APRIL 6, 2023 TOWN COUNCIL REGULAR MEETING Thursday, April 06, 2023 at 7:00 PM Council Chambers – Bristol Municipal Complex and Via Zoom MINUTES The meeting was called to order by Council President Jeff Beachy at 7:07pm. The Pledge of Allegiance was led by Town Manager Mike Yoder. Roll Call: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy, Legal Counsel Alex Bowman, Clerk-Treasurer Cathy Antonelli, Town Manager Mike Yoder, via zoom Fire Chief Nik Kantz. APPROVAL OF AGENDA agenda corrections: per Alex Bowman - regarding 11. Town Attorney letter a) should read 2nd reading 4-6-2023-4 instead of 2013-4 and then a procedural matter regarding item 10b. identified as 6-20-23-6, the minutes from the last meeting should be amended to reflect that was a first reading and that tonight will be the second reading and can then be approved without having to suspend the rules. The Agenda will stand as corrected. APPROVAL OF INVOICES  Motion to approve the previous months invoices made by Cathy Burke, Seconded by Gregg Tuholski. PRIVILEGE OF THE FLOOR (AKA Public Comment) Bill Zimmerman of 54590 Colonial Ridge Dr in Bristol, also property owner of 1108 S Division St. Asked if Council has any plans for new acquistion of property or residential growth for the Town. Discussion followed. PLANNING AND DEVELOPMENT ITEMS - no items this evening. REPORTS: TOWN MANAGER Ember RV CF-1 Real Property and Ember RV CF-a Personal Property. Currently meeting their agreement, with recommendations to approve the CF-1s. Motion to accept the CF-1's for Ember RV made by Andrew Medford, Seconded by Doug DeSmith. Town Manager report  - Kaitlyn wage increase $.75/hour requested due to job duties, this is included in the Salary Ordinance amendment to come. - Our recodification project is still moving along, about mid-way through - update sign ordinance to reflect current LED usage to come - MS-4 (stormwater) Ordinance is about 20 years old, need to updated later this summer, and add a section for FINES. - Inter-departmental phone system changing from comcast/8x8 to Teledata - RV Transport lot on Depot Street, does not meet current zoning standards and are not in compliance, we will continue to offer to purchase 10 acres from them. - new RR crossing at Stonemont going well. opening bids at this month's work session. - INDOT row work, stakes in town waiting to see whats happening and what the impact will be. Possible concerns with reestablishing drainage - waiting to hear about our CCMG application - May 3, 11:00 ADEC Biz leader's luncheon - Fire Dept funding-trying to free up contract cost from the general fund. May never have been any fire dept tax rates in Bristol. Meeting with Baker Tilly, Fire Chief Nik Kantz and Fire Dept Board President. Option to move from general fund and create a fire territory with Township and the Town. Implement in 2025 / strategic with 2024 budget. (using EDIT $$) - NIPSCO substation is moving forward, planned construction time still 2025 . JPR working for the town. Pete Leatherman and Abby Thomas to aid in the project. connecting nipsco and aep Permission to sell surplus equipment: 2002 F-350 dump truck with snowplow and salt box insert. CLERK-TREASURER  Motion to approve the first reading of amended Salary Ordinance No. 4-6-2023-7 made by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmtih, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion to suspend the rules in order to have the second reading made by CathyBurke, Seconded by Doug DeSmth. Voting Yea: Doug DeSmtih, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion to approve on second reading the amended Salary Ordinance No. 4-6-2023-7 made by Gregg Tuholski, Seconded by Andrew Medford. Ordinance No. 4-6-2023-6 additional appropriations $207,478.21 - public hearing needed / This will be the second reading, pursuant to the amendment described earlier. Public hearing opened at 7:43 pm. No public comment during the public hearing. Public hearing closed.   Second reading and final vote on Ordinance No. 4-6-2023-6. First reading of Additional Appropriation Ordinance No. 5-4-2023-8 $70,569.08 This appropriation covers the previously mentioned expenditure reimbursements from the GGT allocation area (TIF #171) Fund 2565 in the amount of $16,774.08 and new police officer salary of $53,825.00 from the Public Safety LIT Fund 2240.  Motion made by Cathy Burke, Seconded by Andrew Medford. Second reading Ordinance No. 4-6-2023-5 - Approving Amendment to Chapter 94 - Animals of the Town of Bristol Indiana Code of Ordinances  Motion made by Andrew Medford, Seconded by Gregg Tuholski. NEW BUSINESS - Leaf collection will begin on April 17 - 21, 2023 for residents. - The brush collection will begin on April 20. Brush collection happens every 3rd Thursday of each month. - The Oak Ridge Cemetery spring clean-up is in April. Please remove all decorations/flowers by April 1st. Items can be put back on May 1st.
