The Club’s use of purchased municipal water as a supplemental irrigation source is seasonally dependent on weather conditions. Over the last 10 years, the Club only purchased irrigation water from the Village of Briarcliff Manor (the Village) municipal water system during the 2022 and 2023 irrigation seasons. The Club reports spending $110,000 in 2023 and $48,000 in 2022 for the purchase of supplemental irrigation water; equivalent to an average annual expenditure over the 10-year period of $15,800. If the proposed bedrock well drilling project completely mitigates the Club’s irrigation water deficit, the maximum estimated fiscal impact to the Village over a 10-year period is estimated to be $16,000 per year. The estimated maximum fiscal impact is further reduced as the Village purchases their municipal water from the New York City Department of Environmental Protection (NYCDEP), rather than obtaining water from their own sources. The Club plans to continue to maintain the option of utilizing purchased municipal water as a supplemental irrigation source in the future, but the amount of water needed will be dependent on the results of the well drilling program and future weather patterns. There are significant positive benefits to the Club developing their own sustainable onsite irrigation sources, which include: • Potentially freeing up large volumes of high-quality drinking water for the public in the future; • The development of adequate groundwater sources of will allow the Club to maintain higher levels in the irrigation ponds during the summer months, which is beneficial to pond ecology; • The discharge of cool pumped groundwater into the irrigation ponds during the summer months prevents development of anoxic pond conditions due to the cooler temperatures of the groundwater and oxygenation that occurs when the water discharges into the pond; • An adequate supply of sustainable irrigation water protects the Club’s most important asset (turfgrass); thereby securing the Club’s long-term sustainability; • Relying on purchased municipal water that is subject to drought restrictions leaves the Club vulnerable to water shortages during periods of peak demand; and • The cost of purchasing municipal water for irrigation purposes continues to increase with increasing demand for potable drinking water. The NYCDEP has previously indicated that they prefer golf courses develop their own sustainable onsite sources of irrigation water, which frees up large quantities of high-quality drinking water for public consumption. The Best Management Practices for New York State Golf Courses (BMPs), which was developed from a partnership between golf course superintendents and Cornell University, states that “Golf course designers and managers should identify and use alternative water supply sources to conserve freshwater drinking supplies whenever westonandsampson.com 3  Page 2 possible. The routine use of potable water is not a preferred practice. Municipal drinking water should only be considered when no acceptable alternatives exist.” The only viable alternative for development of additional onsite irrigation sources on the Club property is the bedrock well drilling program being proposed. The installation of the bedrock irrigation wells is consistent with both NYCDEP’s previous statement regarding golf course irrigation sources and the BMPs for New York State Golf Courses. Vescio Community Center on the 17th of December, 2024 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Continued Public Hearing to Amend Chapter 90, Vacant Building Registry Deputy Mayor Chatzky gave a brief synopsis of the proposed changes. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Netburn, the Board voted unanimously to adjourn the public hearing to January 7, 2025. Public Hearing to Amend a Special Use Permit and Intent to Declare Lead Agency – Trump National Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to open the public hearing. Mr. Michael Kapareiko, Geologist, explained the request to install irrigation wells. Deputy Mayor Chatzky requested a fiscal analysis be submitted to include water usage and potential revenue impacts. Dr. Amy Karpati of 209 Willow Drive stated she hoped the DEC looked into the impact to surface waters and how long the aquifers would take to recharge. Mr. Steve Dimovski, Architect for the Applicant, reviewed the request for the storage building. 12  The Board had general discussion regarding the location, impact to the easement and requested information on what the easement was for and what it serviced. Project Title: Trump National Golf Club Westchester Project Location: 100 Shadow Tree Lane, Village of Briarcliff Manor, Westchester County, New York SEQRA Type: Unlisted Action Project Description: The Trump National Golf Club Westchester (the “Applicant”) is seeking an Amended Special Use Permit from the Village of Briarcliff Manor Board of Trustees to install a new 2,138 square foot single‐story prefabricated storage building and drill and construct up to seven additional irrigation test wells (the “Project”) on their property located at 100 Shadow Tree Lane within the R40B Zoning District in the Village of Briarcliff Manor, NY (the “Project Site”). The new building would be constructed in an existing paved area adjacent to the tennis courts and would be used for equipment and supply storage by the maintenance staff. The seven proposed test well locations are located within existing maintained areas of the golf course and would be used to replenish the Irrigation Pond and reduce the use of purchased municipal water as an irrigation source. Several of the test wells are located in designated wetland buffer areas and areas with steep slopes between 15% ‐ 25%. Committee Reports – Environmental Advisory Council Update Dr. Amy Karpati, Chairperson of the EAC, gave an overview of projects the Council had been working on • Various Planting Plans throughout the Village. • A pollinator garden was installed at the school in conjunction with the Girl Scouts. • A pollinator garden will be installed at the Library in the Spring. • The seasonal gardener made a huge impact on invasive species. • A public outreach regarding best practices for winter should be sent out. • A Natural Resource Inventory be completed. The Board thanked Dr. Karpati and the EAC for their valuable contribution to the Village. Board of Trustees Announcements • Program Information is listed on the Recreation Department landing page on the website. • Volunteers always needed to join the Fire and Ambulance Departments. Mayor Vescio stated 2024 was a productive and fun year and he looked forward to continuing to work for the Village in 2025. Village Manager’s Report • Jackson Road Park playground equipment was delayed and will be installed later in the week. Public Comments There were no public comments. 23/24 Audit Presentation (PKF O’Connor Davies) Mr. Jeffrey Shaver, Partner at PKF, gave reviewed the 2023/2024 Village Audit and stated the Village was in a strong financial position with a healthy fund balance. The Board thanked Mr. Shaver as well as the Village Treasurer for her close watch of the Village budget. DASNY Grant Funding Commitment – Chilmark Park Pickleball Court Conversion Upon motion by Deputy Mayor Chatzky, seconded by Trustee Hunt, the Board voted unanimously to approve the following resolution: WHEREAS, the Village endeavors to convert two underutilized tennis courts into six dedicated pickleball courts WHEREAS, the Village has a Capital Project as described below: • Convert two Tennis Courts at Chilmark Park for 6 more pickleball courts - This capital initiative involves the conversion of two underutilized tennis courts into six dedicated pickleball courts, responding directly to the escalating popularity of this fast-paced sport. Concurrently, the project encompasses a comprehensive overhaul of the original six tennis 15  courts, which have experienced spidering cracks in the asphalt, compromising their playability and safety. To meet the diverse needs of our active community, state-of-the-art lighting will be installed, allowing extended playtime and accommodating varying schedules. This project signifies our commitment to providing world-class recreational facilities, promoting pickleball, and fostering a vibrant, inclusive space for residents of all ages. The Court Transformation and Expansion Project aims to create a hub for pickleball enthusiasts, ensuring that our facilities align with the evolving preferences of our dynamic community and provide more space to hold tournaments and events like Picks and Pickleball. WHEREAS, the Village has been working with Senator Peter Harckham on a $100,000 grant to complete this work, and WHEREAS, DASNY requires a funding commitment from the Village for any project costs exceeding the total grant amount; and NOW, THEREFORE, BE IT RESOLVED that the Village of Briarcliff Manor is committed to completing this project in its entirety and will cover all costs in excess of the grant via borrowing, cash or other means, and formally approve such funding as a part of the Capital Budget process.
