Approved by voice vote, all in favor. Addition: Approval of Code Enforcement Under Police Department, Old Business Table: Credit Card, until June 1st Addition: Approval of policy change in Hearing Meetings, New Business Addition: MML Tickets, New Business Addition: MML Main Street Giveaway Items, New Business Addition: Meeting date for Workshop with the Architects for the Town Center building Move of Presentation and Public Comments before Minutes Presentation on Brentwood Town Center Plans by Architect Don Smith Initial concept refined Plans presented on visual boards, which are going to be available at Town Hall. Site plans are not yet available but will be worked on. All residents are welcome to come in and look. National Police Week Proclamation Read by Mayor Tremino-Lopez, Motion to approve Nation Police Week 2016 by Vice Mayor Clark, seconded by Council Member Harrison. Approved, by voice vote. All in Favor. 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Minutes Constant Yield Rate for FY’17 Public Hearing April 20th Minutes Motion to approve Minutes for Constant Yield Rate for FY’17 and Public Hearing from April 20th made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote. Budget Workshop Meeting May 2th Minutes Budget Workshop Meeting May 11th Minutes Motion to approve Budget Workshop Meeting Minutes from May 2nd and May 11th. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, Council Member Morlan, Council Member Harrison, Council Member Olano, and Mayor Treminio-Lopez in favor. Vice Mayor Clark abstaining. Code Enforcement April Stats-Read by Treasurer Shelley Gaylord Motion to receive Code Enforcement Report by Council Member Harrison, seconded by Vice Mayor Clark. Approved by voice vote, all in favor. Police Department Stats for the month of April- read by the Chief of Police Motion to receive Police Department Report by Vice Mayor Clark seconded by Council Member Harrison. Approved by voice vote, all in favor. Town Clerk Deposit for April Report- read by Town Administrator coming to total of $20,195.95 Motion to receive the Town Clerk Report by Council Member Morlan, seconded by Council Member Harrison. Approved by voice vote, all in favor. Treasurer Bank Account Reports- Read by Treasurer Revenue Expense Report- Read by Treasurer Cash Disbursement Journal- Read by Treasurer Motion to receive the Treasurer’s Cash Report and the Revenue Expense Disbursement. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Motion to approve the paying of the bills in the amount of $16,803.96. Motion made by Council Member Harrison, seconded by Council Member Olano. Approved by voice vote, all in favor. Town Administrator Maryland Energy Association- Town received a grant for $25,000 Motion to receive Town Administrator Report by Council Member Harrison, seconded by Council Member Olano. Approved by voice vote, all in favor with Council Member Olano abstaining. 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Old Business Credit Card Reader for Town Hall- Tabled until June 1st Cintas Contract- Willing provide the services month to month with the contract expiring on May 31st. Mayor and Council required that the Town Administrator looks at the cost of Uniforms and Town Hall Carpets cost. NDPES Training for Town Administrator 24-25 of May 2016- Motion to approve the amount of $824 for National Pollutant Discharge Elimination System Certification Training on May 24-25th for the Town Administrator from line item 5-1120. Motion made by the Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Move of Code Enforcement under the purview of the Brentwood Police Department-Tabled until July 20th New Business Residential Parking Resolution 2016-11 41st Street- Motion to have the approval of the Resolution 2016-11 permit parking on 41st Street from Webster to Volta. Motion made by Vice Mayor Clark, seconded by Council Member Olano. Approved by voice vote, all in favor. Motion to have the approval of the Resolution during the June 1st Meeting. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. MML Event Tickets- PGCMA and Wings Breakfast events both cost $35. The cost of these breakfast will be taken from the per diem of the people attending. Motion to approve PGCMA Breakfast in the amount of $175 coming from line item 5-1190. Motion made by Council member Harrison, seconded by Council Member Morlan. Approved by roll call, Council Member Harrison, Council Member Morlan, Council Member Olano. Mayor Treminio-Lopez in favor. Vice Mayor Clark abstaining. Motion to approved WING Breakfast in the amount of $105 coming from line item 5-1190. Motion made by Council Member Morlan, seconded by Council member Harrison. Approved by roll call, Council Member Harrison, Council Member Morlan, Council Member Olano. Mayor Treminio-Lopez in favor. Vice Mayor Clark against. POWER PAC CAMP Support- The partnering will allow Brentwood Residents to get the discount rate for attendance to the camp. Motion to approve the Town of Brentwood partnering Power PAC Camp in the amount of $150 with the line item being approved by the Treasurer. Motion made by Vice Mayor Clark, seconded by Council Member Olano. Approved by roll call, Council Member Harrison Vice Mayor Clark and Mayor Treminio- Lopez in favor. Council Member Morlan against, Council Member Olano abstaining. 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Policy Change in Hearing Meetings- Motion to allow the Mayor the discretion to not have the moment of silence in certain meetings such as hearings and workshops. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by roll call, Council Member Harrison, Council Member Morlan, Council Member Olano. Mayor Treminio-Lopez in favor. Vice Mayor Clark against. Meeting with Smith Architects- May 25th Motion to start the discussion with the Smith architect on May 25th at 7pm and allow a break for the Budget Hearing to come back to complete the meeting at 8pm. Motion made by Council Member Morlan, seconded by Council Member Harrison. Approved by roll call, Council Member Harrison, Council Member Morlan, Council Member Olano. Mayor Treminio-Lopez in favor. Vice Mayor Clark against.
