WORK SESSION CALLED TO ORDER by Council President Jeff Beachy at 7:49pm
TOWN MANAGER REPORT Mike Yoder
Overview of the budget and what Council can to take note on, the spreadsheet will be sent out
in PDF form for Council review later this week.
Asked Council if they would be open to an annexation fee going forward. $1K for large parcels,
$500 for smaller parcels. $1,500/$2K new ordinance and fees. Council okays for MY to move forward
with this.
Mosquito spraying (Mosquito Joe) met with today and we are going to try them. Back-pack
spraying, cemetery all three parks, natural organic type of product for a three-week period.
$2,500. Reduces cost and safer for the environment.
Commerce drive sign (replace) Soaring Rail has a modern sign and would like to use the same design at
Commerce, quote to come in for September, possibly. Jeff says may look at similar designs throughout
Town. (sell space to help cover cost)
CLERK-TREASURER Cathy Antonelli
- Note for meeting minutes – July penalties were not assessed on utility billings.
- Point of order – our water ordinance 51.09 Collection or Deferred Payment Charge has
conflicting information and is in need of review and updating. Cathy was referencing this
ordinance to determine if payment arrangements or extensions should be allowed. A brief
discussion followed and we will revisit it again later. Council suggested Cathy to work with Alex
on this.
- Budget preparation: September 7 will be a public hearing and the first reading of the 2024
budget and salary ordinance. October 5 will be the second reading and final adoption of the
2024 budget, so that everything may be uploaded into Gateway by October 11.
- Permission to move forward with the three-year growth excess levy appeal again this year?
Deadline to submit October 18.

OTHER COMMENTS OR QUESTIONS Jeff will not be able to attend August 17 Meeting as he will be out
of town. Council member Andrew Medford will run the meeting in Jeff’s absence.
