Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Work Session Meeting of the Mayor and Council of Brentwood Date: February 1, 2017 Council: _ (Excused) Vice Mayor Jeffrey Clark X Council Member Tonya Harrison X Council Member Regina Morlan _ (Excused) Council Member Victor Olano X Mayor Rocio Treminio-Lopez Town Staff: X Reginald Bagley, Town Administrator X Magdalena Rojas, Town Clerk X Robert Althoff, Chief of Police X Shelley Gaylord, Treasurer X Jason Deloach, Town Attorney X Lieutenant, Kenny Braggs Mayor Treminio-Lopez called the meeting to order at 7:37 pm ______________________________________________________________________ APPROVAL OF AGENDA: Motion by Council Member Morlan to approve the agenda, second by Council Member Harrison. Approved by voice vote all in favor. Public Comments COMMENT: Ricardo Bailey - delegate for Diana Fennell Came to see if there are any concerns he needs to take back to the delegate. COMMENT: Phil Guy, Rhode Island Avenue Received a letter from Code Enforcement due to tenants in other buildings parking in his front lawn. He has put rocks and signs to let them know not to do that and is working on fixing the problem. Mr. Bagley will consider his issue and work with the resident. Business Legislative Agenda Items were added (Council Salaries, Town wide residential parking, sidewalk completion, Charter changes, Election and Ethics Committee nominations, Gazebo Rental Policy). Resolution to Authorize the Town Center Accounts Consolidation Treasurer is concerned that if funds are placed in a resolution then in the future they must keep doing new resolutions to add funds. Council Member Morlan mentions that for this year there are enough funds in the budget. Attorney states that the new 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Resolution should state that the older resolution was approved and establishes the funds. Resolution to be presented Feb. 15th BPD Computer Network Lt. Bragg presented that the BPD is out of compliance with the State of Maryland due to lack of a network. We now have an updated estimate. This system will give us added protection to ensure that the servers are secure. Business License Ordinance Ordinance was presented with corrections from the Attorney. First reading will take place on February 15th and a notice will be placed in the Sentinel. Multi-dwelling Fee Ordinance Edits and Reading Now has a new reference to the new Charter area, Mayor believes that since single family homes are more work for inspection, the fee should be greater. Will be reworked and kept separate. Tabled until March 1st. Brentwood/North Brentwood Barrier Was moved to the special meeting to approve $250 and sign and an agreement with North Brentwood to beautify the Town. Residential Permit Parking Ordinance Would like to make the whole town residential permit parking. Proposals will be sent to that when it comes up in March 1st it can be discussed further. Accessible Parking Ordinance (2016-03) Needs to be re numbered and re read. No longer 2016-03. Will be read in Feb 15th. Smith Architects Contract and Invoice Discussion took place in which confusion was clarified FCC Public Notice Recommended to be removed from action and discussion since it does not apply to us. Landex Permit Fee Waiver Consideration Council agrees that it should be 50% of all charges. As well as sending them a letter to let them know its 50%. CDBG PY-42 Contract Approval We need to sign a contract to come to an agreement with the county and engage in a CDBG project. Moved to Special Meeting for a vote. Whistle Blower Protection Policy- Tabled Procurement Policy- Tabled until March 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Resolution to support BPD Safety Committee Resolution was read by the Chief of Police, and will be voted in during the special meeting Town Tree Work Needs Consensus was made that if its an emergency and the money is there then the work needs to be done. Meeting adjourned at 10:07pm Motion to Adjourn and go into special meeting by Council Member Harrison seconded by Council Member Morlan. Approved by voice vote, all in favor.
