Village Board of Trustees Regular Meeting March 22, 2022 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 22nd of March, 2022 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Edward E. Midgley, Trustee Sabine Werner, Trustee Also Present Josh Ringel, Village Manager Christine Dennett, Village Clerk Josh Subin, Acting Village Attorney David Turiano, Village Engineer Pledge of Allegiance Public Hearing to Amend Chapter 115, Excavation Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to open the public hearing. Deputy Mayor Chatzky gave a synopsis of the proposed amendments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to continue the public hearing to April 5, 2022 at 7:30pm. The Fire Department offered safety and preparedness tips and encouraged residents to volunteer and join the BMFD. Village Manager’s Report by Village Manager Ringel  There are many seasonal job opportunities with the Recreation Department and Department of Public Works.  Dana Durso will join the Village Staff as the next Superintendent of Recreation on April 25th.  The tentative budget was filed and a presentation will be done on March 29th.  Thanks to Trustee Sabine Werner for dedicating time to the Village.  There will be an Indian Point siren test tomorrow. Village Engineer’s Report  A title survey was completed for 1050 Pleasantville Road. A Phase One Environmental Assessment was done and a Phase Two has been recommended.  Westchester County has monies available for stormwater management projects that require a 50% contribution.  Next steps are being discussed for the Mobility Enhancement Project. Committee Reports Library Board:  The Library offers many programs to all age groups. Visit their website for information.  The Human Library is scheduled for April 30th. Recreation Advisory Committee:  Spring programs are online.  Registration for Camp begins next week.  The Egg Hunt will be on April 9th.  The next RAC meeting is scheduled for April 7th. Beautification Committee:  No report. Public Comments There were no public comments. Authorize Village Manager to Execute an Agreement with Pango for Daily Parking at Scarborough Station 2 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution as amended: BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an Agreement with Mobile Smart City Corporation for Pay-By-Mobile Phone Services for a one year period pursuant to further changes reviewed by Village Counsel. BE IT FURTHER RESOLVED that the Village Manager is authorized to expand the Daily Parking Pilot Program beyond the initial 30 spaces as he sees fit. Call for Increase in AIM Funding Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: Whereas, AIM funding plays a pivotal role in funding essential municipal services such as water, sewer, public works, police, fire and ambulance for cities and villages across New York State and, Whereas, the State has not increased AIM funding in 13 years and, Whereas, inflation has eroded AIM funding by roughly 29% over that time period and, Whereas, the New York State Conference of Mayors and nearly 400 of its members have signed onto a letter to the Governor requesting an inflationary increase of $210 million in AIM funding and, Whereas, the Governor’s Executive Budget proposed keeping AIM funding flat and, Whereas, the New York State Senate and Assembly have included increases of $210 million and $150 million, respectively, to AIM funding in their one-house budgets and, Whereas, an increase in AIM funding would reduce the local tax burden and help revitalize communities across New York, and Now, therefore, be it resolved that the Village of Briarcliff Manor urges Governor Hochul to work with the leaders of the Senate and Assembly and increase AIM funding in the 2022-23 adopted State Budget. 3  A copy of this resolution shall be sent to Governor Kathy Hochul, Senate Majority Leader Andrea Stewart-Cousins, Assembly Speaker Carl Heastie, Senator Peter Harckham, Senator Elijah Reichlin-Melnick, Assemblymember Sandra Galef and Assemblymember Thomas J. Abinanti and the New York State Conference of Mayors. Roll Call: Trustee Werner Aye Trustee Midgley Aye Trustee Hunt Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Amend Master Fee Schedule – Parking Reservation Fee Upon motion by Deputy Mayor Chatzky, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Board of Trustees does hereby amend the Master Fee Schedule for the Village of Briarcliff Manor as follows: Village Clerk (Parking) Parking Space Reservation for Special Events (NEW) Description Current Fee Proposed Fee Rate per Space/ NEW $9.00 Per calendar day Excluding the downtown business district. Roll Call: Trustee Werner Aye Trustee Midgley Aye Trustee Hunt Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Fire Department Memberships The Board thanked the new members for volunteering. 4 Upon motion by Trustee Hunt, seconded by Trustee Werner, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the under 18 membership of Nathaniel Tanen to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the under 18 membership of Van Prigezen to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Rajeev Narayanan to the Briarcliff Fire Company. BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Marie Pennacchio to the Hook and Ladder Company. Authorize Village Manager to Execute Access Agreements – 1050 Pleasantville Road Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Village Manager is hereby authorized to execute an Access Agreement and other related documents for the purchase of 1050 Pleasantville Road. Adjournment 5 The Board thanked Trustee Werner and her family for her work during her tenure on the Board especially as Recreation Liaison, “Hike the Cliff”, her efforts with the dog park and gave her commemorative corn hole bags and a trophy. Trustee Werner congratulated Trustee Hunt and incoming Trustee Rhea Mallett.
