Village Board of Trustees Regular Meeting September 16, 2025 7:30 p.m. A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held at the William J. Vescio Community Center on the 16th of September, 2025 commencing at 7:30 p.m. Present Steven A. Vescio, Mayor Peter S. Chatzky, Deputy Mayor Kevin Hunt, Trustee Rhea Mallett, Trustee Malcolm Netburn, Trustee Also Present Josh Ringel, Village Manager Christine Dennett, Village Clerk/Assistant Village Manager Josh Subin, Village Attorney Kevin Leddy, Village Engineer via Pledge of Allegiance Downtown Adjacent Zoning Study and Local Law – BFJ Planning Mayor Vescio explained the reason for conducting the Zoning Study. Ms. Sarah Yackel, Village Planning Consultant, reviewed the study. 235 Elm Road Presentation Mr. David Steinmetz of Zarin and Steinmetz, representing Rose Equities, Contract Vendee for the property, stated the site was the subject of litigation and they were proposing an alternative residential use. He stated PUD (Planned Unit Development) was a useful tool and wonderful technique. Mr. Leonard Glickman of Rose Equities stated their company was a family business for over 75 years and encouraged residents to look at their other projects. Mr. Diego Villareale of JMC reviewed the proposed site plan stating they were proposing five single family homes along Tuttle Road, 110 townhomes, trails and sidewalks for connectivity as well as amenities. Mr. Stuart Lachs, Architect for the Applicant, showed proposed renderings. 1 Mr. Steinmetz stated the plans were conceptual and they were prepared to move forward with the next steps in October. Mr. Charles Trainor of 101 Hawthorn Place asked for clarification on the water treatment on the site and how wide the units would be. He stated the number of units seemed high but the concept was well done. Ms. Marta Burachok of 106 Tuttle Road asked if a study would be done to see what the impacts to services and taxes would be on other residents. Mr. Bryan Zirman of 174 Pine Road asked if the builder was proposing to give anything to the Village as part of the development. Mr. Gerald Carrafiello of 71 Tuttle Road stated the overall plan was exciting but 110 units seemed full. He stated he was excited for stormwater mitigation on the site and appreciated the Board’s efforts. Mr. Bob Fetonti of 159 Larch Road stated one of the buildings on the site was historical and asked if it would be preserved. Ms. Yackel stated the applicant would submit a fiscal analysis and there would be increased taxes and revenues coming to the Village including over $1, 300,000 in recreation fees. Mr. Steinmetz stated the property was currently off the tax roll and there would also be significant building permit and inspection fees. He stated preliminarily the units would be 25-35 feet wide and the property would likely have private roads, a Home Owners Association and the amenities are to be determined. Mr. Glickman stated there would be approximately two miles of trails available to the public and 60,000 square feet of open space. Mr. Steinmetz stated Dow Hall was in substantial disrepair and unfortunately not salvageable. Mayor Vescio asked if the Applicant would be willing to donate some of the historical items like the fountain or sconces from Dow Hall. He further asked if the applicant was proposing condos. Mr. Steinmetz stated the law was set up as fee simple. Mayor Vescio stated that insured fair market value and full assessments. The Board had general discussion regarding the submission process and next steps. Board of Trustees Announcements 2  Join the Fire and Ambulance Departments for a rewarding experience and give back to the Community.  Check the website for upcoming program information and registration.  Community Day was a success! Kudos to the Recreation Department. Village Manager’s Report  There is a pilot program for cameras on school buses. Committee Report  The Comprehensive Plan Committee had a table at Community Day and a survey was posted on the website. All are encouraged to participate. Public Comments There were no public comments. Continued Public Hearing to Amend Chapter 220-2, Definitions and 220-10, Affordable Housing Deputy Mayor Chatzky stated comments were received by the County and the proposed language would be reviewed to address their comments. Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to November 18, 2025. Public Hearing to Add Chapter 10, Auditor’s Office Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to open the public hearing. Village Manager Ringel explained the proposed local law and stated it was a bookkeeping item and already a function of the Village Manager. Mr. Charles Blowe of Colby Lane asked if it would be a Village Employee or a separate entity. Village Manager Ringel stated it would be the Village Manager and there were several other entities that also reviewed including the Village’s auditing firm conducting an audit annually. Upon motion by Trustee Mallett, seconded by Trustee Deputy Mayor Chatzky, the Board voted unanimously to close the public hearing. Upon motion by Deputy Mayor Chatzky, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: 3 BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby adopts Local Law No. 5 of 2025, entitled “Chapter 10, Auditor’s Office, of the Code of the Village of Briarcliff Manor.” Public Hearing for a Proposed Franchise Renewal Agreement with Cablevision of Wappingers Falls, Inc. Upon motion by Trustee Hunt, seconded by Deputy Mayor Chatzky, the Board voted unanimously to open the public hearing. Trustee Hunt explained the proposed renewal. There were no public comments. Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to adjourn the public hearing to October 7, 2025. JAM 555 Storage, LLC – 555 Pleasantville Road - Special Use Permit Amendment Rooftop Solar Installation Presentation Mr. Ray Finnegan of Infinity Solar representing the owner gave a brief explanation of the project stating it was to offset their electricity costs and would not be visible to neighbors. The Board had general discussion regarding the project and the next steps and determined it was a Type II SEQR action. Upon motion by Trustee Mallett, seconded by Trustee Netburn, the Board voted unanimously to approve the following resolution: BE IT RESOLVED that the Board of Trustees of the Village of Briarcliff Manor hereby refers the Special Use Permit Amendment application submitted by JAM 555 Storage, LLC for a rooftop solar array installation project to the Village Planning Board and the Westchester County Planning Board for review and comment and to schedule a public hearing for Tuesday, October 7, 2025 at 7:30pm in the William J. Vescio Community Center. Fire Department Membership The Board thanked the new member for volunteering. Upon motion by Trustee Hunt, seconded by Trustee Mallett, the Board voted unanimously to approve the following resolution: BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Keshav R. Rao to the Briarcliff Manor Fire Department. 4 Minutes Upon motion by Trustee Netburn, seconded by Trustee Mallett, the Board voted unanimously to approve the minutes of the September 2, 2025 Regular Meeting as amended.
