Village Board of Trustees Regular Meeting February 4, 2025 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 4th of February, 2025 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Malcolm Netburn, Trustee via zoom Also Present Josh Ringel, Village Manager Josh Subin, Village Attorney Christine Dennett, Village Clerk/Assistant Village Manager Pledge of Allegiance Continued Public Hearing to Amend a Special Use Permit and Intent to Declare Lead Agency – Trump National Mr. Michael Kapareiko, Geologist, provided a brief review of the memoranda received by the County and the New York State DEC. The Board had general discussion regarding the potential impacts of the wells and requested an independent consultant review the plans. Village Attorney Subin stated the Village would engage the services of Woodard and Curran and requested the Applicant’s attorney reach out regarding the MOU for the storage building. Mr. Philip Benza, representing the Applicant, requested the storage building portion of the application be split off if possible. The Board stated the hearing would remain as a joint application but the storage building could proceed to the Planning Board for site plan. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to March 4, 2025. Board of Trustees Announcements  Upcoming Registration and Program Information is listed on the Recreation Department landing page on the website. 1   February 8th is Parent’s Night Out.  Call for volunteers for various Boards and Committees. Submit resumes and letters of interest through the website or to BOT@briarcliffmanor.gov  National Read Aloud Day is tomorrow. Several Trustees will be guest readers at local schools.  Resident Pete Flihan will be doing the voiceover for the Village phone directory. Thanks to him.  The SAC will meet on 2/6. Police Outreach Report  Chief Bueti gave an overview of the various Police calls in 2024, including accidents, medical aids, arrests, investigations and accidents for a total of 21,257 calls.  A new RMS system is being purchased.  The new Ford F150 is on the road. Village Manager’s Report  Recently attended a NYCOM Conference and highlighted some of the topics covered. Committee Report  No report. Public Comments There were no public comments. IPP Solar, LLC Appeal for Relief from Battery Energy Storage Systems Moratorium Mr. William Null, Attorney for the Applicant, stated he submitted a letter answering questions posed at the last meeting. The Board had general discussion regarding the hardship request. Village Attorney Subin stated a written decision should be done before a vote. The Board adjourned into an Advice of Counsel and returned at 10:00pm. Trustee Netburn left the meeting. The Board adjourned the application to the February 18, 2025 meeting. Election Resolution for Annual Village Election 2025 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted to approve the following resolution: 2 BE IT RESOLVED that the Annual Village Election will be held in the Village of Briarcliff Manor at the Library and Community Center (1 Library Road) in said Village on Tuesday, March 18, 2025 between the hours of 6:00am and 9:00pm during which the polls will be open. BE IT FURTHER RESOLVED that the polling places for the Village of Briarcliff Manor, will be designated as follows, the Village’s Single Election District (Town Voting districts #15, #16, #17, #19, #26, #27 and #29) will vote in the Briarcliff Manor Library and Community Center (1 Library Road). Election Inspectors for Village Election March 18, 2025 Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted to approve the following resolution: BE IT RESOLVED that, Celiane Silverstein, Joyce Perlmutter, Regina Rodriguez and Olga Mendoza are hereby appointed Inspectors of Election for the March 18, 2025 Village Election. BE IT FURTHER RESOLVED that Celiane Silverstein is hereby designated as Inspector of Election and Chairperson. BE IT FURTHER RESOLVED that Rhonda Alomar, Georgina Gualdino, Michael Patrick, Maria Brower, and Tak-Kin Yum are hereby appointed as Alternate Inspectors of Election. BE IT FURTHER RESOLVED that the compensation for each Inspector of Election other than the Inspector designated as Chairperson is hereby fixed at Three Hundred and Fifty ($350) dollars per day or prorated to $22 per hour worked if necessary. BE IT FURTHER RESOLVED that the compensation for the Inspector of Election that is designated as Chairperson shall be Three Hundred Seventy-Five ($375) dollars per day. Budget Transfer – Lynn McCrum Field Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted to approve the following resolution: BE IT RESOLVED that the Board of Trustees does hereby authorize the following budget transfer for FY 2024-2025 as follows: A. General Fund Budget Adjustments Decrease A1990.499 – Contingency $9,000.00 Increase A9901.910 – Transfer to Capital Fund $9,000.00 Increase H0102.5032 – Capital Transfer in from General Fund $9,000.00 3 Increase H1440.201.25282 – McCrum Field Drainage $9,000.00 Roll Call: Trustee Netburn Absent Trustee Mallett Aye Trustee Hunt Aye Deputy Mayor Chatzky Aye Mayor Vescio Aye Award of Bid – Ball Field Fence Project Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted to approve the following resolution: WHEREAS the Village received 9 bids for Ball Field Fences Project (VM-2425-8); and NOW, THEREFORE, BE IT RESOLVED that the bid for Ball Field Fences Project (VM-2425-8); is hereby awarded to WBE Fence Company per their bid of $23,386 from budget code H7110.201.25770; and BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with WBE Fence Company for said project. Adjournment Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to adjourn the Regular Meeting at 10:06pm.
