Mayor Treminio-Lopez called the meeting to order at 7:31 pm

APPROVAL OF AGENDA:
Motion by Vice Mayor Clark to approve the agenda with changes, second by Council
Member Harrison. Approved by voice vote. Vice Mayor Clark is abstaining due to not
being able to get the agenda before the public.

Presented by the Mayor
Presentation by Bates Trucking on Service Issues (Ylrico Alexander)
Presented and came to tell the Town that they are working towards providing the
highest level of service. He also took a moment to speak to the residents and address
their concerns. Promised to have a Bates representative in Brentwood each collection
day.

Motion to approve the minutes for January 18, 2017. Motion made by Council Member
Morlan, seconded by Council Member Harrison. Approved by voice vote all in favor.

Council Work Session February 1, 2017
Motion to approve the minutes for February 1, 2017 with changes. Motion made by Vice
Mayor Clark, seconded by Council Member Harrison. Approved by voice vote all in
favor.
Special Meeting February 15, 2017- Tabled
Special Meeting March 1, 2017
Motion to approve the minutes for Special Meeting March 1, 2017. Motion made by
Council Member Harrison, seconded by Council Member Morlan. Approved by voice
vote all in favor.
Council Work Session March 1, 2017- Tabled
Executive Session January 18, 2017
Motion to approve the summary statement read by the Mayor. Motion made by the Vice
Mayor Clark, seconded by Council Member Harrison. Approved by voice vote all in
favor.
Public Comments
COMMENT: Robert & Rosemarie Dixon, 34th Street
Concerned that Bates is not picking up their trash because they don’t understand the
Town borders.
COMMENT: Debra Peony, Webster Street
Wonders how to get a recycle bin.
COMMENT: Ramesh Meheelal, 38th Street
Came to speak on a time extension request until April 15th from the Council to obtain
another permit to build a fence from PG County.
Code Enforcement
February Stats-Read by the Town Administrator
Motion to receive Code Enforcement Department Report by Council Member Harrison
seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
Police Department
Stats for the month of February- read by the Chief of Police
Senior Luncheon- Friday March 17th at 2 pm
Upgrade Telephone Lines and Town Hall- Would save money for the Town
long term. Council would like to see the price not including internet.
Motion to receive Police Department Report by Council Member Morlan seconded by
Council Member Harrison Approved by voice vote, all in favor.

Motion to approve the checks in the amount of $24,365.26. Motion made by Vice Mayor
Clark, seconded by Council Member Harrison. Approved by voice vote, all in favor.

Motion to receive Town Clerk Report by Council Member Morlan seconded by Vice
Mayor Clark. Approved by voice vote, all in favor.
Town Administrator Report- Presented by the Town Administrator
Motion to receive Town Administrator Report Report by Vice Mayor Clark seconded by
Council Member Morlan. Approved by voice vote, all in favor.
Council Report- Report was given by all those in attendance(9:01pm).
Old Business
Ordinance 2017-04 Authorize Residential Permit Parking on Specific
Streets – Schedule Hearing, not all in the Council wants it to become an
Ordinance, the Mayor believed it should be in all the streets in the Town not
just some.
Motion to have a hearing for designated permit parking Ordinance on April 5th at
7pm for the 37th Place, Webster St. [between 34th and 41st St.], 41st Street [between
Utah Ave and 4411 41st St.] and Upshur Street [between Veterans Park and 38th
St.]. Motion made by Vice Mayor Clark, seconded by Council Member Morlan.
Approved by voice vote, all in favor.
Resolution 2017-02 Correcting and Replacing Resolution 2015-03
Motion to approve Resolution 2017-02 Correcting and Replacing Resolution 2015-
03 to consolidate Town Center Funds and establish an account with Suntrust Bank.
Motion made by Council Member Morlan, seconded by Vice Mayor Clark. Failed by
roll call. Council Member Morlan and Mayor Treminio-Lopez in favor. Vice Mayor
abstains.
Resolution 2017-04 on MML Mutual Aid and the Accompanying
Agreement
Motion to approve the Resolution 2017-04. Motion made by Vice Mayor Clark
seconded by Council Member Morlan. Approved by voice vote, all in favor.
Ordinance 2017-01 on Accessible Parking – Tabled until April 5th
Ordinance 2017-02 on Business Licensing
Motion to approve the amendments Ordinance 2017-02. Motion made by Vice Mayor
Clark seconded by Council Member Morlan. Approved by roll call, all in favor.
Motion to adopt the Ordinance 2017-02 to Establish Business License in the Town

