Village Board of Trustees Regular Meeting March 24, 2020 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 24th of March, 2020 commencing at 7:00 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Cesare DeRose, Jr., Trustee Kevin Hunt, Trustee Edward E. Midgley, Trustee Also Present Philip Zegarelli, Village Manager Daniel Pozin, Village Attorney Christine Dennett, Village Clerk David Turiano, Village Engineer Pledge of Allegiance Board of Trustees Announcements  Please social distance and give at least six feet of space. Parks, trails and playing fields are open but use good judgment. Playgrounds are closed.  A call for volunteers for several Boards and Committees. Email the Board with a letter of interest and a resume.  A letter was received from NYS regarding Route 9A.  Village Staff is committed to working and keeping all services continued. Village Manager’s Report by Village Manager Zegarelli  Village Staff has been dispersed to different sites to allow for social distancing.  Village programming has been canceled or postponed.  Many local restaurants are offering takeout and delivery.  The Tentative Budget for FY 2020-2021 was filed on March 18th. There will be a presentation on April 7th.  The Complete Count Census Committee is up and running and working on a campaign to get more public support. Census Day is April 1st. Village Engineer’s Report by Village Engineer Turiano  DPW Fuel Island: Work is on hold.  Streetscape: Design drawings are anticipated and material selection will be next. 1  Law Park Drainage: Preliminary design drawings have been received.  Scarborough Park Shoreline Stabilization: DPW worked quickly to get the project done. Seeding remains.  Comfort Station: The decking will be delivered shortly.  The Club Field Drainage: Project is complete.  Pump Station Demolition (Dalmeny): Being decommissioned and demolished. Committee Reports There were no reports submitted. Public Comments Rachel Leihbacher of Oak Road thanked the Board for the fabulous job they are doing and for keeping the Village going. Public Hearings: Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Public Hearing scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss a proposed local law to amend Chapter 126, Fireworks of the Code of the Village of Briarcliff Manor is hereby rescheduled to April 14, 2020 at 7:00pm. BE IT RESOLVED that the Public Hearing scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss a proposed local law to amend Chapter 220-2, Zoning Definitions of the Code of the Village of Briarcliff Manor is hereby rescheduled to April 14, 2020 at 7:00pm. BE IT RESOLVED that the Public Hearing scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss a proposed local law to amend Chapter 220-3, Zoning Map and Districts of the Code of the Village of Briarcliff Manor is hereby rescheduled to April 14, 2020 at 7:00pm. BE IT RESOLVED that the Public Hearing scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss a proposed local law to amend Chapter 195, Taxation of the Code of the Village of Briarcliff Manor is hereby rescheduled to April 14, 2020 at 7:00pm. Roll Call Trustee Hunt: Aye Trustee DeRose: Aye Trustee Midgley: Aye Deputy Mayor Chatzky: Aye Mayor Vescio: Aye 2 Election Resolution for Postponed Annual Village Election Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Postponed Annual Village Election will be held in the Village of Briarcliff Manor at the Library and Community Center (1 Library Road) in said Village on Tuesday, April 28, 2020 between the hours of 6:00am and 9:00pm during which the polls will be open. BE IT FURTHER RESOLVED that the polling places for the Village of Briarcliff Manor, will be designated as follows, the Village’s Single Election District (Town Voting districts #15, #16, #17, #19, #26, #27 and #29) will vote in the Briarcliff Manor Library and Community Center (1 Library Road). Election Inspectors for Village Election Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that, Celianne Silverstein, Susan Cabral, Susan Zetkov-Lubin, Mary Goldberg and Estelle Kersch are hereby appointed Inspectors of Election for the April 28, 2020 Village Election. BE IT FURTHER RESOLVED that Susan Cabral is hereby designated as Inspector of Election and Chairperson. BE IT FURTHER RESOLVED that Rhonda, Alomar, Georgina Gualdino, Lauren Gualdino, Joyce Perlmutter, Joyce Silverstein, and Audrey May June are hereby appointed as Alternate Inspectors of Election. BE IT FURTHER RESOLVED that the compensation for each Inspector of Election other than the Inspector designated as Chairperson is hereby fixed at Two Hundred and Twenty Five ($225) dollars per day or prorated to $14 per hour worked if necessary. BE IT FURTHER RESOLVED that the compensation for the Inspector of Election that is designated as Chairperson shall be Two Hundred Seventy-Five ($275) dollars per day. Fire Department Service Awards Program Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: 3 BE IT RESOLVED, that the Volunteer Firefighter Service Award Program list for all 2019 active firefighters of the Briarcliff Manor Fire Company, the Briarcliff Manor Hook, Ladder & Fire Company and the Scarborough Engine Company is hereby approved. BE IT FURTHER RESOLVED that the list and certification shall be directed to the respective fire companies for posting for a period of thirty (30) days. Fire Department Memberships The Board thanked the new members for volunteering. Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution pending review of paperwork: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Krishnan Chittur to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of William Bendlin to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Jeffrey Ho to the Briarcliff Manor Hook and Ladder Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Jonathan Wolfson to the Briarcliff Manor Hook and Ladder Company. Minutes Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the minutes of March 10, 2020. Adjournment Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the Regular Meeting at 7:55pm.
