Organization Call to order 7:35 Roll Call Moment of Silence/Pledge of Allegiance Approval of agenda, Add Anthony Henderson with Gateway CDC. Mayor wants to add the first reading of the red light camera ordinance. CM Morlan wants to add under Old Business budget schedule review and MML tickets and MML breakfast and WINGS breakfast. Under new business add a date for an executive session for personnel. VM Clark wants to defer discussion of credit card reader for April 20th meeting. CM Harrison wants to defer Gazebo rental until April 11th meeting. CM Olano motion to approve the agenda VM Clark second. Mayor Treminio-Lopez called for a vote to approve the agenda vote: Mayor-yes, VM Clark-no, CM Harriosn-yes, CM Morlan-yes, CM Olano- yes. Motion to approve the March 15, 2016 meetings CM Morlan second. Vote: Mayor-yes, VM Clark-abstain, CM Harrison-yes, CM Morlan-yes, CM Olano-yes. Presentation: Anthony Henderson from Gateway CDC-talked about the upcoming events at the studio, and strengthen the partnership with the Town. They are making commercial PSA of about 30 artists in the area; Anthony asked that we air the commercials on our website. Construction on Rhode Island Avenue is supposed to start 1 late spring early summer. Gateway Open Studios Tour is Saturday May 14, 2016 from noon to 5pm, the after party starts at 5pm runs to 8pm; free food and drinks. Public Comment: Ana Puma on 4400 41st Street, wants to complain about the parking on her street. There is a company parking two trucks on her street which cause even more parking problems. Ms. Puma complained about the church parking on Saturdays, which fills up her whole street. Note: Council told her to get a petition and bring it back to the Council. Ms. Puma was upset she was sent a rental letter. Wanika Fisher from Deni Travas office, District 2, Public Fire Safety meeting on April 14th at 7:30pm at the Bunker Hill Fire Station. Taxes will not go up. Replacing two staff members. You have until April 19th to apply for absentee ballot. PG County is going to a once a week trash pick-up, and trash and recycling will be picked up on the same day. Anyone who gets County trash service will get a 64 gallon totter, this will save PG County six million dollars. Early voting is April 14th through April 21sr from 10am-8pm. An Expungement event is coming up soon at Laurel High School (she is not sure of date). Treasurer Shelley Gaylord Report: read into record the Cash Disbursement report for the period of January 15, 2016 through March12, 2016 and March 13, 2016- through April 2, 2016. VM Clark motion to approve the council portion of the bills for $4920.15-no second Mayor called motion dropped. VM Clark motion to pay $17,779.64 for bills for the period of January 15th through March 12, 2016 CM Morlan second, Mayor Treminio-Lopez called a voice vote, all voted yes. CM Morlan motion to approve the bills for the period of March 13 through April 2, 2016 for $4920.15 and the others for $45674.83 for a total of $50,594.98 VM Clark second Note: CM Morlan asked Treasurer to do an audit of the petty cash. New total to motion is $47921.28, CM Harrison wanted legal fees (2673.75) taken out of total, for council to review invoice. Mayor called for voice vote, all voted yes. Treasurer Shelley Gaylord: read into record the Mayor’s 2017 proposed budget Total $2,228,388.00 Treasurer Shelley Gaylord: read the Town Administrator’s report into record. 2 CM Harrison motion to receive the Town Administrator’s Report CM Morlan second. Mayor called a voice vote, all voted yes. Mayor Treminio-Lopez called to Table the Gazebo Rental Rules, but wants a reason this issue is being tabled. CM Harrison stated the Town needs a rider that any resident who rents the Gazebo must call LGIT to obtain insurance for the day, because the Town is not covered. VM Clark motion to table this until Monday April 11th meeting CM Harrison second, voice vote all voted yes. VM Clark motion to suspend any rental of the Gazebo until rules are worked out CM Harrison second. Voice vote, all voted yes. Note: Mayor stated no rentals until May 1st. Tabled-approval of replacement of three breakers switches-per the Mayor Police Chief Robert Althoff: read first reading of the Red Light Camera Ordinance into record. VM Clark motion to receive the first reading of the Red Light Camera Ordinance CM Olano second, Mayor called a voice vote-all voted yes. Budget Meeting schedule: April 13th-Revenues 1 &2. Executive Session to follow. April 20th-motion for the Codes April 27th-General Government, Elected Officials and Maintenance and page 8 (Highway Lighting, Sanitation, Outdoor Rest Rooms, Recreation and Cable). May 11th –last budget meeting, confirm tax rates May 18th adoption date, hearing for Police and Codes VM Clark wants it noted that the Mayor and Council agreed on these dates. CM Morlan motion to receive the Mayor’s proposed budget for FY17 CM Harrison second, Mayor asked for voice vote-all voted yes. VM Clark motion to put a notice one week prior to the meeting in the Sentinel not to exceed $400.00-Note: there was a long discussion; motion dropped per the Mayor VM Clark motion to allocate $300.00 for CYTR (constant yield tax rate) line item to be determined by the Treasurer (5-1085) CM Harrison-Vote CM Harrison-yes, VM Clark- yes, CM Morlan-no, CM Olano-no, Mayor Treminio-Lopez-no-Motion not passed. 3 VM Clark motion to mail a letter for both hearings, for the Red Light Camera Ordinance and the CTYR to be drafted by the Treasurer to arrive at home on the 15th –no second motion dropped per Mayor. CM Olano motion to authorize the purchase of the Ford Explorer from Hertrich in the amount of $32,910.00 to be taken from Public Safety line item as recommended by the Treasurer VM Clark second. Roll Call. Vote: CM Harrison-no, VM Clark-yes, CM Morlan-no, CM Olano-yes, Mayor Treminio-Lopez-yes. Motion passed 3-2. Note: CM Harrison and CM Olano have asked the Chief to get them maintenance log all police and code cars. Tabled: Metal signs for dog waste, and credit card reader for Town Hall. VM Clark motion for $2650.00 for Summer MML registration for 5 attendees with one attendee included for our Main Street (for free) from line item number determined by the Treasurer (5-1190) CM Harrison second. Roll Call: CM Harrison-yes, VM Clark-yes, CM Morlan-yes, CM Olano-yes, Mayor Treminio-Lopez-yes. Motion passed. CM Morlan reads the Kids to Parks Day Proclamation which is Saturday May 21, 2016 into record. VM Clark motion to approve proclamation as read by CM Morlan, CM Harrison second Mayor Treminio-Lopez called for a voice voice-all voted yes. CM Harrison motion to approve purchase of the council shirts at $40.00 each total of 5 for $200.00 from line item # 5-2020 CM Morlan second. Mayor asked for voice vote-All voted yes. CM Harrison motion to approve Park and Planning Agreement for summer camp at Town Hall from June 22-August 5, 2016 VM Clark second. Voice vote-all voted yes. VM Clark motion to check the deadlines of Publicizing the Red Light Ordinance and the CTYR to decide how to inform the residents CM Olano second. Mayor-voted yes, CM Harrison and CM Morlan abstained. Motion passed 3-2. CM Morlan motion to have an Executive session on Wednesday April 13th following the budget workshop to discuss personnel issues CM Olano second. Roll call-all voted yes, VM Clark-no. Motion passed 4-1.
