Organization Call to Order – 7:36pm Roll Call Moment of Silence/Pledge of Allegiance Approval of Agenda: VM Clark motion to approve the agenda with the addition of under new business Clean-up day and the Groundbreaking Ceremony of the Firehouse, CM Olano second. Voice vote-all voted yes. VM Clark motion to a approve minutes from Fence Hearing on March 30, 2016, Special Meeting on March 30, 2016, Workshop meeting on April 6, 2016, Ordinance Work Shop meeting on April 11, 2016, Budget Meeting on April 13, 2016 CM Olano second. Voice vote, all voted yes. CM Harrison motion to approve Ordinance 2016-01 Public Hearing on April 20, 2016 (Red Light Camera) and Council meeting on April 20, 2016, CM Olano second. Voice vote all voted yes, VM Clark abstained. Mayor Treminio-Lopez Tabled the minutes for the Constant Yield Tax Rate FY17 meeting on April 20, 2016. Public Comment: Ana Puma from 4400 41st Street, came back with a petition for permit parking on her street due to trucks and vans parking/blocking her street every day. CM Olano read the petition on record. 75% of households, only 4 houses are on that block, 3 out of 4 signed the petition. CM Harrison motion to add permit parking on 41st street to agenda under old business, VM Clark second. Voice vote-all voted yes. Wanika Fisher-Council Member Deni Taveras Office Expungement Services at 1401 University Blvd. East Langley Park Maryland 20783 on Saturday May 21, 2016 from 10am to 2pm. 1 MGM National Harbor has job openings-table game classes in Oxon Hill Maryland, starts May 18th. No raise in taxes. There is a new Chief of Staff Cindy (Soul) Esperonza, Caroline Cook-all female team for District 2 Ron Bretemps Upshur Street Thinks WSSC has done a horrible job. Need to fix three pot holes. Pavement is coming apart. Wants Town to ease up on weed letters-save Town resources 38th & Taylor /Utah-will they install sidewalk ? TA-they will not install sidewalk Tax rate-stay with current constant yield tax rate-Town has abundant amount of cash on hand a lot of old people living here that can't afford any more money. TA reads into record the Red Light Camera Ordinance 2016-01 CM Harrison motion to add 2016-01 Red Light Camera Reading to the agenda CM Morlan second. VM Clark request roll call. Motion passed VM Clark motion to add the Main Street funding to agenda under old business, CM Harrison second. Voice vote-all voted yes. Treasurer Shelley Gaylord Total bills is $19322.72. VM Clark motion to pay the bills for $19,322.72, CM Olano second CM Morlan asked to hold the bill for the Heritage Center since it’s for next year; they sent the bill out early. Revised total is $18,926.72. Voice vote-all voted yes. Note: Treasurer discussed the credit card reader. She recommends a reader with an EMV, which is a chip reader. Shelley also recommends a standalone machine not a device attached to a computer. Mayor tabled this for the May 18th meeting. The Mayor wants the Treasurer to get all the information from the bank. Town Administrator Reggie Bagley read his written report into record. VM Clark motion to accept the Town Administrator’s report CM Harrison second. Voice vote-all voted yes. Old Business: Discussion on metal dog waste signs-Mayor tabled this to the first meeting in June. CM Harrison motion to change the part time Clerk/part time Codes to full time Codes CM Morlan second, CM Harrison wants to amend the motion to change the start of the Codes new hours to start on June 6th. Motion passed. 2 Discussion on building permit fees increase to 50% of what PG County charges. CM Morlan motion to accept and do the first reading on Resolution 2016-10, CM Harrison second Mayor requests roll call: CM Harrison-yes, CM Morlan-yes, CM Olano-yes, VM Clark-abstain Mayor Treminio-Lopez-yes. Motion passed. Mayor asked TA to do the first reading of the resolution. Town Administrator read resolution 2016-10 into record, which will increase the building permit fee to 50% of what PG County charges with a $25.00 minimum. Mayor did a second reading of the petition brought forward by resident Anna Puma on 41st Street. CM Harrison motion to tentative approve the residential permit parking on 41st Street, after the Town Clark verifies all the signatures on the petition are home owners, CM Morlan second. Mayor requests roll call: CM Harrison-yes, CM Morlan-yes, CM Olano-yes, VM Clark-yes, Mayor Treminio-Lopez-yes. Motion passed. VM Clark motion to approve funding for adverting the budget hearing the first date and back-up date under the same line item as previous newspaper listing not to exceed $200.00, Voice vote All voted yes. Motion passed. CM Harrison motion to approve $265.00 for the Main Street funds for Gateway Arts MML booth, 4 Town calibrations for $265.00, VM Clark second. Voice vote-all voted yes. Motion passed. CM Clark motion to go with the late fee time line schedule as reflected in the minutes to have staff including Town Attorney prepare ordinance to change ordinance to reflect the late fee time line (business license) CM Harrison second. Voice vote-all (4) voted yes, CM Morlan-no. Motion passed. VM Clark motion to move Mi Patio to Tier 1 because they are a night club CM Morlan second. Voice vote-all voted yes. Motion passed. VM Clark motion to move A1 Uniform to Tier 2 CM Morlan second. Voice vote-all voted yes. Motion passed. CM Morlan motion to combine Tiers 2 and 3 to a fee of $250.00-No second. Motion dropped. CM Harrison motion to donate $1000.00 to the Heritage Center, CM Olano second. Voice vote-all voted yes. Motion passed. Mayor Tabled advertising in Newsletter until first meeting in June. CM Harrison motion to approve for the funding for Brentwood Day to be determined once we get the list of expenditures, CM Olano second , CM Morlan: Redskins Cheerleaders will be here for 2 hours at half off for $800.00 they will be here for 12-2pm, we’ll have a band (Sudden Impact) and DJ from 11-5, they will perform from 3-5 pm that is $1000.00 the same as last year. Talk of the Town, which is a trackless train, we will have a moon bounce, and a cotton candy machine, 3 They provide the machine and supplies, but we do the cotton candy machine, we can sell cotton candy, and we need $300.00 for prizes and trophies, for a total of $3933.00, CM Olano wants $300.00 added to that total for other donations for a total of $4233.00, CM Harrison amends The motion to approve $4233.00 from line item number 5-9215, VM Clark second. CM Harrison motion to approve the Town of Brentwood Clean-up day on Saturday May 14th from 9-3pm for residents only, CM Morlan second. Voice vote: 4 voted yes, VM Clark-abstained. CM Harrison motion to approve the Ground Breaking Ceremony for the Brentwood Town Center on Wednesday May 18th at 6:30pm at 3712 Utah Avenue at the old Brentwood Fire House with a budget not to exceed $100.00, VM Clark second, VM Clark requested roll call: CM Harrison-yes, CM Morlan-yes, CM Olano-abstain, VM Clark-abstain, Mayor Treminio-Lopez-yes. Motion passed 3-2. Mayor Tabled the vote for the Cintas contract to the meeting on the 11th, waiting for prices from the Town Administrator.
