Hearing & Council Meeting of the Mayor and Town Council Brentwood, Maryland 20722 Meeting Minutes March 2, 2016 Present: Mayor Rocio Treminio-Lopez X_ Vice Mayor Jeffrey Clark X__, Council Member Tonya Harrison_X Council Member Regina Morlan_X ,Council Member Victor Orlano X__, Staff Present: Town Administrator C. Reginald Bagley __X__ Chief of Police Robert Altoff Excused Town Treasurer Shelley Gaylord _X__ Code Enforcement Officer Fern Williams _Excused_ I. Organization Call to order 7:35 Roll Call Moment of Silence/Pledge of Allegiance Approval of agenda as written. Vote: CM Harrison-no, CM Morlan-yes, CM Olano- yes, Mayor Treminio-Lopez-yes, CM Clark-abstain. Motion approve-agenda approved as written. Presentation: Maria McMillan of Solar City. She came to the Town to introduce Solar City to the Mayor and Council and explain why solar panels would benefit the Town of Brentwood. Solar City is the number one company in the United States. Panels cannot be put on a home that is North facing. Maria left flyers for residents so they can get more information. Maria also wants to do a “Meet and Greet” if the Mayor and Council would let her, so she can talk to the residents in person. CM Morlan motion to approve the Minutes pending the corrections of spelling per VM Clark for the February 3rd and 17th 2016 minutes. VM Clark request roll call. Vote: CM Harrison-yes, CM Morlan-yes, CM Olano-abstain, VM Clark-abstain, Mayor-yes. Motion passed. 1 Public Comment: Kurt Becker from 3703 Tilden Street-Green Team talked about Earth Day on April 23rd, clean up. He hopes we can sell more compost bins. Talked about putting up dog waste signs in order to get the points needed for Sustainable Maryland Certified. He is also concerned that Bates is putting yard waste in the trash truck. Ron Bretemps Upshur Street had complaints about the length of time of the Council meetings and that the Police Chief’s cruiser is not marked and he believes it should be used by other officers, not just the Chief. Doesn’t want larger trash bins, wants to know the color choices of trash bins. Council Reports: CM Harrison made comments in reference to her Black History Extravaganza. She thanked the staff for their help during her illness. VM Clark talked about Arbor Day which is the first or second Saturday in April. Hoping to plant all the trees they have. Wants all cross walks marked as cross walks. Thinks that will make the Town safer. CM Morlan Community Events is working on an Egg Hunt, Senior Tea which is March 17th at 2pm in Town Hall also the Woman’s Forum on March 19th at Bunker Hill Fire Station. We are starting on Brentwood Day. Mayor Treminio-Lopez the Hispanic Committee hosted Local 26-Electrician Union, on February 20th, about 25 students from Northwestern attended. Three students were very interested. Mayor wants to do more events for the youth. Encourage young people to vote. Mayor is going back to Thomas Stone Elementary School to judge their essays. Mt. Rainer wants to come to Town to get support from Brentwood to improve the school. Thomas Stone has 750 students and Mt. Rainer has 300. Parents want to change boundaries and improve the school. Treasurer Shelley Gaylord does not have a Treasurer’s Report. She will at the next meeting. The Treasurer read into record; Resolution 2016-03-FY 2016 budget line item transfers. Mayor and Council agreed to discuss three Ordinances at the next meeting March 9, 2016. For Business License, for Multi-dwelling, Building permits. No motion, no vote. 2 Old Business: CM Olano motion to approve to contract with Smith Architects as presented pending any amendments attached to the contract such as the insurance CM Morlan second. TA called the roll-all voted yes. CM Harrison motion to approve Bates trash removal and recycling contract (letting Bates know we want to review the 96 gallon trash can and have it at our Town for preview before they order them to make a decision on what size we want) CM Olano second. TA called the roll-all voted yes. VM Clark motion to approve the 2016-03 Resolution budget line item transfers as read earlier by the Town Treasurer ($47,082.00) CM Harrison second. TA called the roll-4 voted yes, CM Morlan voted no. Motion passed. Town Administrator Report-read into record. CM Harrison motion to receive the Town Administrator's report CM Olano second voice vote-four voted yes, VM Clark-abstain. New Business: CM Morlan motion that the Town host an Easter Egg Hunt on Monday March 28th at 10am here at Town Hall asking for $90.00 to cover eggs and candy from line item 5-9205 VM Clark second. Voice vote-all voted yes. Gazebo Rental-Tabled for March 9, 2016 Council Meeting Announcements: Council meeting for Wednesday March 16th is now rescheduled to Tuesday March 15th at 7:30pm. Budget and Listening session on March 16th at 7pm with Council Member Deni Taveras at Bunker Hill Fire Station. International Woman's Day in Brentwood on Saturday March 19th from 9am to 1pm at Bunker Hill Fire Station. Meetings: Ordinance Workshop-March 9th at 7:30pm Council Meeting-March 15, 2016 at 7:30pm Budget Meeting-March 30th at 7:30pm 3 Committee Meetings: Tree Committee Green Team March 22nd @ 7:30 Cable March 17th at 7pm CSEC March 7th at 6pm PWC March 8th at 7:30pm Town Center Renovation -TBA Hispanic Committee-Next Month-will attend International Woman's Day Neighborhood Watch-TBA Business Association March 24th VM Clark motion to adjourn CM Olano second.
