Regular Meeting
April 18, 2018
8:00 p.m.
The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held in the Village of Briarcliff Manor at the William J. Vescio
Community Center, at 1 Library Road, Briarcliff Manor, New York on the 18th of
April, 2018 commencing at 8:00 p.m.

Public Hearing to Repeal and Replace Chapter 146 Entitled “Noise” in the
Code of the Village of Briarcliff Manor
Village Attorney Pozin stated the proposed amendments to the law were much
shorter and only affected heavy construction noise. He stated further
amendments would be addressed in the future.
Mayor Sullivan thanked the public for all their valuable input throughout the
process.
Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted
unanimously to close the Public Hearing.
Upon motion by Trustee Wilson, seconded by Trustee Hunt, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED that the proposed the Local Law to repeal and replace
Chapter 146 entitled “Noise” of the Code of the Village of Briarcliff Manor to is
hereby adopted.

Continuation of a Public Hearing Fiscal Year 2018-2019 Tentative Budget
Village Manager Zegarelli stated the budget would be adopted at a Special
Meeting on April 25, 2018.
The Board thanked the Village Staff for finding alternative sources of revenue to
offset taxes and for a job well done.
Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted
unanimously to close the Public Hearing and to schedule a Special Meeting to
adopt the budget on April 25, 2018 at 7:00pm.
Board of Trustees Announcements by Mayor Sullivan
The Mobile Shredder will be behind Village Hall on Van Lu Van Road on
April 21st at 10am.
The Library has many upcoming events. Visit the website for more
information.
The Law Park playground is closed and the Village is doing everything it
can to restore it as quickly as possible.
Applications for Recreation Summer employment were being accepted.

Village Managers Report by Village Manager Zegarelli
The storm on Monday created more damage than anticipated. There was
major flooding on Scarborough Road.
Horsechestnut is set to be paved.
There is still a lot of storm debris and it now needs to be bundled and put
curbside.
Many projects are going on throughout the Village.
Hydrant Flushing has begun.
The Mobile Passport Truck will be at Village Hall on May 7 th.
Public Comments
Mr. Bruce Yeager of 450 Central Drive showed pictures of The Club site and
asked that more screening be installed. He stated a truck was parked adjacent
to his property for over two weeks and hadn’t moved. He asked that it be moved
and that the ground level measurements be checked and also a tint be installed
on the windows.
Mayor Sullivan stated representatives from the Club were at the Work Session
and they would be at another meeting in the near future. She stated they were
aware of the concerns and said they would be addressed.

Village Engineer Turiano stated he would look at the drawings to make sure they
were in compliance.
Declaration of Surplus Vehicles
Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted
unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees does hereby declare the Village
owned vehicles and equipment listed below as surplus and further authorizes
their sale pursuant to a public bid.

Authorize Village Manager to Execute a Stipulation Agreement with an
Employee
Upon motion by Trustee Wilson, seconded by Trustee Hunt, the Board adjourned
into an executive session at 8:52pm to discuss a personnel matter.
Upon motion by Trustee Hunt, seconded by Trustee Wilson the Board voted
unanimously to reconvene at 8:58pm.
Upon motion by Trustee Wilson, seconded by Trustee Hunt, the Board voted
unanimously to approve the following resolution:
WHEREAS, the Village of Briarcliff Manor Board of Trustees does hereby
authorize a Stipulation Agreement with an Employee.

Upon motion by Trustee Hunt, seconded by Trustee Wilson, the Board voted
unanimously to approve the minutes of the April 4, 2018 Regular Meeting and
Annual Organizational Meeting.
Adjournment
Upon motion by Trustee Wilson, seconded by Trustee Hunt, the Board voted
unanimously to adjourn the meeting at 9:01pm.
