APPROVAL OF INVOICES a. 2022 year-end invoices 2022 year-end invoices and 2023 current invoices were motioned to approve by Cathy Burke/seconded by Andrew Medford. He appreciated that there is town information on facebook but would like to see more ways to get the word out to people about meetings or town events. TextMyGov was also mentioned as a texting tool the Town uses to share information. 8. PLANNING AND DEVELOPMENT ITEMS no items for the March 16, 2023 meeting REPORTS 9. TOWN MANAGER a. First reading ordinance 4/6/2023-4 traffic control measures at Blakesly and Commerce to improve the safety of the intersection, with a stop sign. The first reading was approved. Ordinance No. 4-6-2023-5 - Approving Amendment to Chapter 94 - Animals of the Town of Bristol Indiana Code of Ordinances First reading of Ordinance No. 4-6-2023-5 - Approving Amendment to Chapter 94 - Animals of the Town of Bristol Indiana Code of Ordinances to include egg-laying chickens on single-family residential property in the Town. Be aware of the scams presenting in both telephone and email format. E-mails-watch for e-mail misspellings and addresses out of the norm. b. Feb Calls c. Code Enforcement Report - Feb. d. request approval of purchase of a 2023 Ford Interceptor police vehicle;additional appropriation  Marshal Albin requested Council approval to purchase a new police vehicle and the outfitting of the vehicle as well. He then reviewed which appropriations would pay for the purchase. An additional appropriation would be needed in the amount of $4,219.31 from the public safety local income tax fund. Purchase from Andy Mohr Ford, Inc. $47,016.25 and R&B Sales for outfitting $12,203.06. Motion made by Cathy Burke, Seconded by Gregg Tuholski. Motion carries. e. 2023 Byrne JAG grant award The police department applied for a JAG grant to upgrade their current portable radios and in- car radios equipment, similar to what they had done in the past. Federal grant received. Thanks to Ashley for her work on the grant process. more details next month. f. additional appropriation request 11. CLERK-TREASURER a. Pyrotecnico's July 15 2023 Bristol Homecoming Festival Fireworks Display Agreement Approval of the 2023 fireworks contract with Pyrotechnico. Town of Bristol has budgeted and agreed to pay $15,000 and the Bristol Homecoming Treasurer has agreed to pay the remaining $1,445.00. Motion made by Andrew Medford, Seconded by Doug DeSmith. Motion carries. 12. FIRE CHIEF a. BFD Operations Report Review Chief Kantz shared they were able to hire three new employees! Gage Wiles, started with the department as a volunteer. He is a State of Indiana Certified firefighter and is also certified in hazardous materials. He is currently in EMT class and will graduate in June. His first day was March 13, 2023. Jacob Kuiper is a State of Indiana Certified firefighter, hazardous materials certified and EMT certified. He is currently in advanced EMT school and will also graduate in June. Jacob comes to us with ten plus years of experience and his first day will be March 27, 2023. Claire Williams is a State of Indiana licensed paramedic. She comes to the department with three years of experience and her first day will also be March 27, 2023. This leaves one full-time position to be filled. 13. PARK BOARD Linda Powell gave an overview of park happenings: Community Garden-plans to expand the garden this year, moving the pumpkins and gourds to the RR tracks, adding two more raised gardens, growing in cooperation with Seed to Feed Garden and the food pantry. The community is invited to help in the garden in exchange for some produce as well. Wetland area on East side of Hermance pavilion - met with Master Gardners to develop the wetland area that's already there with a walkway and flowers and plants for residents to enjoy. Congdon Park - the library will be hosting a car show August 19 and the Parks Board is giving a $500 donation towards the event. Thinking of extending the fishing pier. Cummins Park - Park Board President Scott Dreamer will be reaching out to The Georges about the pickleball set up for this season. Also looking to set up Yoga in the Park. Girl Scouts to take over the rock garden project, take a rock leave a rock.  Hermance park area - looking to develop that handicapped launch area for all kayakers to use, but are hoping the majority of kayakers will use the Condgon park side Memorial Park would still like the utility box wrapped, waiting on INDOTs approval. 14. TOWN ATTORNEY Alex Bowman commented that Krieg Devault is coordinating with Town Manager Mike Yoder and JPR on several projects at this time. 15. NEW BUSINESS a. Reminds the community that this is an election year and there are three seats up for re-election this year. Please remember to Vote in the primary and in the fall election as well.
