Village Board of Trustees Regular Meeting March 10, 2020 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor at the William J. Vescio Community Center, at 1 Library Road, Briarcliff Manor, New York on the 10th of March, 2020 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Cesare DeRose, Jr., Trustee Kevin Hunt, Trustee Edward E. Midgley, Trustee Also Present Philip Zegarelli, Village Manager Daniel Pozin, Village Attorney Christine Dennett, Village Clerk David Turiano, Village Engineer Pledge of Allegiance Board of Trustees Announcements  The Fire Department reminded residents to change the batteries and test their smoke detectors.  The Library is hosting a number of programs for all ages. Visit the website for more information.  The Recreation Spring/Summer Brochure is available and registration will begin in March.  The Egg Hunt is scheduled for April 4th at Law Park.  Summer job applications are being accepted by the Recreation Department.  Happy belated Birthday to David Turiano.  The Village joined NYCOM in sending a letter to Governor Cuomo in opposition of small wireless facility deployment.  A call for volunteers for several Boards and Committees. Email the Board with a letter of interest and a resume. Village Manager’s Report by Village Manager Zegarelli  The Complete Count Census Committee is up and running and working on a campaign to get more public support. Census Day is April 1st.  The Scarborough Park Restoration Project begins tomorrow and is expected to last for three weeks. 1  DPW has begun early springtime work. Village Engineer’s Report by Village Engineer Turiano  DPW Fuel Island: Work has commenced on the new Fuel Island Tanks at DPW. Expected completion, April 15, 2020. Awaiting DEC approval.  Residential Street Light Replacement: The street lights were ordered and are expected in six weeks.  Streetscape: Design drawings are anticipated and material selection will be next.  Law Park Drainage: Preliminary design drawings have been received.  Scarborough Park Shoreline Stabilization: Mobilizing shortly.  Village Hall ADA: 38% construction documents have been received. A meeting will be held with the Fire Department to discuss their needs.  Pool Gutter Phase I: Engineer is working on Electrical Updates in Filter Room.  Comfort Station: There is a delay with the decking and it is expected to be delivered in two weeks.  The Club Field Drainage: Project is complete and will be open for Spring play.  Hydrant Replacement Program: Expected letting month of March 2020.  Pump Station Demolition (Dalmeny): Being decommissioned and demolished.  The Club Cell Tree: Many moving parts and coordinated efforts.  The server room is being moved to the basement.  Proposed Bike Bath: Fully the Village’s right of way. Mayor Vescio asked for a status report of the 2019-2020 Capital Plan and thanked Trustee Hunt for being instrumental in getting a stretcher donated to the Village by Phelps Memorial Hospital saving the Village $18,000. Committee Reports  The Beautification is joining the Pollinator Pathway and will be working with DPW to have hanging baskets in the Village. The streetlights will be switched to LED bulbs.  The Recreation Advisory Committee is scheduled to meet tomorrow and will focus on the April Earth Day events. The Board thanked the Committee and Henry for all their time and work put into the Village. Public Comments There were no public comments. Scheduling Annual Organizational Meeting & Tentative Budget Public Hearing Upon motion by Trustee Hunt, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: 2 BE IT RESOLVED, that the Annual Organizational Meeting of the Board of Trustees is hereby scheduled for Tuesday, April 7, 2020 at 7:00 pm. BE IT RESOLVED, that a Public Hearing for the 2020-2021 Tentative Budget is hereby scheduled for Tuesday, April 7, 2020 at 7:30 pm. Scheduling Public Hearings: Deputy Mayor Chatzky gave a brief synopsis of the proposed amendments and stated any comments could also be submitted via email to BOT@briarcliffmanor.org. Chapter 126, Fireworks Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss a proposed local law to amend Chapter 126, Fireworks of the Code of the Village of Briarcliff Manor. Chapter 220-2, Zoning Definitions and Chapter 220-3, Zoning Districts and Maps Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution as amended: BE IT RESOLVED that a Public Hearing is hereby scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss proposed local laws to amend Chapter 220-2 Zoning Definitions and Chapter 220-3 Zoning Districts and Maps of the Code of the Village of Briarcliff Manor. RESOLVED FURTHER that the proposed local laws to amend Chapter 220-2 Zoning Definitions and Chapter 220-3 Zoning Districts and Maps is hereby directed to the Village Planning Board and to the Westchester County Planning Board for review and recommendation and to the Town of Ossining, Town of Mount Pleasant, and Village of Ossining for review and comment as they see fit. Chapter 195, Taxation Upon motion by Deputy Mayor Chatzky, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the March 24, 2020 Board of Trustees meeting at 7:30pm to hear and discuss proposed 3 local laws to amend Chapter 195, Taxation of the Code of the Village of Briarcliff Manor. Budget Amendments Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the budget for fiscal year 2019-2020 is hereby amended as follows: FIRE DEPARTMENT – GYM EQUIPMENT Increase Expense A3410.201 Equipment Expense $10,674.90 Increase Revenue A0104.2770 Misc. Fire Dept. Revenue $10,674.90 NEW CASTLE FIRE DISTRICT Increase Expense A1680.203 Equipment Expense $1,681.10 Increase Revenue A0101.2770 Unclassified Revenue $1,681.10 Authorize the Village Manager to Execute an Information Technology Service Agreement with Sullivan Data Management Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an Information Technology Services Agreement with Sullivan Data Management from April 1, 2020 through March 31, 2021 for $46,500. Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Ronald DeVito to the Briarcliff Fire Company. Appoint Election Inspector Upon motion by Trustee Hunt, seconded by Trustee DeRose, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that Rhonda Alomar and Georgina Gualdino are hereby appointed as Alternate Inspectors of Election for the March 18, 2020 Village Election. Minutes Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to approve the minutes of February 25, 2020 as amended. Adjournment Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to adjourn the Regular Meeting at 8:42pm.
