Council Meeting of the Mayor and Town Council Brentwood, Maryland 20722 Meeting Minutes October 7, 2015 Present: Mayor Rocio Treminio-Lopez _X__, Vice Mayor Jeffrey Clark _X__, Council Member Tonya Harrison __X__, Council Member Regina Morlan_X__ Council Member Victor Orlano X__, Staff Present: Town Administrator C. Organization Call to Order – 7:30pm Roll Call Moment of Silence/Pledge of Allegiance Approval of Agenda: All voted yes. Public Comment: Council Member Victor Orlano in your assessment since you did this work in conjunction with the Treasurer; we are in a better place for future audits? 1 Mike Lightfield Response: I got side tracked on the audit, and I didn't have to do that much work on the audit, the new Treasurer brought everything up, paid the bills, so I wasn't involved too much with that process. I can't really speak to whether it’s going to help a future audit. If your bills are current and the bank records are put in, everything is in the system, you'll be in a much better place this year. Council Member Tonya Harrison you helped mainly with the budget, and the adoption of the budget? I would like to see a detail on how you assisted with the budget meetings. Originally we thought you were brought in for the auditing purposes. Provide a statement of work, as well as your assistance in the budget meeting, also your health insurance analysis. Then we can review your invoice for payment. Mike Lightfield Response: just e mail that to the Town Administrator? Council Member Tonya Harrison yes Town Administrator C. Reginald Bagley just to clarify something that was brought up at the meeting with Mr. Happy, that Mr. Happy had access to sensitive Town information while on Peachtree and I wanted you to clarify that. Mike Lightfield Response: the meeting was with us four then at one point I was asked to leave the meeting, at which I went and looked through Peachtree. Mr. Happy was not there at that time Council Member Tonya Harrison who was the four? Mike Lightfield Response: the Mayor, Mr. Happy, Mr. Bagley and me. Public Comment: Ron Bretemps Upshur Street; the tree at 4105 38th Street on Town property in the alley, the limbs are falling, this is an old issue this tree is dangerous, there is a limb hanging on a power line now. Please keep the dates for trash and recycling on the same days of the week. Tired of picking my Newsletter off the ground, it should be mailed. Mi Patio, they have cars all over the place. People walking at all times of night, they are a restaurant not a club and they should be treated as such. Resident are not happy about the Landex project and that they will be looking at a parking lot, and they don't cut the lot on 40th Street. I think we should put more information in the Newsletter, put things that were discussed. Like Old Business and New Business, not just things that were passed. 2 Council Member Tonya Harrison in reference to the tree, I rode around with Richard and he is working with Pepco because the limbs are touching the lines and the Town can't cut it. Town Administrator C. Reginald Bagley there were a total of 6 trees, Pepco looked at all the trees and picked 3 that they felt responsible for and the other 3 we are responsible for. Since that tree is touching power lines we have to pay a contractor to cut it. Public Comment: Michael Watson; Chief of staff for Council Member Deni Tavera district 2. I want to remind you about 3 key items. Deni is hosting a breakfast on Saturday September 12th at PG Plaza Community Center at 9am for any elected or appointed Municipal Official. My second item is also on the 12th and its here in Brentwood which is the District 47th Picnic, last item is a meet and greet that Deni is hosting at the Prince Georges African American Museum on Sunday September 20th from 2pm to 5pm. Deni will provide refreshments. It’s free of charge and you can come in and see the exhibits. We have a quick legislative section coming up, we only have 7 weeks to finish up all the legislation before it dies. Park and Planning is planning on having a budget meeting for the next Fiscal year. On September 21th and 22nd they will talk about the 2017 budget. Contact me if you want any more information. Mayor Rocio Treminio-Lopez minutes ? Council Member Regina Morlan once again I would like to table these minutes, I don't see any council hearing minutes there's no tape for those so I couldn't review. I and CM Harrison reviewed August 5th and 19th and there are corrections necessary. Mayor Rocio Treminio-Lopez all four sets of minutes will be tabled for next meeting. Chief of Police Robert Altoff Report On Monday August 31, 2015 at 7:30pm we had a speed camera demonstration done of the Dragon Cam. It is a hand held device that can be used within a half mile of a school zone. We can still maintain on camera on 34th Street. This hand held device is no cost to the Town. I recommend to the Mayor 3 and Council that we proceed with the hand held camera. This device is authorized by the Officer and not a third party. I am getting complaints about speeding vehicles by the school. I also gave the Mayor and Council a RFP for a red light/speed light camera. I did review 4 companies. Our new Officer Mr. Joseph Holt has proceeded through the background check very well. I will make my