PLANNING AND DEVELOPMENT ITEMS: no items this evening REPORTS TOWN MANAGER Opioid funds option, Mental Health Crisis Center, Laurie Nafziger Oaklawn Laurie Nafziger, President & CEO at Oaklawn shared information about a mental crisis center being built, what they do there and how it's run, as well as a request for Council to transfer the opioid settlement funds towards this project. Motion to donate the opioid settlement funds to Oaklawn made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. Assistant Town Manager report – Jill Swartz Jill Swartz shared some of the activities that she has taken on and gave a quick overview to the Council. Activities include: EMA board member quarterly meetings, Friends of the St. Joe River quarterly board meetings, MACOG meeting to discuss a federal funding opportunity for an electronic car charging station, on-site visits of local businesses to learn more about their day-to-day operations, partnering local police and fire personnel with the elementary school to serve lunch for their field day May 24, attending monthly JPR engineering meetings, working closely with Town Manager Mike Yoder on current construction projects (Commonwealth-sewer project, JPR-water project, Baker Tilly-G.O. Bond and Fire Territory, land purchases), as well as continued work on Deputy Clerk duties. Letter of support for EV charging station – Jill Swartz Jill met with Leigh from MACOG regarding Federal funding for an electric vehicle charging stations in Bristol, considering Congdon Park or Charles Street, among other locations. This would be a two to three year process and an 80/20 cost (80% Federal/20% Town), with options for funding, approximately $20K total. Jill is asking for a letter of support to pursue a grant. Motion carries. Lippert CF-1 consideration Town Manager Mike Yoder recommends approval of both the CF-1 for both real and personal property as they are both substantially in compliance. Motion to approve both of the Lippert CF-1s for both real and personal property made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Cathy Burke, Gregg Tuholski, Jeff Beachy. Voting Abstaining: Andrew Medford / Motion carries. CLERK-TREASURER – Cathy Antonelli Final reading of Ordinance No. 5-4-2023-8 Additional Appropriation $70,569.08 Public hearing opened for Ordinance No. 5-4-2023-8 additional appropriation ordinance for public comment. Hearing no comments, the public hearing was closed. Motion to approve on final reading Ordinance No. 5-4-2023-8, Additional Appropriation $70,569.08 approval made by Cathy Burke, Seconded by Andrew Medford. TOWN ATTORNEY – Alex Bowman Ordinance 5-4-2023-8 Public hearing and consideration for adoption on 2nd reading. Ordinance amending Chapter 51. Water cross connection/backflow standards Final Reading of Ordinance No. 5-4-2023-9 Amending Chapter 51: Waterworks of the Town of Bristol, Indiana Code of Ordinances. A public hearing was opened to hear any comments on Ordinance No. 5-4-2023-9, hearing no comment the public hearing was closed. Motion for adoption of Ordinance No. 5-4-2023-9 made by Gregg Tuholski, Seconded by Andrew Medford. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Jeff Beachy may not be in attendance on May 16th due to a work related dinner. Cathy Burke has been asked to chair the meeting.
