee Planting on Bunker Hill Motion for the approval for the tree committee to plant flowers for a total of $250 from line item 5-7095 at the Sunoco located at 38th and Rhode Island Wall and to use the letter that was drafted by the Code Enforcement Officer Martha Nichols by Vice Mayor, seconded for Council Member Harrison. Approved by roll call with Council Member Harrison, Council Member Olano, Vice Mayor Clark in favor and Member Morlan, and Mayor Treminio-Lopez abstaining. Tree Removal at 4105 38 th Street - Council wanted to get proposals from 3 different vendors. There were 2 proposals for $900.00 and one for $1700.00. Motion to remove the tree to not exceed $1,000.00 to the company that can provide it under $1000.00, beginning with Ed’s from 5-7085 by Council Member Molan seconded by Council Member Harrison. Approved by roll call with Council Member Harrison, Council Member Morlan, Council Member Morlan, Vice Mayor Clark and Mayor Treminio-Lopez in favor. NEW BUSINESS Communication Policy - Discussion took place about the policy and what it meant. The main discussion was that all mail being received by any council should be shared with all. Tabled Incorporation of New Town Ordinances - Town Administrator and Town Clerk will contact General code Handicap Sign on 4405 41 st- Council Member Morlan has questions about why there is so many yellow lines around this home and how is it possible that she can go up the stairs but not the height difference of the driveway and the home. Visited area and saw no excessive parking. Motion to approve the handicap space at 4405 41st Street from line item by Council Member Harrison, seconded by Vice Mayor Clark. Approved by roll call with Council Member Harrison, Vice Mayor Clark and Mayor Treminio-Lopez in favor and Council Member Morlan abstaining. Street Closing between Taylor and 37 th Street - 6  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve the street closing for Ekklesia Church between on 37th between Taylor and Tilden Street for Anniversary Celebration on September 27th, from 9am-3pm by Council Member Harrison, seconded by Vice Mayor Clark. Approved by voice vote Newsletter Mailing - Council would like to make sure those who didn’t want to have the newsletter mailed do not get the newsletter mailed. Also they hope we are not mailing to homes that are vacant. Motion to approve the Newsletter Mailing to households as well as electronic newsletters to the emails on file, effective with the October Newsletter by Council Member Morlan, seconded by Vice Mayor Clark. Approved by voice vote ATHA Bike Infrastructure Meeting-Oct ober 1 st at 8:30am - ATHA is exploring ways to improve the bike trail infrastructure. Council Member Morlan will be attending the meeting on October 1st. Halloween Celebration Date and funds - Council Member Morlan suggest that this activity take place on October 31st, there is a suggestion of doing a movie and a goody bag, with a costume contest. From 6-8pm Motion to have this event take place on October 31st by Council Member Morlan seconded by Vice Mayor Clark. All in favor by voice vote MML Fall Conference - Four council members without the Vice Mayor, will be attending as well as the Treasurer and Town Administrator. Motion to approve the registration, hotel, travel policy payments, and per diem of all 6 attending MML by Vice Mayor, seconded by Council Member Harrison. Approved by roll call with Council Member Harrison, Council Member Morlan, Council Member Olano, Vice Mayor Clark and Mayor Treminio-Lopez in favor.
