Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Work Session of the Mayor and Council of Brentwood Date: March 1, 2017 Council: X Vice Mayor Jeffrey Clark X Council Member Tonya Harrison _ (Excused) Council Member Regina Morlan _ (Excused) Council Member Victor Olano X Mayor Rocio Treminio-Lopez Town Staff: X Reginald Bagley, Town Administrator X Magdalena Rojas, Town Clerk X Shelley Gaylord X Robert Althoff, Chief of Police Mayor Treminio-Lopez called the meeting to order at 8:06 pm ______________________________________________________________________ APPROVAL OF AGENDA: Motion by Vice Mayor to approve the agenda, second by Council Member Harrison. Approved by voice vote all in favor. Business Referendum question Mayor and Council Salaries- Ordinance is in the process of being drafted with the salary in the amount of $500 for Mayor and $400 for the Council. Set a hearing for April the 5th. First reading in March 15th. Motion to have the first reading on March 15th and second reading and adoption on April 5th at 7pm. Motion made by the Vice Mayor, seconded by Council Member Harrison. Approved by voice vote all in favor. Referendum question Mayor and Council Extensions- Mayor expressed concerns about the cost holding an election every two years and how the term doesn’t allow the council to complete projects. This could be alleviated by making it 3 years. Ordinance 2017-03 on Noise Control- Chief Althoff presented on it. Motion to have the first reading on March 15th. Motion made by the Vice Mayor, seconded by Council Member Harrison. Approved by voice vote all in favor. Town Wide Permit Parking Initiative- Vice Mayor requested a Draft to be reviewed on the March 15th meeting. 1 Council of the Town of Brentwood Town Hall, Brentwood, Maryland Council Meeting Appointment of Election Judges- Three residents have shown interest and are being considered for election judge. Vice Mayor suggest that they use the two that have previously been election judges and keep the third interested as an alternative. Motion to accept the schedule plan as presented by the Chief Election Judge. Petitions of all candidates must be submitted by March 17th at 5pm. Motion made by the Vice Mayor, seconded by Council Member Harrison. Approved by voice vote all in favor. Appointment of Ethics Commission Members- We have two residents who are interested in participating in the Ethics Commission. Mutual Aid Agreement and Resolution- Will be put in the Agenda March 15th Accessible Parking Ordinance (2017-01)- Will be put in the Agenda March 15th, any amendments need to happen on record. Vice Mayor would like those residents who have a driveway to only get special parking in special situations. Business License Ordinance (2017-02)- Town Administrator needs to review the minutes for the billing structure to be incorporated in Ordinance. Special Events Checklist- Motion to have this acted on April 5th. Motion made by the Council Member Harrison seconded by Vice Mayor. Approved by voice vote all in favor. Hard Binding of Meeting Minutes- Approval to take place on the March 15th meeting spending no more than $500 Telephone Line Conversion for BPD and TOB Lines- March 15th Resolution 2017-02 on Town Center Funds Consolidation- Ready and in the final format. Meeting adjourned at 9:58pm Motion to Adjourn and by Council Member Harrison seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
