PRIVILEGE OF THE FLOOR (AKA Public Comment): Linda Powell of 223 Vistula St – gave a public thank you to council members Doug DeSmith, Andrew Medford and his daughter, Reagan for putting the corn stalks up in Town Tuesday night. REPORTS: TOWN MANAGER Mike Yoder Council acknowledged the slight increase in the Borden trash service contract due to the County Landfill rate increasing. Added note for the records: The initial term of our contract was from July 1, 2019 through June 30, 2022 with an option to continue annually for three one-year extension terms thereafter until either party notifies the other of their intent to terminate.   Motion to pay Pay Application No. 4, Invoice No. 10637 for the Earthway Rail Park Phase IV project in the amount of $113,253.53 made by Andrew Medford, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. (paid from South TIF bypass budget)  Motion to approve Change Order No. 1 for a $4,500 credit made by Andrew Medford, Seconded by Cathy Burke. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. This is a change order from Niblock on the roadway extension to RR Crossing project, changing from thermo-plastic markings to paint. CLERK-TREASURER Cathy Antonelli Public Hearing and second reading of Ordinance No. 10/5/2023-22 for the 2024 Budget A public hearing was opened for public comment. Hearing no comment, the public hearing was closed.  Motion to approve on 2nd reading the 2024 Budget Ordinance No. 10/5/2023-22 made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy. Motion carries. First reading of Ordinance No. 11/2/2023-25, and approval to advertise for an additional appropriation in the amount of $14,800, Raber Golf course / 2550001430 / Capital improvements (driveway paving at the golf course) $14,800  Motion to approve the first reading of Ordinance No. 11/2/2023-25 an additional appropriation of $14,800 (comments from the winner of the wet blanket award were made, but not made) made by Cathy Burke, Seconded by Andrew Medford. Discussion surrounding Resolution 10-05-2023-21 Procurement Cards and adoption of procurement card policy. Information to be shared for Councils further review. TOWN ATTORNEY Alex Bowman Petition for voluntary annexation HTIW properties LLC acknowledge receipt of the petition and advance it to first reading in order to continue the process for the October 19 meeting.  Motion to acknowledge receipt of the Petition for Voluntary Annexation HTIW Properties LLC made by Cathy Burke, Seconded by Andrew Medford. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy.  Motion carries. This will advance to first reading at the October 19, 2023 meeting.  Motion to approve the first reading of Ordinance No. 11/2/2023-24, Amending Chapter 51 of the Town of Bristol, Indiana Code of Ordinance to Authorize a New Water Utility Rate for Certain Sprinkler System Services made by Cathy Burke, Seconded by Doug DeSmith. Voting Yea: Doug DeSmith, Andrew Medford, Cathy Burke, Gregg Tuholski, Jeff Beachy.   Motion carries. Rate was submitted by Baker Tilly. Notice to publish will occur next week. (CFB/Commerce Drive) NEW BUSINESS - Jill Swartz announced that the Indiana Housing & Community Development program is celebrating 200 crowd funding projects and based on the grant that the Town of Bristol (Jill) submitted last year, we are in the TOP TEN of these projects! There is a People’s Choice award that will be given on October 20 of this year. Jill will send the link out to all so that voting may be done. Please share it with friends and associates near and far so that we may be chosen! Jill will be on vacation October 20, so Mike Yoder will attend on her behalf. (He’s SO excited!!, so much so that he has stolen the wet blanket award from Alex). Monogram did a live announcement today on WFRN, Jill was able to be at the radio station for this event. Monogram shared the success of the 2nd annual corndog festival and that they will be donating just over $41,000 to The HUB! (Hearts United for Bristol) TOWN COUNCIL DISCUSSION ITEMS: Doug DeSmith – What’s the status at Stonemont? Mike Yoder said the plan is to start installing crossing arms October 15 or 16th, it could take a couple of weeks. We are waiting on a confirmation of the dates in order to post the signs to alert drivers of the closure.
