Village Board of Trustees Regular Meeting December 17, 2019 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor at the William J. Vescio Community Center, at 1 Library Road, Briarcliff Manor, New York on the 17th of December, 2019 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Cesare DeRose, Jr., Trustee Kevin Hunt, Trustee Edward E. Midgley, Trustee Also Present Philip Zegarelli, Village Manager Daniel Pozin, Village Attorney Christine Dennett, Village Clerk David Turiano, Village Engineer Pledge of Allegiance Board of Trustees Announcements  The Fire Department gave gas leak safety tips.  The Library is hosting a number of programs for all ages. Visit the website for more information.  The Recreation Winter Brochure is on the website.  Platform Tennis Season is underway. Permits are required.  Law Park Ice Skating Permits are available.  Phelps Memorial Hospital is donating money to purchase a stretcher for the ambulance. Thank you to Kevin Hunt for arranging it.  The Community Bonfire and Sing-a-long was a big success! Thank you to all that attended.  Thank you to the Fire Department and Ambulance Department for running the Santa’s Express.  The Library Board has vacancies. Anyone interested should send a letter of interest to the Board.  The People’s Caucus has several dates throughout the month of January.  The 2nd Streetscape Presentation will be on Monday, January 13th at 7:00pm.  A Census Committee was created and more volunteers are needed. 1  Westchester Shares meeting was held on December 16th. The program encourages shared services.  Thank you to the staff for all their hard work in 2019. Village Managers Report by Village Manager Zegarelli  The Pocantico River Bridge is open. The project Engineer will take a look at the height of the wall on the Todd Lane side.  Black paint was requested on the Route 100/9A Bridge.  Leaf Collection well underway and will continue through December.  Scarborough Station Parking Permits for 2020 are sale.  2nd half village taxes are due by December 31.  Overnight parking restrictions are in effect until March 31.  There is a lot of wildlife in the area and the Village has contracted with a DEC licensed animal control service.  A remote camera system will be purchased.  Scarborough Park will likely not need a permit to repair the shoreline but the Village is working the DEC and Army Corps of Engineers. Committee Reports  The Recreation Advisory Committee has joined a hiking app mapping the Village trails and is looking for feedback from users. DPW will add parking to some of the trail heads for better access.  The Beautification Committee is pushing for a Village Wide Spring Cleanup and working diligently to spruce up the Village.  All Committee meetings are open to the public. Public Comments Mr. Roger Battacharia of 16 Holbrook Road stated he was a member of the Recreation Advisory Committee and he was involved with a trail study. He stated they wanted to expand and set up a not-for-profit to allow for people to Adopt a Trail. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Timothy Arduino to the Briarcliff Fire Company. Authorize the Purchase of an Elgin Vacuum Truck Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Village Manager is hereby authorized and directed to purchase an Elgin Megawind 10 cubic yard catch basin vacuum cleaner truck from the Sourcewell Cooperative Municipal Bid for the Department of Public Works in the amount of $280,124.75 to be charged to the following budget codes: H8397.201.19229 $250,000 H8397.201.19230 $24,250 F8340.201 $5,874.75 TOTAL $280,124.75 Award of Bid – Residential Street Lighting Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution: WHEREAS the Village received 2 bids for the Residential Street Lighting Project (VM-1920-3); and NOW, THEREFORE, BE IT RESOLVED that the bid for the Residential Street Lighting Project (VM-1920-3) is hereby awarded to PRM Electric, Inc. as per their bid of $164,050 to be charged to budget codes H5110.201.18219 and H5110.201.19214; and 7 BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with PRM Electric, Inc. for said project. Minutes Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the minutes of December 3, 2019 as amended.
