JUNE 1 2023 TOWN COUNCIL REGULAR MEETING Thursday, June 01, 2023 at 7:00 PM Council Chambers – Bristol Municipal Complex and Via Zoom MINUTES CALL MEETING TO ORDER Council President Jeff Beachy called the meeting to order at 7:00pm THE PLEDGE OF ALLEGIANCE was led by Council member Gregg Tuholski. ROLL CALL: Council members present: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski and Jeff Beachy. Also in attendance: Town Manager Mike Yoder, Clerk-Treasurer Cathy Antonelli, Legal Counsel Alex Bowman, and Fire Chief Nik Kantz via zoom. APPROVAL OF AGENDA It was noted by legal counsel Alex Bowman that he will present the planning and development items instead of Scott Frissell. APPROVAL OF PREVIOUS MONTHS INVOICES  Motion to approve the bills made by Cathy Burke, Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. APPROVAL OF MEETING MINUTES  Motion to approve the minutes from the May 18, 2023 and May 30, 2023 meetings made by Andrew Medford, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. PRIVILEGE OF THE FLOOR (AKA Public Comment) - no comments this evening PLANNING AND DEVELOPMENT ITEMS Resolution No. 6-1-2023-13 Fiscal Plan for the Annexation of Certain territory into the Town of Bristol, Indiana presented by Attorney Alex Bowman.  Motion to adopt Resolution No. 6-1-2023-13 made by Andrew Medford, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Ordinance 6-1-2023-10 2nd reading Voluntary Annexation - Scott Frissell  Motion to adopt second reading of Ordinance No. 6-1-2023-10 as stated made by Cathy Burke, Seconded by Gregg Tuholski. This is a supervoluntary annexation. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. REPORTS TOWN MANAGER Introduction of Summer Parks Program Coordinator Kristen Ploeger by Jill Swartz Jill Swartz introduced our new Summer Parks Program Coordinator Kristen Ploeger. This will be a two part program for the children of Bristol ages K-2 and then 3-6. Enrollment began today and will continue with an evening enrollment tomorrow night. Kristen is excited about the new program and the Council welcomed her! CemSites Cloud Software for Cemeteries presentation. The initial quote was $13,200, but Mike asked for permission to spend up to $15K so that a component to create burial purchases (deeds) could be included in the package. This package also includes training. There will be a $2,700 annual fee after the first year for updates and maintenance.  Motion to purchase the software for the cemetery made by Cathy Burke, Seconded by Doug DeSmith/open for discussion/Council would like to know what happens to the data if the business closes and do we get a copy of the data? Mike Yoder will check into those questions for Council. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Permission to purchase Vermeer vac $115, 773. 28 using MS4 funds Tim McCandless, supervisor at the Towns Wastewater Treatment Plant was present to talk about the equipment, what it can do, how often it may be used and for what purposes (annual storm catch basins, pothole streets, cleaning out our sanitary sewer lines) and the benefits of it, like employee safety.  Cathy Burke initiated a motion to approve the purchase with a second from Doug DeSmith, but following open discussion about using MS-4 funds and needing an additional appropriation to cover the full cost, Cathy rescinded her motion and restated it as a motion for additional appropriation in the amount of $115,773.28 to be approved at a public hearing to follow. Note: Sourcewell is a state approved vendor for this type of equipment, and even though it's a large dollar amount, no additional quotes were needed. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries.  Motion to execute a purchase agreement to buy the Trailer Vac system made by Andrew Medford. Seconded by Gregg Tuholski. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Great Lakes Laminating CF-1 2019 abatement PP . recommend approval. 2019 abatement on personal property for Great Lakes Lamination, Inc. Mike Yoder recommends approving this abatement as they are fully compliant  Motion to approve the CF-1 for Great Lakes Lamination made by Andrew Medford, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Award CCMG 2023-1 contract  Motion to approve the CCMG 2023-1 recommendation from JPR for Niblock to fulfill the contract made by Cathy Burke, Seconded by Andrew Medford. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. CCMG 2022-1 Pay App No. One / Blakesley  Motion to approve pay app no.one call CCMG 2022-1 for Blakesley $618,470.73 with retainage $68,718.97 made by Jeff Beachy, Seconded by Andrew Medford.Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. CLERK-TREASURER – no items to present TOWN ATTORNEY – no additional items to present NEW BUSINESS – nothing more to be added at this time UNFINISHED BUSINESS – no items to discuss TOWN COUNCIL DISCUSSION ITEMS Doug DeSmith -no comments this evening. Andrew Medford -no comments this evening. Cathy Burke -Cathy used her time to inquire about the food vendors coming. Jill Swartz was on hand to tell Council how that set up was coming along. Congdon Park will be the site for the food trucks at this time. If it grows, we may consider another location. Current food vendors that have signed on for the lunch hour food truck Friday starting June 9 through August are Ben's Pretzel, elephant ear, Asian food truck, Reindeer Trails (ice cream and food options) and possibly a truck that offers the mini doughnuts. Maybe put Kona ice by the splash pad? Gregg Tuholski -no comments this evening. Jeff Beachy -no comments this evening Mike Yoder let Council know that flowable fill was used on the new kayak launch today, since the grass had been washed away. The kayak launch is open and being used a lot. Signs are up with more to be placed soon. NEXT MEETINGS: Work session - Tuesday, June 13, 2023 7:00pm Council Meeting - Thursday, June 16, 2023 7:00pm corrected next meeting dates are: work session June 13 and council meeting June 15 , Jeff will not be able to attend either meeting.