of Brentwood to replace Ordinance 2013-07. Motion made by Vice Mayor Clark
seconded by Council Member Morlan. Approved by voice vote, all in favor.
Newsletter Translation and Formatting Invoices & Authorization for
Future Services
Approval of March newsletter translation ($185.99 from the Translation line item)
and formatting ($100 Newsletter line item) invoices. Motion made by Vice Mayor
Clark seconded by Council Member Morlan. Approved by voice vote, all in favor.
Approval of Resolution 2017-06 Appointing Elections Judges
Motion to amend the Resolution 2017-06 Appointing Elections Judges to include the
two election judges (Brian Szabo and Pierre Malochee) and removing the alternate
judge from the resolution. Motion made by Vice Mayor Clark seconded by Council
Member Morlan. Approved by voice vote, all in favor.
Motion to approve the Resolution 2017-06 appointing Elections Judges to name Ann
Christine Warden as Chief Election Judge and Brian Szabo and Pierre Malochee to
be Election judge beginning upon being sworn in. Motion made by Council Member
Morlan seconded by Vice Mayor Clark. Approved by voice vote, all in favor.
Motion to approve Chief Election Judge to be paid $150 and the Election
Judges be paid $125 for Election Day. Voter Registration days will be paid at an hourly
rate of $10/hr. and a stipend for a training day of $25/person. Motion made by Council
Member Morlan seconded by Vice Mayor Clark. Approved by roll call, all in favor.
Election Town Hall Closure
Motion to close the Town Hall on May 1, 2017 to all staff except for the Police
Officers and a staff member as determined by the Town Administrator. Motion made
by Vice Mayor Clark seconded by Council Member Morlan. Approved by roll call, all in
favor.
Resolution 2017-07 Appointing Ethics Commissioners- Read by the Town
Administrator. Tabled
Ordinance 2017-05 to Increase Mayor and Council Salaries Schedule
Hearing and Approve Ballot Question- Changes in language of Ordinance
were given to the Town Administrator. First reading will be April 5th and
second reading and adoption will take place in April 19th.
Motion to have a hearing for Ordinance 2017-05 to Increase Mayor and Council
Salaries on April 5, 2017 at 7pm. Motion made by Vice Mayor Clark seconded by
Council Member Morlan. Approved by roll call, all in favor.
Motion to have a second reading and adoption will take place in April 19th for
Ordinance 2017-05 and put in the Newsletter. Motion made by Vice Mayor Clark

Phone Line Upgrade Proposal- Phone service tabled until April 5, 2017
Motion to cancel the contract with Avaya. Motion made by Vice Mayor Clark
seconded by Council Member Morlan. Approved by voice vote, all in favor.
Discussion of Proposed Mayor and Council Term Extensions- Discussed
but no agreement was obtained
Council Member Olano Status- Vice Mayor would like action to be taken in a
form of a motion.
Motion to extend leave of absence for February and March for Council Member Olano.
Motion made by Vice Mayor Clark seconded by Council Member Morlan. Failed by
voice vote, Council Member Morlan, Mayor Treminio-Lopez in favor. Vice Mayor Clark
abstains
New Business
G & C Consultants- Payment is due for engineering services charges with
Mr. Wu for $650
Motion to approve the $650 payment for G & C Consultants. Motion made by Vice
Mayor Clark seconded by Council Member Morlan. Approved by voice vote, all in favor.
National Coalition of 100 Black Women Sponsorship and Dinner / Dance
Attendance- Donation not passed
Ekklesia Church Road Closure Request on April 8th
Motion to approve the road closure on Saturday April 8th from 2-5pm. Motion made
by Vice Mayor Clark seconded by Council Member Morlan. Approved by voice vote, all
in favor.
Ekklesia Church Donation Request- Donation not brought to motion.
Brentwood Participation in County Clean Sweep Day
Motion to approve Brentwood participation and Clean Up day on April 8th with the
time to be decided later by the Mayor as well as $100 for pizza volunteer with the
line item to be chosen by the Treasurer. Motion made by Vice Mayor Clark seconded
by Council Member Morlan. Approved by voice vote, all in favor.
Mayor’s Budget Presentation and Executive Session- Hearing, Special
Meeting to present the Mayors Budget, and regular Worksession all will take
place April 5th starting at 7pm.
Motion to have a special meeting with limited Items on March 21st starting at 7:30
with an executive session following regarding personnel matters. Motion made by

Budget Meetings-
Motion to have Budget meetings on the April 12th, 18th and 26th starting at 7pm.
Motion made by Vice Mayor Clark seconded by Council Member Morlan. Approved by
voice vote, all in favor.
Motion to have the constant Yield Tax rate on April 19th to start at 7pm. Motion made by
Vice Mayor Clark seconded by Council Member Morlan. Approved by voice vote, all in
favor.
