Village Board of Trustees Regular Meeting March 26, 2024 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 26th of March, 2024 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Malcolm Netburn, Trustee Also Present Josh Ringel, Village Manager Christine Dennett, Village Clerk via Zoom Dan Pozin, Village Attorney Pledge of Allegiance Public Hearing to Amend Chapter 124, Filming and Photography Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to open the public hearing. Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. There were no public comments. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to April 16, 2024 at 7:30pm. Public Hearing to Amend Chapter 90, Article V, Vacant Building Registry Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to open the public hearing. Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. There were no public comments. Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to April 16, 2024 at 7:30pm. Board of Trustees Announcements  Day camp registration was held on March 20th. A waitlist is in place and being worked through.  Seasonal staff positions are available.  The Chamber of Commerce is having a networking event on April 17th.  Recreation program information is available on the website.  Upcoming dates: o Earth Day April 21st. o Summer Program and Pool Permits sales open on April 29th.  The Egg Hunt was a success.  Congratulations to newly re-elected Trustee’s Hunt, Mallett and Netburn who get sworn in next week. Village Manager’s Report  Hydrant flushing begins Monday, April 1st. A map will be shared with the public.  Staff met with CivicRec yesterday to discuss potential solutions for future camp registrations.  Club field is progressing with DPW Staff.  DPW & Engineer Openings are being actively recruited for via canvass and via Public Works Association for transfers.  Tony Disisto has been promoted to General Foreman.  Village is completing next steps of paperwork for Grants for Jackson Park and Library HVAC. Cannot complete library HVAC without BOT funding commitment and determination of project path.  April 2nd is the Primary and the County will be using the Youth Center and Library as two of their locations.  The Tentative Budget was submitted and will be presented to April 2.  A new Auto Mechanic will start April 22 to have a few weeks of overlap with the current mechanic that is retiring in May.  Meeting regularly with Consultants re: ongoing projects.  Looking to start a FREE curbside textile collection program with HELPSY via County.  Tri-Village Chlorination. Still waiting to get some of the items. Must be completed by September.  TC Merritts is completing surveys for Chappaqua Rd Rte 100 Water Main work. This is necessary in order to complete project design documents  Issue at Creighton Lane filed for their permits and is moving forward  Library Director Interviews underway.  A call for emails regarding Route 9A was posted. Roughly 77 received so far.  Mr. Stangarone agreed to the design regarding the mobility project. Public Comments There were no public comments. Schedule Annual Organizational Meeting Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Annual Organizational Meeting of the Board of Trustees is hereby scheduled for Tuesday, April 2, 2024 at 7:00 pm. Schedule the 2024-2025 Tentative Budget Public Hearing Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that a Public Hearing for the 2024-2025 Tentative Budget is hereby scheduled for Tuesday, April 2, 2024 at 7:30 pm. Schedule Public Hearing - Property Tax Levy in Excess of the Limit Established in General Municipal Law §3-c Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that a Public Hearing is hereby scheduled for the April 2, 2024 Board of Trustees meeting at 7:30pm at the William J. Vescio Community Center located at 1 Library Road, Briarcliff Manor, New York to hear and discuss a proposed local law authorizing a property tax levy in excess of the limit established in General Municipal Law §3-c. Award of Bid - Cleaning Services Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: WHEREAS the Village received 6 (six) complete bids for the Village of Briarcliff Manor Building Cleaning Services Project (VM-2324-2); and NOW, THEREFORE, BE IT RESOLVED that the bid for Village of Briarcliff Manor Building Cleaning Services Project (VM-2324-2) is hereby awarded to Cleaning Services of Hudson Valley, Inc. per their bid price of $3,612 per month. BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with Cleaning Services of Hudson Valley, Inc. for said project. Minutes Upon motion by Deputy Mayor Chatzky, seconded by Mallett, the Board voted unanimously to approve the minutes of the March 5, 2024 regular meeting as amended.
