The Agenda was approved with the separation of one item into two separate items: Separation of: Senior Thanksgiving Luncheon and Leave around Thanksgiving, New Business Approved by voice vote with all in favor. PRESENTATIONS: Presentation of Appreciation from Mayor and Council to Mr. George Denny Presentation by WSSC , Rob Spigone Contract Manager for WSSC. Mr. Spigone was informed of concerned residents who were not sure what is going on. He brought with him Fabio Fernandez with Fort Myer Construction the prime contractor. They will be replacing old water mains that have been causing problems for the past couple of years. Currently they are working off Tilden Street, Upshur Street, 40th and Taylor Street taking out the mains and will continue working until late February 2016. It’s messy work and will take time, he is not denying this fact. There will also be delays and detours and we ask for your patience. Response : Residential concerns are about maintaining materials (dirt, gravel, lavatories) in front of residential homes, and streets that are not returned to their original state. Residential concerns also include not being notified when work is starting or having accurate dates when work is expected to be completed. 1  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Presentation by Landex Development , Peter Segal CEO/ President for Landex . He walked the Town through the development and what 3807 Rhode Island Avenue and 4100 Rhode Island Avenue will look like, as well as the challenges that have been faced in the sites. He did this through a PowerPoint presentation. A hearing was scheduled to address the resident concerns on November 7th. Response : Residents are concerned that this development has been made to attract working professionals and other type of renters rather than the current demographics found in Brentwood. There is concern about shops and development being something that residents will not be able to enjoy since it will be out of the price range. There is a high concern about the traffic that will be created by the new residents coming in and out of the new high end apartment building. There was also a high concern about the environmental and residential impact of building on an area that has been established as a flood area. There is a belief that the new parking lot that is going to replace an open field will cause flooding into residential homes rather than the underground vault that Landex will be placing under the parking lot to hold the copious water previously held by the open field. Residents also had concerns of the decreased home value of living next to a parking lot compared to an open field. Five Minute Break was taken PUBLIC INPUT / COMMENTS : Public comments are limited to 3 minutes and only for topics not covered in the presentations COMMENT: Ron Bretemps, Upshur Street Has concerns about the amendments of the Gateway CDC and making sure that businesses in Brentwood are aware of the changes since some will be impacted by these changes. RESPONSES: Thank you we will try to get notice to businesses through the different communication avenues we have. COMMENT : Ann Wells, 38 th Street Wanted to know what percentage of the police budget was for the overall budget of the Town. Is still waiting for a response. Also wondering how many grants or awards have been obtained by the Police Department, and asking this because she is concerned with raising taxes. MINUTES Council Meeting June 3, 2015- TABLED Council Meeting September 2, 2015 Council Meeting September 16, 2015- TABLED Motion to accept the minutes for Council Meeting September 2, 2015. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, with Council Member Harrison, Council Member Morlan and Mayor Treminio-Lopez in favor and Vice Mayor Clark abstaining. POLICE CHIEF REPORT 2  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Neighborhood Watch Meeting November 1 9, 2015 - Announced Domestic Violence Night - Was a huge success, and was able to reach out to someone who needed help desperately. Student Aid Police Protection Grant (GOOCCP) - Has been submitted Body Camera - Has received MD Training Commission draft policy of body cameras Partnership with Brentwood Volunteer Fire Department - Reached out to them and extended the idea of a partnership since both provide emergency services. September Stats- Read Written Report - Senior program was placed in report and was announced for public. Motion to table the Police Chief Report. Motion made by Council Member Harrison second by Vice Mayor Clark. Approved by voice vote, all in favor. CODE ENFORCEMENT October Stats: Martha- Presented by Town Administrator Fern- Presented by Town Administrator Code Officer Martha Nichols also has some concerns about the permit procedures that are in place that were amended by the previous Council to have a 48hour turn around. She would like clarity to what the current Council will like to do. Council decided to add this to the next work session. Motion to receive the Code Enforcement Reports by Vice Mayor Clark second by Council Member Harrison. Approved by voice vote, all in favor. TOWN CLERK REPORT Deposit Report total was $3,832.25 for the month of September by Town Clerk Presented the Computer Lab Proposal. It was placed on hold until the next work meeting Motion to receive the Town Clerks Report by Council Member Morlan second by Vice Mayor Clark. Approved by voice vote, all in favor TOWN TREASURER REPORT Payables - Balances read Council Member Morlan would like to withhold payment to Town of Cottage City. Cash Reports - Question came up about specific payments that was clarified by the treasurer Motion to approve payment of bills for the total of $42,092.90 by Vice Mayor Clark seconded by Council Member Morlan. Approved by voice vote, all in favor. TOWN ADMINISTRATOR REPORT Brentwood Town Center / Firehouse - We have received two architectural proposals, recommendation that this become an agenda item, so we can get the drawings completed and obtain a permit. 