Council of the Town of Brentwood Town Hall, Brentwood, Maryland Meeting of the Mayor & Council of the Town of Brentwood, 19 April 2017 Present: __X_ Mayor Rocio Treminio-Lopez, __X_ Vice Mayor Jeffrey Clark, __X_ Council Member Regina Morlan, ____ Council Member Tonya Harrison __X_ Council Member Victor Olano Olano Town Staff: __X_C. Reginald Bagley, Town Administrator, ____Shelley Gaylord, Town Treasurer, __X_ Robert Althoff, Chief of Police, ____Magdalena Rojas, Town Clerk, __X_ Quianna Taylor, Brentwood Police Department Call to Order at 8:03 PM Moment of Silence Pledge of Allegiance Motion to approve agenda with changes made by VM Clark. The changes are as follows: -Table Agenda Item 11C pending further review -Add set date for executive session (to discuss personnel issues) -Table 10K -Table L 2nd of motion by CM Olano. Approved. All in favor. Mayor and Chief of Police Excused from Meeting Presentations -Kurt Becker-Attended a pet waste summit that explained problems with pet waste in public spaces as well as yards (the run-off negatively affects the Anacostia). He also recommended that we join a cohort that creates waste free zones. He would be willing to aid the Council in designating which areas should be designated. He also wanted to state that the town is registered to take place in the Anacostia Clean Up. Residents can register at AnacostiaWS.org -Pamela Strother- She’s working to raise funds for arts initiatives at Thomas Stone and Mt. Rainier Elementary Schools. They have a goal of $5000 and they are asking the town to donate $1000 towards that goal. There is also a Town Hall meeting with Congressman Anthony Brown at the Bunker Hill Volunteer Fire Department on April 20, 2017 from 6:30-8:00 PM. Public Comment Sharnette Robinson (Mt. Rainier)-There needs to be signage at Perry Street & 38th Street to prevent traffic from coming in. She has spoken with the Mayor and Chief of Police in Mount Rainier and would like to partner with the Town of Brentwood, as it poses a safety threat to children and the elderly. Follow-Up comments were made by CM Olano, CM Morlan, and Laura Rogers. Pamela Strother-Thanks the Town for hosting the Easter Egg hunt. Treasurer Report Tabled until Special Meeting to be held on April 26, 2017 Town Clerk Report (Read by Town Admin. Bagley) Motion to accept made by CM Morlan. 2nd by CM Olano. Approved. All in favor. Town Administrator Report (Read by Town Admin. Bagley) CM Morlan commented that she would like to have more information about the Active Shooter training before deciding. CM Olano agreed. Motion to accept made by CM Morlan. 2nd by CM Olano. Approved. All in favor. Mayor and Council Report Tabled until Special Meeting to be held on April 26, 2017. Old Business  Motion to add a special meeting of the Mayor and Council to handle unfinished business to take place before the budget work session on April 26, 2017 at 7 PM made by CM Morlan. 2nd by CM Olano. Approved. All in favor.  Motion to accept the amendments to items as noted to Ordinance 2017-01 (Accessible Parking) made by CM Morlan. 2nd by CM Olano. CM Morlan and CM Olano in favor. VM Clark Opposed. Motion did not pass.  Motion to approve Ordinance 2017-01 (accessible Parking) for parking spaces for Individuals with disabilities made by CM Morlan. 2nd made by CM Olano. Approved. CM Morlan, CM Olano, Mayor Treminio-Lopez voted in favor. VM Clark abstained.  Motion to approve Ordinance 2017-01 (Accessible Parking) as amended for parking spaces for Individuals with disabilities made by CM Morlan. 2nd made by CM Olano. Approved. CM Morlan, CM Olano, Mayor Treminio-Lopez voted in favor. VM Clark abstained as it did not contain the requirement for hearings.  Motion to approve Ordinance 2017-03 (Noise Control) with the inclusion of the language to become effective in 30 days after approval. 2nd by CM Morlan. Approved. All in favor.  Motion to approve Ordinance 2017-04 (Permit Parking) as amended, to include adding “Designated hours on 37th Place”, made by CM Morlan. 2nd made by CM Olano. Approved. CM Morlan, CM Olano, Mayor Treminio-Lopez voted in favor. VM Clark abstained citing that he didn’t see the petitions for Webster Street and 37th Place.  Motion to approve Ordinance 2017-05, with the provisionary language from Section 302 of the charter replaced with language to state “Are you for or against the increase of the salary for Council Members from $225 to $400 per month and to increase the Mayor salary from $300 to $500 per month” made by CM Morlan. 2nd made by CM Olano. Approved. All in favor.  Motion to approve Resolution 2017-07 for the appointment of the following Ethics Commissioners, Jen Gartner Pamela Strother, Alex Yalch, and authorize these individuals to act in accordance with the duties set forth under the Code made by CM Morlan. 2nd made by CM Olano. Approved. All in favor.  Motion to approve energy audit proposal by Edge Energy made by VM Clark. 2nd made by CM Morlan. Approved. All in favor.  Motion to approve Playground Specialists to complete the surfacing work on the playground in the amount of $29,977.00. 2nd made by CM Olano. Approved. CM Morlan, CM Olano, Mayor Treminio-Lopez voted in favor. VM Clark abstained citing that acquiring this bid did not follow the Charter, as there was no RFP.  Motion to approve All Recreation of Virginia, Inc. in the amount of $14,495.00 to re-turf the soccer field as a part of the DNR Grant. 2nd made by CM Olano. Approved. CM Morlan, CM Olano, Mayor Treminio-Lopez voted in favor. VM Clark abstained citing that acquiring this bid did not follow the Charter, as there was no RFP.  Motion to approve Precision Concrete for the next phase of sidewalk repairs in the amount of $14,218.00 made by CM Morlan. 2nd made by CM Olano. Approved. All in favor.  Motion to have the Town Attorney draft a letter regarding the repair of the sink hole at 37th and Perry Streets to the cable company, as well as WSSC and Pepco with the assistance of the Town Administrator made by VM Clark. 2nd made by CM Morlan. Approved. All in favor. New Business  Motion to approve G&C Consultants for the CDBG PY-42 Pre-Engineering per the DHCD Request made by VM Clark. 2nd made by CM Olano. Approved. All in favor.  Motion to approve $1000 contribution to Mount Rainier Elementary and Thomas Stone Elementary through “Party for Your Public School” with funds going equally to each school made by CM Morlan. 2nd made by CM Olano. Approved. All in favor.  Motion to accept bid from Retro Environmental for the Town Center Asbestos Removal in the amount of $13,880.00 made by VM Clark. 2nd made by CM Morlan. Approved.
