Village Board of Trustees Regular Meeting May 4, 2021 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 4th of May, 2021 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Edward E. There were no public comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to close the public hearing. Roll Call: Trustee Hunt Aye Trustee Werner Aye Trustee Midgley Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye 1 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the proposed local law to amend Chapter 90 Article IV “Building Construction and Fire Prevention”, Article III “Unsafe Buildings and Structures”, Article V “Vacant Building Registry” and Chapter 90-12 “Permits required; applications; amendments” of the Code of the Village of Briarcliff Manor is hereby adopted. Roll Call: Trustee Hunt Aye 4 Trustee Werner Aye Trustee Midgley Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Board of Trustees Announcements  The BMFD gave tips regarding grilling safety.  There is an opening on the Library Board.  There are several Recreation Programs available. Sign up for their E- News and visit their site for more information.  Pool and Camp registration and summer hiring has begun.  Tennis Courts can be reserved online.  AYSO registration for the Fall will begin soon.  The School Budget vote is May 18th.  Senator Elijah Reichlin-Melnick attending the Work Session.  The Route 9A Corridor Study did not make the State budget but the Village won’t give u p and will continue to push for it. Village Manager’s Report by Village Manager Zegarelli  The bell in front of Village Hall will be refurbished while the ADA project is underway.  Past due water bills will be sent to tax after May 13th.  The budget was adopted on April 27th.  Plantings are being done at Chilmark Park.  Stephen Dewey was appointed by the Board and is addressing Vehicle and Traffic Court Fines. Police Outreach Report by Sergeant Salov  The Books and Badges event was a huge success and had 100 kids attend.  Follow the Police Department on Social Media.  May is Mental Health Awareness Month and many free resources are available. Village Engineer’s Report by Village Engineer Turiano  The Tuttle Road project has a target date of May 10th.  The Village Hall ADA Project will begin on May 11th.  The Streetscape Project (Phase 1) award will be done shortly.  There will be a Streetscape Project (Phase 2 and 3) presentation at the next work session.  Grants are being applied for a trail connection from the North County Trailway to the Village.  The Annual MS4 (Stormwater Management) Presentation was given to the Board and the public. 5 Committee Reports Beautification Committee:  No report. Recreation Advisory Committee:  The Nature Walk was highly successful. Big thanks for Dawn Orza and Betsy Mitchell.  The Dog Park Committee will be convening shortly.  The first summer concert will be June 10th.  The next meeting will be via zoom on May 12th. Library Board:  No report. Public Comments Mr. Aaron Stern of Tamarack Place thanked the Board on behalf of the Sewer Access Petitioners and stated they had a lot of questions. Mr. Tom Fischer of 29 Tamarack Place also thanked the Board and had questions regarding the retroactive tax that the County would collect. Village Engineer Turiano offered for them or any resident to call his office with any questions. Schedule Public Hearing to Amend a Special Use Permit – Sleepy Hollow Country Club Mr. Paul Brock, General Manager stated they were seeking to improve and upgrade the facility and also have better flow and ADA compliance. Mr. Zac Pearson of Insite Engineering gave a brief overview of the proposed site plan changes. Upon motion by Trustee Werner, seconded by Trustee Deputy Mayor Chatzky, the Board voted unanimously to approve the following resolution: 1. Referral to the Planning Board BE IT RESOLVED that the request for the amendment of a Special Use Permit issued to the Sleepy Hollow Country Club located at 777 Albany Post Road is hereby directed to the Planning Board for review and recommendation. 6 2. Schedule Public Hearing BE IT RESOLVED that a Public Hearing is hereby scheduled for May 18, 2021 at 7:30pm or soon thereafter via Zoom to hear and consider an application to amend a Special Use Permit issued to Sleepy Hollow Country Club. Roll Call: Trustee Hunt Aye Trustee Werner Aye Trustee Midgley Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Authorize Submission of a Grant Application to the Hudson River Valley Greenway Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: WHEREAS the Village of Briarcliff Manor is applying to the Hudson River Valley Greenway for a grant under the Greenway Conservancy Trail Grant Program for a project titled North County Trail Way Connection to Village of Briarcliff Manor Central Business District, to be located in the Village of Briarcliff Manor; and WHEREAS the grant application requires the applicant municipality to obtain the approval and endorsement of the governing body of the municipality in which the project will be located; and WHEREAS the Village will provide a match equal to at least 50% of the total project cost; and WHEREAS the project is a Type II action pursuant to the New York State Environmental Quality Review Act, thus requiring no further environmental review. NOW THEREFORE BE IT RESOLVED that the Board of Trustees of the Village of Briarcliff Manor hereby does approve and endorse the application for a grant under the 2021 Greenway Conservancy Trail Grant Program for the North County Trail Way Connection to the Village of Briarcliff Manor Central Business District, and, upon approval of said request, does authorize the Village Manager 7 to enter into and execute an agreement with the Greenway for such financial assistance. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Nicholas Aldrich to the Scarborough Engine Company.
