Mayor Treminio-Lopez called the meeting to order at 7:32 pm

APPROVAL OF AGENDA :
Motion by Vice Mayor Clark to approve the agenda, second by Council Member Morlan for discussion.
The Agenda was approved with the addition of:

PRESENTATION
MS4 Municipal Requirements Emily Clifton, Low Impact Development Center:
Storm Water Permit Requirements are; Public Education and Outreach, Public Involvement, Post
Construction Runoff, Pollution prevention and good housekeeping. There are tools available online such
as Clean Water Program Guide Book series for PG municipalities. Book 1 Understanding Rules and
Responsibilities. The Town is responsible for town involvement and teaching programs. Out of the 6
responsibilities the Town is responsible only for 3; Public education and Outreach, Pollution Prevention
and Good Housekeeping, Public Involvement.
PUBLIC INPUT / COMMENTS :
COMMENT : Ron Bretemps, Upshur Street
Compliments the Crew on the clean up of snow and the streets are looking great. Construction is taking
place at 3 a.m. and there is concern with how much construction is happening at odd hours of the day.
WSSC has not been placing any door hangers letting residents know that work is going to be taking
place or to what extent.

Motion to accept the Code Enforcement Reports. Motion made by Vice Mayor Clark second by Council
Member Morlan. Approved by voice vote, all in favor.
POLICE REPORT
December Stat s- read by Lt. Bragg
Red Light Camera - Still in process and Lt. Bragg suggest speaking to the Chief for further
questions
Police Applicant - the applicant is still in the process and it is hopeful that they will be ready to
start by March
Payment for Car Repairs - Repairs were needed.
Motion to pay car repairs to Danny’s Repair shop in the amount of $510 from line item 5-4275. Motion
made by Council Member Morlan, seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
SAPP Grant - Chief has been working with the Treasurer to get this done and will be completed
soon.
Motion to accept the Police Reports. Motion made by Vice Mayor Clark second by Council Member
Morlan. Approved by voice vote, all in favor.
TOWN CLERK
January Deposit - Total deposit of $68,229.00 for the month of January
Motion to accept the Town Clerk Deposits report. Motion made by Vice Mayor Clark, seconded by
Council Member Morlan. Approved by voice vote all in favor.
Business License Late Fee Weavers and other - All letters have been mailed out
Multi dwelling - 100% compliance this FY 2016
Gazebo Application - Council Member Morlan is concerned that this might fall under peddler
licenses. Was approved by council tentatively with need for further review for future previews.
Town Administrator is in favor of this permit.
Motion to approve the Gazebo permit application received February 17, 2016. Motion made by Vice
Mayor Clark, seconded by Council Member Morlan for discussion. Approved by roll call, Council Member
Morlan, Vice Mayor Clark and Mayor Treminio-Lopez in favor.

Budget Line Item Transfer - Tabled until March 2nd

Bond Bill - Council has been sent the Bond Bill resolution that needs to be approved

MEA/DHCD Collaborative Grant 2016 - Opens on Friday, so anyone who needs home
improvements there may be funding available and you can contact Town Hall.
Open Space Grant - Final payment has been submitted so we can begin the reimbursement
process. The Town also needs to put up signage that identifies that the project was paid for by the
Open Space Grant.
Motion to receive the Town Administrator Report made by Council Member Morlan, seconded by Vice
Mayor Clark. Not approved roll call, Council Member Morlan, and Mayor Treminio-Lopez in favor, Vice
Mayor abstaining so not enough votes.

Brentwood Town Center/Smith Architects - Tabled
Designees for Open Meeting Act Training -
Motion to designate Council Member Harrison and Town Administrator Mr. Bagley as designees for the
Open Meeting Act Training. Motion made by Council Member Morlan, seconded by Vice Mayor Clark.
Approved by voice vote all in favor
Bates Trash Removal and Recycling Contract -Tabled until further discussion can happen with
the Town Attorney
NEW BUSINESS
Bond Bill Agreement - Has been reviewed by the Town Administrator and Council Member
Morlan
Motion to approve the bond bill agreement with the state of Maryland for $50,000 for the Town Center
Project. Motion made by Council Member Morlan, seconded by Vice Mayor Clark. Approved by roll call,
Council Member Morlan, Vice Mayor Clark and Mayor Treminio-Lopez in favor.
Women’s History Month Luncheon Attendance - Town Administrator is looking for approval of 5
tickets for $50 per ticket.
Motion to approve six tickets to attend the Women’s History Month Luncheon the amount of $300 from
line item 5-1185. Council Member Morlan seconded by Vice Mayor Clark. Approved by voice vote, all in
favor.
Resolution 2016-01 Collaborative Agreement - Read by Town Administrator
Motion to approve the Resolution 2016-01. Motion made by Vice Mayor Clark, seconded by Council
Member Morlan. Approved by roll call, Council Member Morlan, Vice Mayor Clark and Mayor Treminio-
Lopez in favor.
Senior Tea on March 17 at 2pm - Requesting funds of $75 from 5-9205
Motion to hold the Senior Tea activity on March 17th at 2pm in Town Hall with the budget of $75 from line
item 5-9205. Motion made by Council Member Morlan, seconded by Vice Mayor Clark. Approved by
voice vote, all in favor.

Main Street MML Conference Participation -
Motion to participate in MML’s Main Street in collaboration with the other municipalities in the Gateway
Art District, not to exceed of $500 from line item 5-1190. Motion made by Council Member Morlan,
seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
MML Hotel Reservation - five members of the council and one staff are being taken into
consideration
Motion to approve the reservation of 6 hotel rooms for the MML Conference. Motion made by Council
Member Morlan, seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
HUR Resolution 2016-02 - Read by Town Administrator
Motion to adopt Resolution 2016-02 relating to the Restoration Highway Revenue support with the
necessary corrections. Motion made by Council Member Morlan, seconded by Vice Mayor Clark.
Approved by roll call, Council Member Morlan, Vice Mayor Clark and Mayor Treminio-Lopez in favor.

Council Meeting
Due to a conflict with Council Member Taveras Budget and Listening Session March 16th Council
Meeting will be rescheduled to Tuesday March 15th.
Budget and Listening Session
On March 16th at 7pm Council Member Taveras will be holding a Budget and Listening Session co-
hosted by the Town. This Session will be held at Bunker Hill Fire Department located at 4716 Rhode
Island Avenue Brentwood MD 20722. Contact Council Member Taveras Office at 301-953-4436
Brentwood Black History Extravaganza

Council Meeting
The Town of Brentwood is hosting a Black History Extravaganza at the Brentwood Arts Exchange at
3901 Rhode Island Avenue Brentwood, MD. It will take place on Saturday February 20, 2016 starting at
6pm. The theme will be “Harlem Renaissance Meets Brentwood”. Please join us for an evening of fun
and entertainment”
Hispanic Breakfast
The Hispanic Committee will be holding a breakfast on February 20, 2016 starting at 9am until noon.
Please come out and support.
