A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor,
New York was held remotely via Zoom on the 24th of November, 2020
commencing at 7:30 p.m.

Continuation of Public Hearing - Amend Chapter 131, Wetlands
Deputy Mayor Chatzky gave a brief synopsis the proposed law.
Mr. Steven Kavee of Ingham Road gave suggestions to include in the proposed
law and stated the wetland buffer health impacted the health of the wetlands
themselves. He further stated the CAC should work in concert with the Planning
Board, not impede it.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board
voted unanimously to adjourn the public hearing to December 15, 2020.

Continuation of Public Hearing - Chapter 220-19 Fees

Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to open the Public Hearing.
Deputy Mayor Chatzky gave a brief synopsis the proposed law.
There were no comments.
Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to adjourn the public hearing to December 1, 2020.

Deputy Mayor Chatzky gave a brief synopsis the proposed law.
There were no comments.

voted unanimously to adjourn the public hearing to December 1, 2020.

Continuation of Public Hearing - Amend Comprehensive Plan – B Zone
Recommendations
Deputy Mayor Chatzky gave a brief synopsis the proposed changes.
There were no comments.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to close the Public Hearing.

Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that the proposed amendments to the Village of Briarcliff
Manor Comprehensive Plan as set forth in Draft Comprehensive Plan B Zone
Recommendations are hereby adopted.

Public Hearing – Omnibus – Chapter 172 “Signs”, Chapter 195 “Taxation”
with regard to Article I thereof entitled Business Investment Exemption and
Chapter 220 “Zoning” with regard to the establishment of CT Zones in the
Village
Deputy Mayor Chatzky gave a brief synopsis the proposed changes.
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to open the Public Hearing.

The Board noted that a letter was received from Zarin and Steinmetz.
Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to adjourn the Public Hearing to December 1, 2020.

Board of Trustees Announcements
• November is “Dinovember” at the Library. In addition they many virtual
programs and curbside pickup available. Visit their website for more
information.
• BMFD offered Thanksgiving safety tips and asked for volunteers to join
the Department.
• There are several Recreation Programs available. Platform Tennis, a new
Running Club, Geo-caching Challenge, Senior Shopping and many more.
Sign up for their E-News and visit their site for more information.
• November 28th is Small Business Saturday. Support local vendors.
• Please support the Village’s effort to make Route 9A safer.
• Residents are reminded to continue to be diligent with COVID safety
measures.
Village Manager’s Report by Village Manager Zegarelli
• Village Offices are closed Thursday and Friday.
• Garbage and Recycling schedules shift due to Thanksgiving closures.
• Leaf pickup continues.
• Scarborough Station Parking Permits are on sale.
• Village Taxes are due by December 31st.
Village Engineer’s Report by Village Engineer Turiano
• 345 Scarborough Road is making progress in addressing their violations.
• Hydrant Replacement Project will begin soon.
• Village Hall ADA: Is out to bid and due back in December.
• The Village joined an Energy Smart Home program. More details will be
available.
Police Outreach Report
• The PBA is holding their annual toy and coat drive.
• The Village hired a new Officer and they’re excited to have him aboard.
• 9pm Routine. Make sure your cars and doors are locked and no
valuables are left it the car.
Committee Reports
Beautification Committee:
• No report.
Recreation Advisory Committee:
• Letters to Santa can be delivered up until December 14th.

• Many virtual events throughout the Holiday Season.
• The next meeting is December 9th.
• The clay courts are closing for the season.
• Platform Tennis is available.
Library Board:
• Curbside service continues.
• No in person browsing at this point.
• Many virtual events.

Schedule Public Hearing – Chapter 220-10 – Residential Townhouses RT4B
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED that a Public Hearing is hereby scheduled for the
December 1, 2020 Board of Trustees meeting at 7:30pm to hear and discuss
a proposed local law amending Chapter 220-10 Residential Townhouses
RT4B of the Code of the Village of Briarcliff Manor.

Acceptance of Donation from the Friends of the Library
Upon motion by Trustee Werner, seconded by Trustee Deputy Mayor Chatzky,
the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the
amount of $2,675.05 from the Friends of Briarcliff Manor Public Library, Inc for
the purposes of purchasing architecture/home design books and furniture in the
name of Patron Alice Goldstein and the Board of Trustees also hereby accepts a
donation in the amount of $1,199.98 from the Westchester Library System, Inc
for the purposes of purchasing two Chromebooks amend the 20/21 Budget as
proposed below:

Establishment of Restricted Accounts for Recreation Fees Related to the
Creation of New Dwelling Units and related Budget Amendment
Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees hereby establishes Restricted
Accounts in the CD Fund for deposits of Recreation Fees related to the creation
of New Dwelling Units, and
BE IT FURTHER RESOLVED that the Board of Trustees hereby accepts the
Recreation fee from Landmark Enterprise, LLC for the creation of a new dwelling
unit related to PB-1-2020 Landmark Realty, LLC a two lot subdivision at 320 Elm
Road and approved by the Planning Board on September 10, 2020 and amends
the 2020/2021 Budget as listed below:
Increase Revenue – Recreation Fees

Increase Expenses – Recreation Fees Matching Expenses
(CD7020-400-320ELM) by $12,000

Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board
voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby reappoints Andrea Ziltzer as a Member of the Library Board for a term
which expires on December 31, 2025.
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby reappoints Robert Fetonti as a Member of the Library Board for a term
which expires on December 31, 2025.

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor
hereby reappoints Javad Shabani as a Member of the Library Board for a term
which expires on December 31, 2025.

Briarcliff Manor Parks and Recreation Study prepared by BFJ Planning dated
November 3, 2020.
