Meeting December 14, 2016- Tabled Hearing November 16, 2016- Tabled Executive Session Minutes 9/20 Motion to approve minutes readings from September 20, 2016. Approved by voice vote, all in favor. 1  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Special Meeting December 19, 2016 Motion to approve minutes from December 19, 2016 to include comments submitted by Vice Mayor Clark. Motion made by Council Member Harrison, second after Council Member Morlan. Approved by voice vote, all in favor. Public Comments No one attendance Treasurer – Tabled Town Administrator Report- Read by Town Administrator Motion to receive Town Administrator Report by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor Treminio-Lopez in favor. Vice Mayor Clark abstains. Old Business Tilden Street Speed Control Devices Motion to discuss the Tilden Street Speed Control Devices. Motion made by Vice Mayor Clark, second by Council Member Harrison. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor Treminio-Lopez in favor. Vice Mayor Clark abstains. Motion to reject the petition for speed bumps on Tilden Street. Motion made by Council Member Morlan, second by Vice Mayor Clark. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor Treminio-Lopez in favor. Vice Mayor Clark against. Black History Month Event (Feb 17 &18) Motion to have Black History Event on February 17th and 18th with essay contest. Motion made by Vice Mayor Clark second by Council Member Morlan. Approved by voice vote, all in favor. Permit Fee Waiver Request by Landex- Tabled Motion to write a letter to Landex, the construction builder and County Permit Division to request breakdowns of the amounts charged to Landex for their county permit by January 13th. Motion made by Vice Mayor Clark second by Council Member Harrison. Approved by voice vote, all in favor. Brentwood Town Center/Smith Architects Update- Discussion took place to let the Town Administrator to take actions and work on this project. Council would like to see the modified designs. Status of Ordinance 2016-03- Tabled Letter Received from Chief Election Judge- Motion to discuss the letter received on November 16, 2016. Motion made by Council Member Harrison second by Council Member Morlan. 2  Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting New Business Yard Waste Pick Up- Town Administrator suggests we don’t disturb the contract with Bates. Motion to have the maintenance crew pick up Yard Waste on the last two Wednesdays of January and every week on February as decided by Town Administrator. Motion made by Vice Mayor Clark, second by Council Member Harrison. Not approved by roll call, Council Member Harrison and Vice Mayor Clark, in favor. Council Member Morlan and Mayor Treminio-Lopez against. Motion to pick up trash on Wednesday on a call-in basis during the winter months. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor Treminio-Lopez in favor. Vice Mayor Clark against due to confusion of crews. Resolution to Support MML Time to Talk Motion to approve the resolution 2017-01. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor Treminio-Lopez in favor. Vice Mayor Clark against. Snow Removal Plan- Discussion took place. Legislative Seminar Motion to allocate $75 for the attendance of a person established by the Town Administrator for the Legislative Seminar. Motion made by Vice Mayor Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor. Approved by roll call, Council Member Harrison, Vice Mayor Clark, and Mayor Treminio-Lopez in favor. Council Member Morlan against. Town Hall Closure- Closure was authorized with the Mayor Motion to approve the closure of Town Hall at 2:30pm on Friday December 23, 2016. Motion made by Council Member Harrison, seconded by Vice Mayor Clark. Not approved by roll call, Council Member Harrison and Vice Mayor Clark, in favor. Council Member Morlan and Mayor Treminio-Lopez against. Permit Parking Ordinance – Tabled Building Permit Variance on 37th Street Motion to approve pending on getting a statement from the neighbor stating that they have no objection of it remaining on the plot line. Motion made by Council Member Harrison, second by Vice Mayor Clark. Approved by roll call, Council Member Harrison, Vice Mayor Clark, Council Member Morlan, and Mayor Treminio-Lopez in favor. Discussion of Work Session Motion to have the work session on the first meeting of the month effective February. Motion made by Council Member Harrison, seconded by Council Member Morlan.