recommendation to the Mayor and Council for him to be hired. We are having an evening with Chief on September 23rd, I want to hear from the citizens on what we are doing right and what we are doing wrong and what we can do better. Still waiting on the Chiefs for the mutual aide agreements . Lastly, I will attending the Maryland Chiefs Conference which will be on September 13th through the 17th prior to me going I will provide all updates an what's going on. Mayor Rocio Treminio-Lopez you asked that we do the swearing in of the new Officer on the Evening with Chief. Which is fine if we get all the reports. Council Member Regina Morlan do we have a cost to approve to the Chiefs Conference? Chief of Police Robert Altoff Report that was paid for in May or June. Council Member Regina Morlan did you want to elaborate on the Neighborhood Watch Meeting you had? Chief of Police Robert Altoff Report we had more new people come with their ideas, what they would like to see, they see my vision. We will continue to promote the program. We'll have another meeting as soon as I can find an available date. October is Domestic Violence Awareness month I can have some Council members participate, maybe a walk through Town. Talked to the House of Ruth trying to get a training program for our Officers as well as citizens. Mayor Rocio Treminio-Lopez have you contacted the Crisis Center? Chief of Police Robert Altoff Report yes, several times and I have not ever got a response. Vice Mayor Jeffrey Clark if I can clarify the mutual aide agreement, the one with Edmonston has been approve by the council, that is independent. The other three, 4 Brentwood, Mt. Rainer and Cottage City wanted it to be three so they are reviewing the draft. There were some changes based on the Chief and LGIT Chief of Police Robert Altoff Report there was really only one issue and that was if it was going to raise our insurance rate. Also if we did a Search Warrant in their Town they had to be there. And that was really it. Vice Mayor Jeffrey Clark motion for the use of the mobile hand held speed camera by the Brentwood Police Department Council Member Tonya Harrison second Vice Mayor Jeffrey Clark I suggest we have a 15 day warning period. And state what that warning period is on the website and put up a sign. Council Member Regina Morlan Chief, I was looking through the Senate Bill 350, signage before use, it states that you need to put the signage there prior to, if you haven’t used it in that area before, since this is more versatile then our stationary one we might need to consider more signage on the street that we may be utilizing. Chief of Police Robert Altoff I agree and I will follow the letter of the law. I believe that Optoraffic will supply the signs Council Member Regina Morlan the Council needs to know that there will additional cost to us if Optoraffic doesn’t provide the signs. I thought the demonstration went very well and the GPS has no way to be manipulated, the one concern I have with 2 step process instead of the tree step process, I learned that if the Officer hits the reject button, there is not recovery. There is the possibility of error or our Officers hitting the button in error. I wish there was a way this wasn’t the case with this. Mayor Rocio Treminio-Lopez maybe you can have one person review all the them. Chief of Police Robert Altoff the Officer has it in his hands and if he hits the reject button there’s nothing we can do about it. Also there is a record kept. So if I see a reject I can ask the Officer why he rejected it. But there isn’t a picture. But a reject record is kept. Mayor Rocio Treminio-Lopez also you have to tell a reason you rejected the picture. Council Member Regina Morlan just a note we approved to stop our contract with Optoraffic and renegotiate our contract. Also starting in 2017, all Municipalities will have 5 to pay for this equipment which is $2000.00 per month, so we would have to generate 800 tickets just to pay for the equipment. Chief of Police Robert Altoff I had that thought too, and they said they would work with us, go over how many tickets we do in a month. Vice Mayor Jeffrey Clark before the Treasurer leaves, if we do get this RFP for the Red light/Speed camera do you know where the funds will come from? Treasurer Shelley Gaylord no, not yet, but I will next meeting and I will report on it next meeting. I will sit and talk to the Chief and figure out the projections. Council Member Regina Morlan motion to approve the RFP for the Speed Camera/Red Light Council Member Tonya Harrison second Note: per VM Clark the Chief will work with the Treasurer for the funds for the advertising funds for the signage. Reginald Bagley Report: My full written report is before you, in the lateness of the hour I’ll pull a few things from the report. PY34 site visit is scheduled for next week and that is the last step in getting that done. Also passing the Fair Housing which was part of the requirement. I have asked a Xerox representative to do a 10 minute presentation next meeting. Windom Road RFP is in front of you, looking forward to putting that on the street. DNR Open Space Grant, there are 2. The first one must be complete by 2016; we are looking to have that completed this Fall. We completed LGIT Audit, waiting on final report.
