BRISTOL RDC Thursday, October 02, 2025 at 6:30 PM Bristol Town Hall Council Chamber MINUTES CALL MEETING TO ORDER by RDC President Doug DeSmith called the Redevelopment Commission Meeting to order at 6:30pm on Thursday, October 2, 2025. ROLL CALL Members present: Dean Rentfrow, Jeff Beachy, Cathy Burke, Gregg Tuholski and Doug DeSmith Others in attendance: Deputy Clerk-Treasurer Jill Swartz, Town Manager Mike Yoder, Legal Counsel Alex Bowman APPROVAL OF AGENDA stands as published. APPROVAL OF MINUTES  Motion to approve the meeting minutes from September 18, 2025 made by Jeff Beachy, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Greg Tuholski. Motion carries. REPORTS Opportunity for Raber RFP questions from potential bidders Hugh Johnson and son, Eric were in attendance to ask questions surrounding the RFP. Questions and discussions included greenbelt definition (undeveloped space), percentage or whole space limitations, 12- month proposal with as much detail as possible, proof of financial capacity, how soon closing could take place, top priority improvements are irrigation and beautification, lease (town considerations) and purchase proposals accepted, golf courses are not able to have tax abatement, negotiable terms, appraisals and deed restriction consideration Approve RFP to license space on main street property Legal Counsel Alex Bowman and Assistant Town Manager Jill Swartz spoke to the 114 E Vistula Street property, which is currently unutilized and an RFP for a license for vendors to submit proposals to the Commission for use of this small space on a short-term basis.  Motion to approve the request for proposal to approve the RFP for 114 E Vistula Street made by Jeff Beachy, Seconded by Cathy Burke. Motion amended by Jeff Beachy to approve the RFP with a deadline of November 1, 2025, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Dean Rentfrow, Cathy Burke, Greg Tuholski, Jeff Beachy. Motion carries. MOTION TO ADJOURN Motion to adjourn made by Cathy Burke, Seconded by Jeff Beachy. All in favor.
