Village Board of Trustees Regular Meeting September 1, 2020 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 1st of September, 2020 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Edward E. Deputy Mayor Chatzky gave a synopsis of the proposed legislation. Mr. Aaron Spring of 64 Meadow Road stated he was opposed to any residential use in the BZone. 1 Mrs. Jennifer Klar of 100 Law Road stated she agreed with Mr. Spring and said the uses for the properties should be commercial. Mrs. Maria Levine of 293 Scarborough Road stated she thought commercial use was appropriate and asked what the status of the violations were for 345 Scarborough Road. Village Engineer Turiano stated they were scheduled to be in court tomorrow. Ms. Kate Roberts, Attorney representing 345 Scarborough Road stated the owner wanted to come in to compliance and would work with the Village to cure the violations. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to adjourn the public hearings to September 22, 2020 at 7:30pm. Public Hearing to Hear and Discuss a Proposed Local Law Imposing a Temporary Moratorium on the Acceptance, Processing and Approval of Applications in the Planned Office Building and Laboratory B District and Business Transitional BT District (The “B” Zone) of the Village of Briarcliff Manor Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board voted unanimously to open the public hearing. Mr. Aaron Stern of 40 Tamarack Place stated he thought three months was sufficient. Ms. Kate Roberts, Attorney representing 345 Scarborough Road stated she filed a letter opposing the extension. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to close the public hearing. Upon motion by Trustee Hunt, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: Roll Call: Trustee Hunt Aye Trustee Midgley Aye Trustee Werner Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye 2 BE IT RESOLVED that the proposed Local Law local imposing a Temporary Moratorium on the Acceptance, Processing and Approval of Applications in the Planned Office Building and Laboratory B District and Business Transitional BT District (The “B” Zone) of the Village of Briarcliff Manor is hereby adopted. Board of Trustees Announcements  The pool is open through September 7th and a bonus weekend will be added September 12th and 13th.  Community Day is postponed until the spring.  The Library has many virtual programs and curbside pickup available. Visit their website for more information.  The Fire Department reminded residents to have their chimneys cleaned and to never leave a fire unattended.  There will be a 9/11 Ceremony at 7pm in Ossining.  The Board thanked Village Staff and the Fire and Ambulance Departments for all the hard work they’ve been doing and keeping the Village fully operational throughout the pandemic.  Congratulations to Mayor Vescio for receiving a 2020 Rising Star, 40 under 40 Award from the Business Council of Westchester. Village Manager’s Report by Village Manager Zegarelli  Residents are reminded to lock their cars and take any valuables out.  Village Hall has reopened with a greeter.  The Village Election will be at the Community Center on 9/15.  Senators Carlucci and Harkham are cosponsoring Senate Bill 8795 for a study to improve the Route 9A Corridor. Support is requested by residents and link is on the Village website.  There is an 80% Census response rate.  Water Bills may be higher due to several factors. More usage during the pandemic, dry summer etc.  Storm debris needs to be bagged or tied.  The call with Standard and Poor went well and the AAA bond rating for the Village will be reaffirmed. Village Engineer’s Report by Village Engineer Turiano  Three jobs are out to bid and will be added to the September 22nd agenda.  Streetscape: Design drawings expected after Labor Day.  Village Hall ADA: 2020 start and will take approximately six months. Committee Reports Beautification Committee:  No report. Recreation Advisory Committee: 3   The Park and View Movie Night Friday was a great success. Thanks go to Henry Jamin, Georgina Gualdino and the Rec committee. Costumes and live music before the show were nice touches.  DPW will create a dust path around the Club Field over the winter.  Pricing out running asphalt from the Library to the Youth Center Field.  Recreation has launched the Geocaching Challenge – a new, self-directed activity that can be enjoyed by residents of all ages.  Next meeting: September 16, 7PM, Community Center Public Comments There were no public comments. Authorize the Village Manager to Execute an Inter-Municipal Agreement with Westchester County - Senior Bus Tabled to a future meeting. Adjournment The postponed Village Election will be on Tuesday, September 15th.
