Approved by voice vote, Approved. Vice Mayor Clark is abstaining due to not being able to get the agenda before the public. Addition: Public Work Resolution, New Business Item d) Approve: Attendance to Women Luncheon March 16th, New Business Item e) Move: Telephone Line for BPD, New Business Item f) Addition: 41st Street Residential Parking Resolution, Old Business Item i) Remove: Holiday Light Contest, New Business Addition: Residential Parking Request, New Business Move: Upshur Street, Old Business Minutes Council Meeting January 18, 2017- Tabled Council Work Session February 1, 2017- Tabled Special Meeting February 13, 2017- Tabled Council Meeting January 4, 2017 Motion to approve the minutes for January 4, 2017. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote all in favor. Special Meeting February 1, 2017 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Motion to approve the minutes for Special Meeting February 1, 2017. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, Council member Morlan, Council Member Harrison and Mayor in favor. Vice Mayor against. Public Comments COMMENT: Alison, Council Member Taveras Office Came to invite people to attend the hearing being held by Council Taveras. COMMENT: Mr. Guy, Rhode Island Ave Has a neighbor who has multiple cars and is parking in his yard making divots and is looking for a way to stop the problem. Chief states that he need to go to Resident Tenant Court. COMMENT: Alex Yalch Is interested in serving in the Ethics Commission. Code Enforcement January Stats-Read by the Town Administrator Motion to receive Code Enforcement Department Report by Council Member Morlan seconded by Vice Mayor Clark. Approved by voice vote, all in favor. Police Department Stats for the month of January- read by the Chief of Police Motion to receive Police Department Report by Council Member Harrison seconded by Vice Mayor Clark Approved by voice vote, all in favor. System Security- Changes were main to do a one year contract. The attorney was given the contract for review. Motion to approve the contract with Peake Technology Partners for servicing with the Town of Brentwood contingent of the Town Attorney’s advice. In the amount of $1780 one time fee and $705 per month to be shared by the BPD and Town Hall, from line items to be determined by the treasurer. Approved by roll call, all in favor. Resolution for the Public Safety Program- Read by Council Member Harrison Motion to approve Resolution 2017-03. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by roll call, all in favor. MML Executive Training and Certification Motion to approve the attendance of the chief to MML Executive Training and Certification from April 10-13, in the amount of $450 plus per deum to come from the line item determined by the Treasurer. Motion made by Council Member Harrison, seconded by Council Member Morlan. Approved by voice vote, all in favor. 2 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Upgrade Telephone Lines and Town Hall- Would save money for the Town long term. Council is concerned about getting services the town doesn’t need. Treasurer – Tabled provided reports will be reviewed and send to the Treasurer and placed in March 1st to have a special financial meeting before the meeting at 7pm. Town Clerk – Presented by the Town Clerk Motion to receive Town Clerk Report by Vice Mayor Clark seconded by Council Member Harrison. Approved by voice vote, all in favor. Town Administrator Report- Read by the Town Administrator Motion to receive Town Administrator Report Report by Council Member Harrison seconded by Council Member Morlan. Approved by voice vote, all in favor. Council Report- Report was given by all those in attendance(10:20pm). Council Reports - Tabled Old Business Black History Month Event – Update given by Council Member Harrison and budget report will be provided to the Council. Resolution 2017-02 Town Center Funds – Tabled until March 1st Special Meeting Amendments and Action on Ordinances- Tabled until the next work Session Additional Tree Work- Vice Mayor against removing the tree in question and request further inquiries Residential Parking- Concerns have been expressed told to the Vice Mayor concerning times during which parking restrictions are reinforced. Moved to the next work session. New Business Chief Election Judge- Motion to appoint A.C. Warden as the Chief Election Judge for two-year term beginning March 1, 2017. Motion made by Council Member Morlan, seconded by Vice Mayor Clark. Approved by roll call, Council Member Morlan, Vice Mayor Clark, and Mayor in favor. Council Member Harrison abstains. Residential Accessible Parking on Upshur Street- Motion to approve the residential accessible parking space on Upshur Street, along with $60 for signage purchase if needed. Motion made by Council Member Morlan, seconded by Council Member Harrison. Approved by roll call, Council Member Harrison, Council Member Morlan, and Mayor in favor. Vice Mayor Clark abstains due to lack of notice to residents. 3 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Women’s March 16th Luncheon- Motion for 7 to attend the Women’s History Luncheon on Thursday March 16th in the amount of $350. Motion made by Vice Mayor Clark, seconded by Council Member Morlan. Approved by voice vote, all in favor. Holiday Light Contest Winners- Tabled Public Works Resolution- Tabled Upgrade Telephone Lines for BPD- Tabled until the next work session Meeting adjourned at 12:15 am Motion to Adjourn made by Council Member Harrison seconded by Council Member Morlan.
