Village Board of Trustees Regular Meeting August 15, 2018 8:00 p.m. The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor at the William J. Vescio Community Center, at 1 Library Road, Briarcliff Manor, New York on the 15th of August, 2018 commencing at 8:00 p.m. Present Lori A. Sullivan, Mayor Cesare DeRose, Jr. Deputy Mayor Kevin Hunt, Trustee Mark L. Wilson, Trustee Bryan Zirman, Trustee Also Present Philip Zegarelli, Village Manager Christine Dennett, Village Clerk Daniel Pozin, Village Attorney Pledge of Allegiance Swearing in of Police Officer Mayor Sullivan swore in Officer Wilkinson. Chief Gorey thanked the Mayor, Board and Staff for all their work hiring the new Police Officers and stated they were all great additions to the Police Department. Board of Trustees Announcements by Mayor Sullivan Before proceeding with our regular agenda tonight, we would like to address the BZone legislation that this Board had been working on. In October 2017, the Village’s Comprehensive Plan was amended with the stated goal of providing “an appropriate level of flexibility of use, bulk, and density to allow for appropriate and sustainable redevelopment and/or reuse of the Village’s B/BT zoned properties.” Since that time, this Board has worked diligently to try to advance this goal while balancing the needs of our community as a whole. These goals are not mutually exclusive and were at the forefront of our work on draft BZone legislation. We were in the very early stages of considering potential legislation, and had intended to commence the SEQRA review of potential uses, which would have studied the environmental impacts that might result from the implementation of 1 such zoning legislation. That review would have commenced in earnest upon the Board’s adoption of a positive declaration under SEQRA. Notably though, on July 25th, we put a hold on that work and removed the matter from our agenda. This was based on, among other things, our own difficulty in balancing potential development in in the BZone in light of the disparity in the existing BZone properties, which range in size from 9.4 acres to 94 acres. Accordingly, the Board of Trustees has determined to forego what we believed would have been a proactive attempt to mold the zoning for general application in the BZone. Instead, we will respond to the applications for development of B Zone properties as they come in. In keeping with past practice, as with The Club and Trump National, we believe that the Planning Board may be better suited to conduct the environmental review. Depending on the application, it will likely be our intention to request that the Planning Board accept lead agency status in connection with any such SEQRA review, with our Board participating as an Involved Agency. Visit the website for more information.  The Friends of the Library is offering free passes to various museums.  The 2018 pool/tennis season is underway. Get your passes!  The Spring/Summer Brochure is online.  Community Day will be on September 8th with a rain date of September 15th.  The Chamber of Commerce sponsored concert series was a great success! Thank you to all that made it possible. Village Managers Report by Village Manager Zegarelli  Many projects throughout the Village are wrapping up.  The Law Park Pond Dredging Project won’t be able to be done this Fall with the current contractor. The Village will look at the second highest bidder.  Con Edison should have their work completed over Route 9A.  The Pocantico River Bridge work is delayed and will be done next year.  There will be a Work Session on August 22nd. Public Comments Mr. Steven Vescio of Old Briarcliff Road stated the Village should put the County and the Contractor on notice regarding the sidewalk repairs needed. 2 Minutes The minutes were tabled to the next meeting.