3  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Windom Road Sidewalks Project Progress - Discussion about how to handle the approach to the resident making sure they know that sidewalk installments will be paid by the Town as well as moving of existing fence. Council Member Morlan is concerned about the precedents created by paying to replace property fences. TA Written Report - Provided to the Council and can be read for other information. Motion to receive the Town Administrator Report made by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote, all in favor OLD BUSINESS Approval of office change - Vice Mayor is concerned that the staff was not consulted and this move was not done according to charter. Mayor wanted to clarify that this is not the first time we have made an administrative decision and moved departments and people around. This is just the first time the staff was so vocal with their opinion. Motion to approve change in the office of Ms. William’s into the Mayor’s office, and have her moved to the Code Office. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Council Member Morlan and Mayor in favor with Council Member Harrison abstaining and Vice Mayor Clark against, motion failed Approval of Bates Recycling Contract Review and Discussion/Next steps - Tabled Approval of Waste Services RFP - Tabled Mayor and Council Retreat - Will be rescheduled International Day Report - Council Member Morlan is very happy with the turn out and the fact that the Town was able to keep within budget. Mayor took a moment to thank those who participated. Approval of Incorporating Town Ordinances from 2013-2014 into Town Codes - Tabled Change to Inter-Municipal Bikeways MOU - Council will read and suggest changes that need to be made so that the Town of Brentwood is able to sign the agreement. Maryland PIA Request Action - Vice Mayor would like to make sure that when there are PIA requests the information is sent and the Council can get a copy of information provided Xerox upgrade agreement - Tabled Communication Committee Resolution - Language will be worked on and will be brought back to the next meeting NEW BUSINESS Approval of purchase order for Bullet Proof Vest and Carrier Approval for purchase of two winter patrol jackets 4  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve the purchase the bullet proof vest and carrier ($735.78) from line item 5-4180 and two winter jackets ($518) from line item 5-4190. Motion made by Council Member Harrison, seconded by Vice Mayor Clark. Approved by voice vote, all in favor. PY42- Webster Street, Shepherd Street and 40th Place, in order of need, have been designated by the public works committee to be a part of this grant. It will be approximately $15,000.00 Webster Street- 35th street alley and 37th Street Shepherd Street- 38th Street to the Town boarder 40th Place- Between Utah and Volta Avenue Motion to approve the established need on Webster Street, Shepherd Street and 40th Place and to be placed in the grant application. Motion to be made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by roll call with Council Member Harrison, Council Member Morlan, Vice Mayor Clark and the Mayor all in favor. Motion to approve $365 for the services of Mr. Wu from G&C Consulting to aid with technical data necessary to complete the application for PY42. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by roll call with, Council Member Morlan, Vice Mayor Clark and the Mayor all in favor. Council Member Harrison abstained. Veterans Day Fund - Tabled Leave around Thanksgiving - Decided that the staff submit leave first will be considered for leave first. Motion to that the day after Thanksgiving, Friday the office will remain open. Motion made by Council Member Morlan, seconded by Council Member Harrison. Approved with Council Member Harrison, Council Member Morlan and the Mayor in favor. Vice Mayor Clark against. Grants - Tabled Cable presentation by Matt Carl- Presented by Matt Carl explaining the benefits of having live streaming, and what our best options are budget wise. Looking for the best budget efficiency. Motion to approve the funds for the Cable upgrade proposal as presented by our cable operator for the amount of $9,096 from line item 5-9432. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by roll call with all in favor. Halloween Budget - Council Member Morlan asked for $800 to purchase supplies Motion to approve $800 for the Halloween celebration October 31st .
