Approved by voice vote, all in favor. Addition: Approval of Auto Repair for BPD, Old Business Item F Addition: Approval of Radio Purchase for BPD, Old Business Item G Addition: Receipt of Tree Planting Plan, New Business Item H Addition: Approval of Salt Purchase, New Business Item I Addition: Approval of Senior Luncheon, New Business Item J Move: Treasurer Report before the Presentation Presentation by Landex Development, Pete Siegel Power Point briefing Presented by Pete Siegel, the community has been engaged and Gateway CDC is very pleased with their communication. Minutes Council Meeting October 19th Minutes Ordinance Hearing 2016-03 October 19th Minutes Motion to approve the minutes for the Council Meeting October 19th and Ordinance Hearing 2016-03 October 19th. Motion made by Vice Mayor Clark seconded by Council Member Morlan. Approved by voice vote, all in favor. Public Comments COMMENT: Gateway CDC, Pat Thornton Looks forward to working with the Town of Brentwood and thanks the Town for their work and is very happy to be a part of the work taking place. COMMENT: Lt Bill Broadus, Brentwood Volunteer Fire Department 1 Council of the Town of Brentwood Town of Hall, Brentwood MD Council Meeting Halloween breakfast was a complete success, there will be a Christmas breakfast hosted by the Ladies Auxiliary on, and a Meal on Nov 24th offered to the less fortunate. He also wanted to inform the Town that the tree removal from the Fire Department was due to safety reasons. Code Enforcement October Stats-Read by Town Administrator (TABLED) Police Department Stats for the month of October- Read by the Chief of Police Ordinance on Noise Control- Draft was provided to the Council Motion to receive Police Department Report by Vice Mayor Clark seconded by Council Member Harrison. Approved by voice vote, all in favor. Motion to have interim no parking in front of the camera on 38th Street from Monday to Friday from 6am-8pm for two parking spaces. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote, all in favor. Radio System and Installation- for the new car. Cruiser Vehicle Repair- One of the marked cars needed repairs Town Clerk Deposit for October Report- Read by Town Clerk coming to total of $33,871.59 Motion to receive the Town Clerk Report by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Treasurer Reports- Read by the Town Treasurer Treasurer requested to be able to generate a check every month for Bates to be sure that the bills are paid on time even if the invoices only come periodically. Motion to pay the bills in the total of $8,229.91 by Council Member Morlan, seconded by Vice Mayor Clark. Approved by voice vote, all in favor. Motion to receive Treasurer Report by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Town Administrator Report- Read by Town Administrator Motion to receive Town Administrator Report by Council Member Morlan, seconded by Council Member Harrison. Approved by voice vote, all in favor. Council Reports (reports began at 8:54pm) Reports given by everyone present. Old Business Tilden Street Speed Control- 2 Council of the Town of Brentwood Town of Hall, Brentwood MD Council Meeting Motion to redo the hearing on December 14, 2016 at 7pm for the Tilden Street Speed Control Devices. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Status of Requested Items- Tabled Permit Fee Waiver Request by Landex- Tabled until December 14th Smith Architects Update Received/Smith Architects Payment Motion to approve the payment of the Smith Architects $16,963.68 from line item Town Center. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by roll call, all in favor. BPD Auto Repairs Motion to approve the repair of the police vehicle in the amount of $2,220.26 from the Speed Camera Revenue Line Item 5-4010. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Motion approved by roll call Council Member Harrison, Council Member Morlan, Vice Mayor Clark and Mayor in favor. BPD Radio Installation- Was previously approved. New Business Holiday Community Program and Budget Motion to approve the budget of $300 for December 16th at 6:30pm from line item 5-9205. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Tree Lighting Motion to approve the amount not to exceed $50 for December 3rd at 6pm from line item 5- 9205. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Holiday Lighting Contest Motion to approve the amount not to exceed $175 for the event of the Holiday Lighting Contest from line item 5-9205. Motion made by Council Member Harrison, seconded by Vice Mayor Clark. Approved by voice vote, all in favor. Tickets to the PGCMA Legislative Dinner Motion to approve $65 per person for the PGCMA Legislative Dinner on December 7th. Four council members will be attending and 3 staff, total of seven people coming from the appropriate line items. Motion made by Council Member Morlan, seconded by Council Member Harrison. Approved by voice vote, all in favor. Mayor’s attendance to the MML Conference- February Motion to approve $371 plus mileage and per diem for the Mayor’s Attendance of the MML Mayor Winter Conference from February 2-3 from line item 5-2022. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Letter of Support for Landex 3 Council of the Town of Brentwood Town of Hall, Brentwood MD Council Meeting Motion to approve the letter of support of the Landex Project pending the approval of the draft, to be sent to the planning board. Motion made by Council Member Harrison, seconded by Vice Mayor Clark. Approved by voice vote, all in favor. Zoning Rewrite letter of Approval Motion to concur with the Zoning Rewrite Letter of Approval from Mt. Rainier. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote, all in favor. Holiday M&C / Staff Event Motion not to exceed $500 for the Holiday Celebration. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote, all in favor. Tree Purchase- Plan was presented by the Vice Mayor Clark, for the tree planting on December 19th. Comments will be sent by November 21st. Motion to cancel the scheduled event (November 19th Tree Planting) until the Council can review it further. Motion made by Council Member Morlan, seconded Council Member Harrison. Motion approved by roll call, Council Member Harrison, Council Member Morlan and Mayor in favor. Vice Mayor abstaining. Salt Purchase Motion to approve the purchase of salt from Harvey Salt Company in the amount of $2478.06 from line item 5-8015. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Motion approved by roll call Council Member Harirson, Council Member Morlan, Vice Mayor Clark and Mayor in favor. Senior Luncheon Motion to approve up to $375 for the Senior Luncheon from line item 5-5205. Motion made by Council Member Harrison, seconded by Vice Mayor Clark. Motion approved by roll call Council Member Harirson, Council Member Morlan, Vice Mayor Clark and Mayor in favor.
