Village Board of Trustees Regular Meeting May 18, 2021 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held remotely via Zoom on the 18th of May, 2021 commencing at 7:30 p.m. Present Steven A. There were no public comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to adjourn the public hearing to June 1, 2021. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to adjourn the public hearing to June 1, 2021. Mr. Marc Janowitz of 51 Larch Road stated the amendments put the liability on the homeowner and there should be relief for damage caused by drainage issues or other environmental impacts. Deputy Mayor Chatzky stated the language was codifying what was in practice and it was commonly used throughout the State and in other communities. Upon motion by Trustee Werner, seconded by Deputy Mayor Chatzky, the Board voted unanimously to close the public hearing. Ms. Michelle Doyle-Coffin, Architect for the applicant, gave a brief overview of the renderings and landscaping. Mr. Paul Brock, Club Manager, stated the parking would be adjusted and the staff would park closer to the golf course. 3 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Midgley, the Board voted unanimously to open the public hearing. Roll Call: Trustee Hunt Aye Trustee Werner Aye Trustee Midgley Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Board of Trustees Announcements  Village Hall Summer Hours are beginning the week prior to Memorial Day and will continue until after Labor Day.  The Library will reopen for browsing and computer use as of May 19th.  The BMFD gave tips regarding home safety.  There is an opening on the Library Board.  There are several Recreation Programs available. Sign up for their E- News and visit their site for more information.  Pool and Camp registration and summer hiring has begun.  Tennis Courts can be reserved online.  AYSO registration for the fall will begin soon.  The School Budget vote is today.  There is a call for volunteers for various Boards and Committees. Letters of interest can be emailed to BOT@briarcliffmanor.org. Village Manager’s Report by Village Manager Zegarelli  Tax Bills are being prepared and will be mailed out soon. The first half is due by July 1st. 4   Plantings are being done at Chilmark Park.  COVID funding from the Federal and State Government is being determined how it will be distributed. Police Outreach Report by Chief Bueti  The Department met with business district merchants regarding crosswalk safety concerns. Enforcement of speeding and illegal turns will be increased. Village Engineer’s Report by Village Engineer Turiano  There are several mixed used applications before the Planning Board.  A study is being done for electric charging stations.  Wifi is being looked into the business district.  The Tuttle Road project will begin soon.  The Village Hall ADA Project is underway.  The Streetscape Project (Phase 1) award will be done shortly. Committee Reports Beautification Committee:  Plantings throughout the Village are being done.  The hanging baskets and planters will be done next week. Recreation Advisory Committee:  The Dog Park Committee is looking for potential locations.  Trash and recycling bins are being requested for the trailheads and more in the parks.  The first summer concert will be June 10th.  The next meeting will be at the pavilion on June 2nd. Library Board:  No report. Public Comments Mr. Rob Osterhoudt stated he represented the owner of the Getty Station on Pleasantville Road and that they were excited to work with the Village in revamping the business district.
